HomeMy WebLinkAboutResolution No. 4019RESOLUTION N0. 1 40 1 9 A RESOLUTION ADOPTING A LIMITED NEIGHBORHOOD RECOGNITION POLICY FOR ORGANIZATIONS IN THE RIVER ROAD, SANTA CLARA, AND GLENWOOD AREAS. The City Council of the City of Eugene finds that: r The City's adopted Neighborhood Organization Recognition Policy is applicable only to those organizations representing specific geographic areas within the City limits. Many issues in which the City is involved such as land use planning, annexation policies, and the contemplated transfer by the County to the City of planning and building permit processing for certain areas outside the City limits have an impact on and are of special interest to residents of the River Road, Santa Clara and Glenwood areas. City staff has therefore worked with community organizations in these areas over the past few months and has arranged meetings and provided infor- mation on several issues of concern to citizens of the areas. Leaders of the River Road, Santa Clara, and Glenwood community organizations are cur- rently receiving the weekly neighborhood leaders mail out from the Neighbor- hood Liaison Office containing council agenda and action summaries, agendas and minutes from the Neighborhood Leaders meetings, newsletters from neigh- borhood groups, and special information on city projects and programs. The leaders of these community organizations are also listed on the neighborhood leaders mailing list that is distributed to all city departments so that they also receive direct mailings from city departments, As a result of these informal actions, the Glenwood Community Organiza- tion was instrumental in recruiting citizens to work on the Glenwood Refine- ment Plan, and the River Road and Santa Clara Community Organizations have Resolution - 1 worked-with City staff to provide forums for discussions of annexation issues. Issues such as annexation and the transfer of planning and bu 1 di ng permit processing to the City from the County will necessitate increased communica- tion and cooperation between the City and these community organizations in the future. Adoption of a formal limited neighborhood recognition policy for these community organizations would be in the public interest and would: (a) Create a clear link between the City and each of the organi- zations, providing an opportunity for residents and property owners in the areas to become more familiar with the City, the manner in which it operates, and the benefits it has to offer. (b) Improve commun'i cati on s between the City and these organiza- tions by enabling the leaders of the organizations to become. members of the Eugene Neighborhood Leaders Association, and i n s ng that the City's Neighborhood Liaison would attend regular meetings of the organi- zations as the City's representative. (c) Provide that upon formal recognition, the organizations would become advisory groups to the City Council , .Planning Commission, and other city boards and commissions on matters affecting their neighborhoods. (d) Insure that members of the organizations would be invited to attend neighborhood workshops, including, but not limited to neighborhood health and safety, leadership, and newsletter workshops. (e) Enable the utilization of the existing process for -referrals to neighborhood groups in the event the transfer of planning and .build - i ng permits from the County to the City is approved. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal Corporation of the State of Oregon, as fol Section 1 . Based upon the above findings, which are adopted herein, the City Counci adopts the following Limited Neighborhood Organization g Recognition Policy for the River -Road, Santa Clara, and Glenwood areas in order to encourage involvement of community organizations in those e areas in decision - making processes that affect their areas, and to define the manner in which the organizations may achieve recognition by the City: LIMITED NEIGHBORHOOD ORGANIZATION, RECOGNITION POLICY (1) Community organizations within the River Road, Santa Clara, and Glenwood areas desiring to be recognized by the Cit as the "official voice" of their respective areas shall apply for such recognition in the manner provided in the City's Neighborhood Organization Recognition Policy set forth in Resolution No. 2554 To the extent possible, charters for the organizations shall comply with the Model Charter approved by Resolution No. 3745. (2) The City's Neighborhood Liaison wil provide assistance to organizations in these areas in achieving recognition, and will continue to render assistance and attend organization meetings once such status�is attained. (3) Upon formal recognition under this po the organization Resolution -- 3 will _serve as an advisory body to the Council, Planning Commission, and other City boards, commissions and committees on matters affect- ing the area it represents; will be recognized by the City as the "official voice" of that area; will be p l aced on the Neighborhood Liaison's mailing list to insure receipt of council agendas, action summaries, agendas and minutes of Neighborhood Leaders meetings, newsletters from neighborhood groups, and special .information on city projects and programs; and will be entitled to attend neighbor- hood workshops and become members of the Neighborhood Leaders Associ- ation. (4) Except as provided herein, the City shall not provide any staff support, funding for newsletters, or funding for an other g Y purposes, or any materials or supplies to or on behalf of any organi- zations recognized hereunder. (5) subject to the limitations expressed herein, organizations attaining limited recognition status shall be entitled to the bene- fits and subject to the criteria and limitations imposed in the City's Neighborhood Organization Recognition Policy set forth in Resolution No. 2554. (6) In the event the area represented by an organization granted limited recognition hereunder is annexed to the City, the organization may apply for full recognition in conformity with other City neighborhood organizations Section 2 . The Limited Neighborhood Organization Recognition Policy established herein shall continue in effect for a period of two years from the date of adoption of this Resolution unless earlier amended,- modified or repealed. Prior to the expiration of the two year period a determi nati on Resolution - 4 shal be made by the Council whether continuation of the Policy is warranted. In the event the Policy is not continued, organization recognitions granted hereunder shall terminate at the expiration of the two year period. Section 3 . The City Recorder is requested to forward a copy of this Resolution, together with a copy of Resolution No. 2554, and Resolution No. 3745 with the Model Charter to the leaders of the River Road, Santa Clara, and Glenwood community organizations.
