Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR (Note: Time permitting, action on the Consent Calendar may be taken at the 5:30 p.m. work session.) A. Adoption of Resolution 5034 Approving a Low-Income Rental Housing Property Tax Exemption for the Property Located at 3057 Willakenzie Road, Eugene, Oregon (Metropolitan Affordable Housing, Corporation/ Applicant) D. Adoption of Resolution 5035 Authorizing Suballocation or Transfer of Qualified Energy Conservation Bonds for Lane Community College City Council President: I move to approve the items on the Consent Calendar. ACTION: Adoption of Resolution 1060 Adopting a Supplemental Budget; Making Appropriations for the Urban Renewal Agency for the Fiscal Year Beginning July 1, 2010 and Ending June 30, 2011 City Council President:City Council President: I move to adopt Resolution 1060 adopting the FY11 June Supplemental Budget; making appropriations for the Urban Renewal Agency for the Fiscal Year beginning July 1, 2010 and ending June 30, 2011. Roll Call Vote The Mayor adjourns the meeting of the Eugene Urban Renewal Agency and reconvenes a meeting of the Eugene City Council. 6. ACTION: Resolution 5037 Electing to Receive State Revenue Sharing Funds Pursuant to Section 221.770 of Oregon Revised Statutes; Resolution 5038 Certifying that the City of Eugene Provides the Municipal Services Required by Oregon Revised Statues Section 221.760 in Order to Receive State Shared Revenues; and Resolution 5039Adopting the Budget, Making Eugene City Council Agenda: June 27, 2011 \\Cesrv500\cc support\CMO\2011 Council Agendas\M110627\A110627S.doc Appropriations, Determining, Levying and Categorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year Beginning July 1, 2011 and Ending June 30, 2012 City Council President: I move to adopt Resolution 5037 electing to receive state revenue sharing funds pursuant to Section 221.770 of Oregon Revised Statutes. Roll Call Vote City Council President: I move to adopt Resolution 5038 certifying that the City of Eugene provides the municipal services required by Oregon Revised Statues Section 221.760. Roll Call Vote City Council President: I move to adopt Resolution 5039 adopting the budget, making appropriations, determining, levying and categorizing the annual ad valorem property tax levy for the City of Eugene for the fiscal year beginning July 1, 2011 and ending June 30, 2012. ACTION: Adoption of Resolution 1061 of the Urban Renewal Agency of the City of Eugene Adopting the Budget, Making Appropriations, and Declaring the Amount of Tax to be Certified for the Fiscal Year Beginning July 1, 2011 and Ending June 30, 2012 City Council President: I move to adopt Resolution 1061 of the Urban Renewal Agency of the City of Eugene adopting the budget and making appropriations for the fiscal year beginning July 1, 2011, and ending June 30, 2012. Roll Call Vote The Mayor adjourns the meeting of the Eugene Urban Renewal Agency and reconvenes a meeting of the Eugene City Council. 8. ACTION: An Ordinance Concerning Amendment of Animal Regulations Regarding Service Animals City Council President: I move to adopt Council Bill 5051 an ordinance concerning amendment of animal regulations regarding service animals and Eugene City Council Agenda: June 27, 2011 \\Cesrv500\cc support\CMO\2011 Council Agendas\M110627\A110627S.doc amending sections 4.330, 4.335, 4.340, 4.395, 4.410, 4.427, 4.435 and 4.440 of the Eugene Code, 1971. Roll Call Vote 9. ACTION: Appointments to Boards, Commissions and Committees Budget Committee There are four vacancies on the Budget Committee, including one expiring term. Two of the applicants received seven votes and they are both nominated for three-year terms. Two other candidates received six votes each; council will need to determine their place in the remaining vacancies. City Council President: I move to appoint Ken Beeson to Position 1 on the Budget Committee, for a three-year term beginning July 1, 2011, ending on June 30, 2014. Roll Call Vote City Council President: I move to appoint Laura Illig or Mark Rust – choose one to Position 7 on the Budget Committee, for a three-year term beginning July 1, 2011, ending on June 30, 2014. Roll Call Vote Human Rights Commission There are eight vacancies on the Human Rights Commission. Six applicants received five or more votes to appoint or reappoint and their names are reflected in the nominations below. City Council President: I move to appoint Richie Weinman to Position 1 on the Human Rights Commission, for a three-year term beginning July 1, 2011, and ending on June 30, 2014.
