ISSUE STATEMENT
On April 22, 2011, Eugene Police Officer Chris Kilcullen tragically lost his life in the line of duty. A tremendous
number of communities, agencies, and businesses contributed resources to the City of Eugene to assist in paying
tribute to Officer Kilcullen. The City of Eugene wishes to express its gratitude for those contributions.
BACKGROUND
The events began with a motorcade procession of more than 450 law enforcement and fire service
emergency vehicles from approximately 70 Oregon agencies, seven federal agencies, and 11 out-of-state
agencies. The 22-mile procession route wound through Eugene and Springfield passing locations of
significance to Officer Kilcullen. Hundreds of people lined the procession route to show their support
and pay their respects.
Approximately 5,500 people attended the Celebration of Life at Matthew Knight Arena, including
family, friends, fellow law enforcement officials and public safety personnel, community members, and
community leaders including more than 80 elected and public officials.
Many organizations, businesses and individuals actively participated in the week-long planning effort to
create and conduct a fitting memorial for fallen Officer Kilcullen. The Incident Command System (ICS),
utilizing a unified command structure comprised of staff from different organizations, was used to
quickly and efficiently manage the complex project.
The Oregon State Fire Marshal provided one of its Incident Management Teams to provide
comprehensive incident command support to manage the planning and operations. The Incident
Management Teams, which are comprised of staff from fire service agencies throughout the state, build
and operate a command and control structure to meet the expectations of the incident. IMTs provide
incident management expertise in logistics, finance, planning, public information operations, safety and
community issues. A team of approximately 22 individuals from around the state assisted with
management of the operations throughout the entire week.
In a strong demonstration of community spirit and partnership, the University of Oregon (UO)
immediately stepped forward to offer its valuable support and facilities. The university donated staff

time and many services to the effort. Some of the major contributions were the use of the Matthew
Knight Arena, significant parking services to efficiently park the motorcade vehicles, design and
printing of the celebration of life program, overall coordination with campus activities and additional
public information and other staff support.
Lane Transit District (LTD) donated free shuttle service to the celebration of life from the Lane County
Fairgrounds and waived EmX fares for the afternoon. In addition, LTD provided security services
related to the shuttle service.
The Oregon State Police coordinated public safety services at the arena and throughout the community
so that Eugene Police staff could fully participate in the events.
The Lane County Sheriff’s Office provided a helicopter and pilot to patrol the motorcade procession,
and provided a mounted posse and other public safety assistance.
Police agencies from Lane County, Springfield, Portland, Cottage Grove, Florence, Junction City, and
the Oregon State Police volunteered police personnel to keep the city safe during the Celebration of Life
event and motorcade procession so that Eugene Police personnel could fully participate in the events.
The Portland Police Bureau’s Gang Unit worked in Eugene’s downtown area. The Salem Tactical Team
provided security services at Matthew Knight Arena, including services for the Kilcullen family. Other
agencies assisting at the arena included the UO Department of Safety, Federal Protective Services Civil
Support Team, Oregon National Guard, Lane County Sheriff’s Office, Oregon State Police and the
Federal Bureau of Investigation.
More than 200 individuals representing agencies from as far away as Chicago and Canada participated
in the honor guard at the Celebration of Life.
The Oregon Pacific Chapter of the American Red Cross provided meals for the workers and volunteers
in the emergency operations center throughout the week.
The Eugene Water & Electric Board provided water stations and water trucks at the staging areas for the
procession. This avoided use of bottled water and significant waste.
The Eugene Police Employee Association and the Eugene Police Benevolent Association both made
significant donations to the memorial event.
The Eugene Area Chamber of Commerce made a cash donation of $4,000 to the City and also helped to
communicate with businesses along the procession route to minimize disruption and foster support of
the event.
While staff is still compiling information on volunteers, costs and donations, what we know so far is that
the City received donations of goods and services from more than 30 businesses and cash donations
from more than 20 community members and agencies. Other items donated include, but are not limited
to, personnel and time, transit vehicles, food, equipment, and supplies.

Because of the donations and the generosity of all these and additional agencies, organizations and
community members, the City’s costs were kept much lower than they would have otherwise been.
Based on information compiled to date, total donations come to a total of approximately $81,000 and
City out-of-pocket expenditures are approximately $65,000.
COUNCIL OPTIONS
The council may choose to adopt, not adopt or amend the resolution.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends adoption of the resolution.
SUGGESTED MOTION
I move to adopt Resolution 5033 pronouncing appreciation to the communities, agencies, and businesses
that assisted the City of Eugene with events honoring fallen Eugene Police Officer Chris Kilcullen.

A RESOLUTION PRONOUNCING APPRECIATION TO THE COMMUNITIES,
AGENCIES, AND BUSINESSES THAT ASSISTED THE CITY OF EUGENE WITH
EVENTS HONORING FALLEN EUGENE POLICE OFFICER CHRIS KILCULLEN.
The City Council of the City of Eugene finds that:
A.
On April 22, 2011, Eugene Police Officer Chris Kilcullen tragically lost his life in the line of duty. Many
communities, agencies, and businesses contributed resources to City of Eugene to assist in paying tribute to Officer
Kilcullen. The City of Eugene wishes to express its gratitude for those contributions.
B.
The Oregon State Fire Marshal provided an expert Incident Management Team, comprised of members
from fire service agencies throughout the state, for comprehensive planning and operations support of the motorcade
procession and Celebration of Life event.
C.
The University of Oregon provided use of the Matthew Knight Arena and personnel for planning and
implementation of the Celebration of Life event and motorcade procession, including event production and parking
services.
D.
The Lane Transit District, Eugene Water & Electric Board, Oregon Pacific Red Cross, City of
Springfield, Lane County, Oregon Department of Transportation, Oregon State Police, Lane County Sheriff, and Federal
law enforcement agencies all helped plan the Celebration of Life event and motorcade procession, and supplied resources
for implementing the events, including free shuttle service provided by Lane Transit District.
E.
Police agencies from Lane County, Springfield, Portland, Cottage Grove, Florence, Junction City, Salem,
and the Oregon State Police volunteered police personnel to keep the city safe and provide services during the Celebration
of Life event and motorcade procession so that Eugene Police personnel could fully participate in the events. More than
200 honor guard members participated in the honor guard at the Celebration of Life.
F.
Local businesses donated materials and services for the Celebration of Life planning effort and events.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE,
a Municipal Corporation of the State of Oregon, as follows:
Section 1
. The City of Eugene extends its gratitude and appreciation to the Oregon State Fire Marshal, the
University of Oregon, Lane Transit District, Eugene Water & Electric Board, City of Springfield, Lane County, Oregon
Department of Transportation, the Red Cross and participating law enforcement agencies for contributing thousands of
hours assisting the City of Eugene plan the Celebration of Life event and motorcade procession, donating the use of
Matthew Knight Arena, and providing staff to carry out the events.
Section 2
. The City of Eugene extends its gratitude and appreciation to participating law enforcement agencies
for donating law enforcement personnel to patrol Eugene and respond to calls so that Eugene Police personnel could attend
the events honoring Officer Kilcullen, and also to the agencies who participated in the honor guard.
Section 3
. The City of Eugene extends its gratitude and appreciation to intergovernmental partners and
businesses for contributing time, money and resources to assist the City in paying tribute to Officer Kilcullen.
