This work session is an opportunity for council to provide direction on one or more scenarios that could be considered as a basis for new ward boundaries. BACKGROUND The council has met in work sessions earlier this year to provide feedback on public process and the criteria which guide the preparation of alternative ward boundary scenarios. Based on available 2010 U.S. Census data, Eugene’s population totaled 156,185 – which means that each of the eight wards should have approximately 19,523 residents. Staff has prepared scenarios that consider geographic and neighborhood features, and strive for relative compactness and contiguity, without attempting to “protect or punish” incumbent elected officials. Options also attempt to bring the population for each of the potential new wards to within three percent of the target. To facilitate election-related activities, the final boundary decision should occur well before the 2012 filing deadline for the seats that will be up for election next May for the Eugene City Council and Eugene Water and Electric Board. Candidates can begin filing on September 8, 2011, and must turn in all materials to the City Recorder by February 29, 2012. If council selects ward boundary scenarios for public input, the recommended next steps would be: July 28 - September 16 1)Make maps and data available to the public on the public website and in different formats. 2)Visit neighborhood and civic group meetings, on request. 3)Provide written report to council on feedback and findings. September 19 Hold public hearing on selected scenarios. September 26 or 28 Hold work session on ward map refinements and council resolution; council identifies preference for final ward boundaries. Wards. The council shall divide the city into wards and redefine the boundaries thereof as necessary to accord persons in the city the equal protection of the laws. No person may vote at a city election in a ward other than that in which he or she resides. The Eugene City Code includes the following: 2.692Elections – Wards . The city council shall by resolution divide the city into eight wards, but neither this requirement nor any action pursuant to it disqualifies, or shortens the term of office of, a member of the council or the Eugene Water & Electric Board. Adopted Council Goals and Outcomes include: Effective, Accountable Municipal Government - A government that works openly, collaboratively, and fairly with the community to achieve measurable and positive outcomes and provide effective, efficient services. COUNCIL OPTIONS The council may select one or more ward boundary scenarios for refinement, and has options including: 1.Obtain additional public input on scenarios in August and early September, with council direction on final ward boundaries to follow in early fall. 2.Defer public input until more discussion on scenarios occurs. CITY MANAGER’S RECOMMENDATION The City Manager recommends Option 1. SUGGESTED MOTION Move to proceed with Option 1 to obtain additional public input on ward boundary scenarios, with council action on final ward boundaries in early fall.
