ISSUE STATEMENT
The council is asked to adopt new ward boundaries for the Eugene City Council and Eugene Water &
Electric Board.
BACKGROUND
The Eugene City Council adjusts council ward boundaries every 10 years to accommodate population
changes and shifts – thereby helping ensure equal protection under the laws for Eugene’s residents.
Based on available 2010 U.S. Census data, Eugene’s population totaled 156,222 – which means that
each of the eight wards should have approximately 19,528 residents.
The City Council has discussed ward redistricting issues in a number of work sessions and held a
September 19 public hearing. In an October 10 work session, council selected one scenario, which has
been known as “1e”, and directed the City Manager to prepare a resolution adopting these new ward
boundaries. The proposed resolution describes realigned boundaries and lays out the treatment of
properties that could come into the city limits in coming years. The resolution and proposed ward
boundaries map are provided in Attachment A.
Earlier this year, the council adopted the following criteria for redrawing boundaries:
1.Maintain a population difference of no more than three percent between wards.
2.Work with 2010 U.S. Census data and do not assume potential growth.
3.Develop scenarios that consider geographic and neighborhood features, and strive for relative
compactness and contiguity, without rigid adherence to these characteristics.
RELATED CITY POLICIES
The Eugene Charter provision related to redistricting is general and states:
Section 33. Wards. The council shall divide the city into wards and redefine the boundaries thereof as
necessary to accord persons in the city the equal protection of the laws. No person may vote at a city
election in a ward other than that in which he or she resides.

The Eugene City Code includes the following:
2.692 Elections – Wards. The City Council shall by resolution divide the city into eight wards, but
neither this requirement nor any action pursuant to it disqualifies, or shortens the term of office of, a
member of the council or the Eugene Water & Electric Board.
Adopted Council Goals and Outcomes include: Effective, Accountable Municipal Government - A
government that works openly, collaboratively, and fairly with the community to achieve measurable
and positive outcomes and provide effective, efficient services.
COUNCIL OPTIONS
1.Adopt the proposed resolution and new ward boundaries map.
2.Propose changes to the resolution and/or map.
3.Defer action and request additional information and opportunity for deliberations.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends the council adopt the proposed resolution.
SUGGESTED MOTION
Move to adopt Resolution 5044, realigning City ward boundaries and repealing Resolution 4693.

A RESOLUTION REALIGNING CITY WARD BOUNDARIES AND
REPEALING RESOLUTION NO. 4693.
The City Council of the City of Eugene finds that:
A.
Section 6 of the Eugene Charter of 2002 (“the Charter”) provides that City
Councilors shall be elected by wards. Section 33 of the Charter requires the City Council to
divide the City into wards and to redefine the ward boundaries when necessary to accord persons
within the City the equal protection of the laws.
B.
Section 2.962 of the Eugene Code, 1971 (“EC”) requires that the City Council
shall, by resolution, divide the City into eight wards. EC 2.966(3) requires that four of the five
members of the Eugene Water & Electric Board (“EWEB”) be elected by wards.
C.
In accordance with EC 2.962, on November 26, 2001, the City Council adopted
Resolution No. 4693, establishing eight wards within the City of Eugene for purposes of City
elections as reflected on the map attached as Exhibit A to that Resolution.
D.
Since the establishment and realignment of the ward boundaries in 2001, shifts in
population within the wards have occurred. Therefore, it is necessary to realign the ward
boundaries of the City. On June 27, 2011, the City Council, by motion, adopted criteria for
developing ward scenario options.
E.
Prompt realignment of the ward boundaries is necessary in order to ensure that
wards are properly identified and candidates for City Council and EWEB offices are aware of the
correct boundaries.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1.
Based on the above findings, which are adopted, the City Council adopts
division of the eight wards as detailed on the map attached as Exhibit A to this Resolution.
Except where wards are divided by the Willamette River, the centerline of a street constitutes the
ward boundary.

Section 2.
In the event property is annexed to the City of Eugene in the area south of 30
Avenue and east of Chambers Street if extended, electors residing within the annexed area shall
be assigned to Ward 2.

Section 3.
In the event property is annexed to the City of Eugene in the area north of 30
Avenue, east of Hilyard, and south of the Willamette River, electors residing within the annexed
area shall be assigned to Ward 3.
Section 4.
In the event property is annexed to the City of Eugene in the area north and
east of the Willamette River and east of County Farm Road, electors residing in the annexed area
shall be assigned to Ward 4.
Section 5.
In the event property is annexed to the City of Eugene in the area north and
east of the Willamette River and west of County Farm Road, or north of Beltline and east of
River Road, electors residing within the annexed area shall be assigned to Ward 5.
Section 6.
In the event property is annexed to the City of Eugene in the area north of
Royal Avenue and west of Highway 99, electors residing within the annexed area shall be
assigned to Ward 6.
Section 7.
Except as provided in Sections 5 and 6, in the event property is annexed to the
City of Eugene in area north of Roosevelt (including along an imaginary line extending east to
the Willamette River), west of Willamette River, and east of Highway 99, electors residing
within the annexed area shall be assigned to Ward 7.
Section 8.
In the event property is annexed to the City of Eugene in the area south of
Royal Avenue and west of Chambers Street, electors residing within the annexed area shall be
assigned to Ward 8.
Section 9.
At such time that property is annexed to the City of Eugene and the electors
residing in the newly annexed property are assigned to City wards, the City Manager or designee
shall review the new ward assignments in order to determine whether redistricting is necessary as
a result of an increase in the number of electors in those wards.
Section 10.
Resolution No. 4693 is repealed.
Section 11.
The City Recorder is requested to forward a certified copy of this Resolution
to the Chief Elections Officer of the Lane County Records & Elections Department.

Section 12.
This Resolution is effective immediately upon its passage by the City
Council.
