HomeMy WebLinkAboutItem 5: Appointments to Boards, Commissions, and Committees ECC UGENE ITY OUNCIL `0 AIS GENDA TEM UMMARY Action: Appointments to Boards, Commissions and Committees Meeting Date: June 13, 2011 Agenda Item Number: 5 Department: City Manager’s Office Staff Contact: Beth Forrest www.eugene-or.gov Contact Telephone Number: 541-682-5882 ______________________________________________________________________________ ISSUE STATEMENT This is an action item to appoint members to the Civilian Review Board, Historic Review Board, Lane Regional Air Protection Agency, Lane Workforce Partnership, Planning Commission, Police Commission, Toxics Board, and Whilamut Natural Area Citizen Planning Committee. BACKGROUND Each year, the council makes appointments to boards, committees and commissions. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for each body. For most standing committees created in the code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on January 17, 2011, and concluded on March 31, 2011. The recruitment was publicized on the Internet, through press releases, council newsletter items, at City offices, and at City- and neighborhood- related meetings and events. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be interviewed. If an applicant received five or more votes to be reappointed or appointed, that person’s name was automatically placed in nomination for formal appointment. Due to scheduling conflicts, several candidates for the Budget Committee and Human Rights Commission were unavailable for the first round of interviews. A second round of interviews is being coordinated and appointments to these two groups will be made on June 27. The terms for most boards, committees and commissions will begin on July 1, 2011. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. Appoint other applicants from the pool, or 3. Seek additional candidates for these positions. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Civilian Review Board There are four vacancies on the Civilian Review Board – two expiring terms and two vacancies caused by the resignations of Kate Wilkenson and Marisa Mendoza. The two incumbents who applied for reappointment received enough votes to have their names automatically forwarded to the nominating ballot. I move to reappoint Eric Van Houten to Position 1 on the Civilian Review Board, for a three- year term beginning July 1, 2011, ending on June 30, 2014. I move to reappoint Snell Fontus to Position 2 on the Civilian Review Board for a three-year term beginning July 1, 2011, and ending on June 30, 2014. I move to appoint to Position 5 on the Civilian Review Board, an unexpired term ending on June 30, 2012. I move to appoint to Position 7 on the Civilian Review Board, an unexpired term ending on June 30, 2012. Historic Review Board There is one vacancy on the Historic Review Board. The appointment process for this group requires that the Mayor and Planning Commission Chair nominate the candidate, with the City Council making the final appointment. Mayor Piercy and Heidi Beirerle met on May 26 to discuss their nomination. I move to appoint Heather A. Kliever to Position 6 on the Historic Review Board, for a four-year term ending on June 30, 2015. Lane Regional Air Protection Agency There are two vacancies for Eugene residents on the committee. The Mayor reviewed the applications and makes the following nominations. I move to appoint to Position 2 on the Lane Regional Air Protection Agency for a three-year term beginning July 1, 2011, ending on June 30, 2014. I move to appoint to Position 4 on the Lane Regional Air Protection Agency for a three-year term beginning July 1, 2011, ending on June 30, 2014. Lane Workforce Partnership \\cesrv500\CC Support\CMO\2011 Council Agendas\M110613\S1106135.doc There are four appointments to be made for this board. Recommendations were received from the board and Chamber of Commerce and were reviewed and forwarded for nomination by Mayor Piercy. I move to reappoint John Lively to Position 2 on the Lane Workforce Partnership, a term ending on December 31, 2013. I move to reappoint Gary Wildish to Position 8 on the Lane Workforce Partnership, a term ending on December 31, 2013. I move to reappoint Shondra Holliday to Position 14 on the Lane Workforce Partnership, a term ending on December 31, 2013. I move to reappoint Rosie Pryor to Position 9 on the Lane Workforce Partnership, a term ending on December 31, 2013. Planning Commission There are two vacancies on the Planning Commission. The two incumbents received enough votes to have their names automatically placed in nomination. I move to reappoint William Randall to Position 5 on the Planning Commission for a four-year term beginning July 1, 2011, and ending on June 30, 2015. I move to reappoint Richard Duncan to Position 7 on the Planning Commission for a four-year term beginning July 1, 2011, and ending on June 30, 2015. Police Commission There are five vacancies on the Police Commission. Two incumbents are seeking reappointment. Mayor Piercy interviewed the remaining applicants and her nominations are reflected below. I move to appoint Kaitlyn Lange to Position 1 on the Police Commission, the unexpired term ending on June 30, 2012. I move to appoint Bob Walker to Position 4 on the Police Commission for a four-year term beginning July 1, 2011, and ending on June 30, 2015. I move to appoint Jesse Lohrke to Position 5 on the Police Commission for a four-year term beginning July 1, 2011, and ending on June 30, 2015. I move to reappoint Tamara Miller to Position 6 on the Police Commission for a four-year term beginning July 1, 2011, and ending on June 30, 2015. I move to reappoint James Manning to Position 7 on the Police Commission for a four-year term beginning July 1, 2011, and ending on June 30, 2015. Toxics Board There are five vacancies on the Toxics Board: two industry reps, two advocacy reps, and one neutral rep. The incumbent in the neutral position received enough votes for reappointment and \\cesrv500\CC Support\CMO\2011 Council Agendas\M110613\S1106135.doc his name is placed in nomination below. No applications were received for industry reps; therefore, appointments for these positions will be made at a later date. Move to appoint ___________ to Position 4, an advocacy representative on the Toxics Board, for an unexpired term ending on June 30, 2013. Move to appoint ___________ to Position 5, an advocacy representative on the Toxics Board for a three-year term beginning on July 1, 2011, and ending on June 30, 2014. Move to reappoint Stephan Flannagan to Position 7, a neutral representative on the Toxics Board for a three-year term beginning on July 1, 2011, and ending on June 30, 2014. Whilamut Natural Area Citizen Planning Committee There are five vacancies on this committee. Steve Cooper, chair of the Citizen Planning Committee for the Whilamut Natural Area of Alton Baker Park, forwarded recommendations on behalf of the committee. These names are reflected in the nominations below. I move to reappoint William Hughes to Position 1 on the Whilamut Natural Area Citizen Planning Committee, for a three-year term beginning July 1, 2011, and ending on June 30, 2014. I move to reappoint Elliot McIntire to Position 2 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning July 1, 2011, and ending on June 30, 2014. I move to appoint Patricia Moore to Position 6 on the Whilamut Natural Area Citizen Planning Committee, an unexpired term ending on June 30, 2012. I move to appoint John Andriola to Position 8 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning July 1, 2011, and ending on June 30, 2014. I move to reappoint Mary Morrison to Position 9 on the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning July 1, 2011, and ending on June 30, 2014. ATTACHMENTS A.
