BACKGROUND Each year, the council makes appointments to boards, committees and commissions. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for each body. For most standing committees created in the code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on January 17, 2011, and concluded on March 31, 2011. The recruitment was publicized on the Internet, through press releases, council newsletter items, at City offices, and at City- and neighborhood- related meetings and events. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be interviewed. If an applicant received five or more votes to be reappointed or appointed, that person’s name was automatically placed in nomination for formal appointment. Due to scheduling conflicts, several candidates for the Budget Committee and Human Rights Commission were unavailable for the first round of interviews. A second round of interviews was held on June 16. The terms for most boards, committees and commissions will begin on July 1, 2011. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. COUNCIL OPTIONS The City Council has the following options: 1. Appoint applicants who have been nominated; 2. Appoint other applicants from the pool, or 3. Seek additional candidates for these positions. \\Cesrv500\cc support\CMO\2011 Council Agendas\M110627\S1106279.doc CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Budget Committee There are four vacancies on the Budget Committee, including one expiring term. Two of the applicants received seven votes and they are both nominated for three-year terms. Two other candidates received six votes each; council will need to determine their place in the remaining vacancies. City Council President: I move to appoint Ken Beeson to Position 1 on the Budget Committee, for a three-year term beginning July 1, 2011, ending on June 30, 2014. Roll Call Vote City Council President: I move to appoint Chelsea Clinton to Position 2 on the Budget Committee for a three-year term beginning July 1, 2011, and ending on June 30, 2014. Roll Call Vote City Council President: I move to appoint Laura Illig or Mark Rust - choose one to Position 5 on the Budget Committee, an unexpired term ending on June 30, 2013. Roll Call Vote City Council President: I move to appoint Laura Illig or Mark Rust – choose one to Position 7 on the Budget Committee, for a three-year term beginning July 1, 2011, ending on June 30, 2014. Roll Call Vote Human Rights Commission There are eight vacancies on the Human Rights Commission. Six applicants received five or more votes to appoint or reappoint and their names are reflected in the nominations below. City Council President: I move to appoint Richie Weinman to Position 1 on the Human Rights Commission, for a three-year term beginning July 1, 2011, and ending on June 30, 2014. Roll Call Vote City Council President: I move to reappoint Elizabeth Andrade to Position 6 on the Human Rights Commission for a three-year term beginning July 1, 2011, and ending on June 30, 2014.
