ISSUE STATEMENT
Due to the relocation of City Hall offices, minor Code amendments are needed that will add a definition
of “City Hall” to provide clarity throughout the Code that City Hall means the offices of the Mayor and
City Manager, and amend Section 2.772 of the Eugene Code, 1971, to revise the provision that requires
Municipal Court proceedings be held at 777 Pearl Street. This Code revision also grants authority to the
City Manager to establish other locations at which Municipal Court may be held.
The Municipal Court is scheduled to move to its new location on June 1. Therefore, this item is
scheduled for public hearing and possible action at a single meeting and provides for an immediate
effective date. The unanimous consent of the City Council is required for the council to enact this
ordinance following the public hearing. The affirmative vote of two-thirds of the council is required for
an effective date less than 30 days after enactment of the ordinance.

COUNCIL OPTIONS
1.Adopt the ordinance as proposed at a single meeting, effective immediately.
2.Not act tonight, in which case action will be scheduled at a future council meeting.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends Option 1, adopting the ordinance at a single meeting, with an immediate
effective date.

SUGGESTED MOTION
Move to adopt Council Bill 5071 concerning the location of City Hall and Municipal Court; amending
Sections 1.010 and 2.772 of the Eugene Code, 1971; and providing an immediate effective date.

ORDINANCE NO. ________
AN ORDINANCE CONCERNING LOCATION OF CITY HALL AND MUNICIPAL
COURT; AMENDING SECTIONS 1.010 AND 2.772 OF THE EUGENE CODE,
1971; AND PROVIDING AN IMMEDIATE EFFECTIVE DATE.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1.
The definition of “City hall” is added in alphabetical order to Section 1.010 of
the Eugene Code, 1971, to provide as follows:
1.010 Definitions and Rules of Construction.
The following definitions and rules of
construction shall be observed, unless inconsistent with the intent of the council or
the context clearly requires otherwise:
City hall. The location where the offices of the mayor and city manager are
located.
Section 2.
Section 2.772 of the Eugene Code, 1971, is amended to provide as follows:
2.772 Municipal Court - Location.
The municipal judge may hold court at the following
locations in the city:
(a) Eugene City Hall;[, 777 Pearl Street, Municipal Courtrooms No. 104]
(b) Eugene Municipal Court, Roberts Building, 1102 Lincoln Street;
(bc) Lane County Adult Corrections Facility, 101 West 5th Avenue[, Room No. 2-
3F.]; and
(d) Other such locations within the city as designated by the city manager.
Section 3.
The City Recorder, at the request of, or with the consent of the City Attorney,
is authorized to administratively correct any reference errors contained herein, or in other
provisions of the Eugene Code, 1971, to the provisions added, amended or repealed herein.
Section 4.
Pursuant to the provisions of Section 32(2) of the Eugene Charter of 2002,
with the affirmative vote of two-thirds of the members of the City Council, upon adoption by the
Council and approval by the Mayor, or passage over the Mayor’s veto, this Ordinance shall
become effective immediately. An immediate effective date is necessary due to the imminent
relocation of City Hall and Municipal Court.
