ISSUE STATEMENT
This is an action item to appoint members to the Planning Commission resulting from two recent
resignations.
BACKGROUND
Each year, the council makes appointments to boards, committees and commissions. Chapter 2 of
the Eugene Code addresses standing committees to the City Council and the appointment process
for each body. For the Planning Commission, the council is the appointing authority.
The fall 2011 recruitment for Planning Commissioners was initiated on September 7, 2011, and
concluded on September 28, 2011. The recruitment was publicized on the Internet, via email
lists, in the council newsletter, at City offices, and at planning-related meetings and events.
Twelve applications were received from community members with a variety of experience and
backgrounds, resulting in a significantly larger pool with more depth than in recent past
recruitment efforts.
Members of the council were provided with copies of the applications. From this, the council
selected those persons who were to be interviewed. Five persons were selected to be interviewed.
Interviews are scheduled for October 5, 2011.
The terms for the new commissioners will begin on October 24, 2011.
RELATED CITY POLICIES
The Planning Commission serves as an advisory body to the City Council in the development of
various City policies related to land use and growth management.
COUNCIL OPTIONS
The City Council has the following options:
1. Appoint applicants who have been nominated;
2. Appoint other applicants from the pool, or
3. Seek additional candidates for these positions.

CITY MANAGER’S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the
council.
SUGGESTED MOTIONS
There are two vacancies on the Planning Commission created by the resignations of Heidi Beierle
and Lisa Warnes. Five applicants were selected to be interviewed for the positions.
I move to appoint ____________________ to Position 1 on the Planning Commission for the
unexpired term ending on June 30, 2012.
I move to appoint _____________________ to Position 5 on the Planning Commission for the
unexpired term ending on June 30, 2014.
