ISSUE STATEMENT
This is an action item to ratify the recommendations of the Intergovernmental Relations (IGR)
Committee meeting of March 6, 2012.
BACKGROUND
As a matter of procedure, the City Council is routinely asked to ratify the actions taken by the
Intergovernmental Relations (IGR) Committee. This is done by submitting the minutes of each
committee meeting to the council.
RELATED CITY POLICIES
Ratification of IGR Committee actions is the making or affirming of the City of Eugene’s policy with
respect to Federal and State legislative issues or such other matters as may come to the council from the
committee.
COUNCIL OPTIONS
The council may ratify or decline to ratify the IGR Committee’s actions as set forth in the minutes of the
committee's meeting.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends ratification of the IGR Committee's actions as set forth in the minutes of
the committee's meeting.
SUGGESTED MOTION
Move to ratify the IGR Committee's actions as set forth in the minutes of the March 6, 2012, IGR
meeting.

PRESENT: Betty Taylor, George Poling, members; Mayor Kitty Piercy; Intergovernmental Relations
Director Brenda Wilson, Jessica Mumme, City Manager's Office.
ABSENT: Mike Clark, member.
1. Call to Order and Review Agenda
Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order.
2. United Front Federal Priorities Agenda & Trip
Mayor Piercy agreed to represent the City on the United Front delegation.
Ms. Wilson reviewed the City’s 2012 Proposed Federal Priorities. She reminded the committee that there
were currently no earmarks at the federal level. She said the City would continue to seek assistance in
identifying funding for projects to remind Congress that we still need assistance but its major focus would be
on policy and reauthorizations.
Responding to a question from Ms. Taylor about potential funding sources for purchasing the Beverly
property, Ms. Wilson indicated a new program, the US Forest Service Community Forest and Open Space
Conservation Program, might be a possible grant source. She said she would ask Natural Resource
Manager Eric Wold to look into the possibility.
Ms. Wilson reviewed Projects that Need Funding. Responding to a question from Mayor Piercy about the
status of the post office, Ms. Wilson said if the project was not on Lane County’s project list she could add
it to the City’s list.
