BACKGROUND Each year, the council makes appointments to boards, committees and commissions. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for each body. For most standing committees created in the code, council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on January 15, 2012, and concluded on March 30, 2012. The recruitment was publicized on the Internet, through press releases, council newsletter items, at City offices, and at City- and neighborhood-related meetings and events. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be considered as finalists and who were subsequently interviewed by the council. If an applicant received five or more votes to be reappointed or appointed, that person’s name was automatically placed in nomination for formal appointment. The City Council appoints members to the Budget Committee, Civilian Review Board, Human Rights Commission, Planning Commission, Sustainability Commission, Toxics Board and Whilamut Natural Area Citizen Planning Committee. The terms for these boards, committees and commissions will begin on July 1, 2012. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. Seek additional candidates for these positions. CITY MANAGER’S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the council. SUGGESTED MOTIONS Budget Committee There are three vacancies on the Budget Committee. From the eligible pool of candidates, the council chose to interview four applicants. Two applicants received five or more votes to be appointed; their names are reflected in the motions below. Move to appoint Jill Fetherstonhaugh to Position 4 on the Budget Committee for a three-year term beginning July 1, 2012, and ending on June 30, 2015. Move to appoint Marshall Wilde to Position 6 on the Budget Committee, for a three-year term beginning July 1, 2012, and ending on June 30, 2015. Move to appoint _____________ to Position 8 on the Budget Committee, for a three-year term beginning July 1, 2012, ending on June 30, 2015. Civilian Review Board There are three vacancies on the Civilian Review Board; three incumbents applied and received enough votes for reappointment. On April 27, 2012, a community panel met to review the applications and recommend qualified candidates for council consideration. The panel’s recommendations were forwarded in a memorandum to the council on May 30, 2012. Move to reappoint George Rode to Position 5 on the Civilian Review Board, for a three-year term beginning July 1, 2012, and ending on June 30, 2015. Move to reappoint Bernadette Conover to Position 6 on the Civilian Review Board for a three-year term beginning July 1, 2012, and ending on June 30, 2015. Move to reappoint Debra Velure to Position 7 on the Civilian Review Board, for a three-year term beginning July 1, 2012, and ending on June 30, 2015. Human Rights Commission There are four vacancies on the Human Rights Commission; two incumbents reapplied and received enough votes for reappointment. One new applicant received five or more votes to be appointed; her name is reflected in the motion below. Move to reappoint Lorraine Kerwood to Position 9 on the Human Rights Commission for a three-year term beginning July 1, 2012, and ending on June 30, 2015. Move to appoint Denise Griewisch to Position 10 on the Human Rights Commission, for a three-year term beginning on July 1, 2012, and ending on June 30, 2015. Move to appoint ____________to Position 2 on the Human Rights Commission, the unexpired term of Martha Fish ending on June 30, 2014. Planning Commission There is one vacancy on the Planning Commission; the incumbent received enough votes for reappointment. Move to reappoint Mark Steven Baker to Position 1 on the Planning Commission for a four-year term beginning July 1, 2012, and ending on June 30, 2015. Sustainability Commission There are seven vacancies on the Sustainability Commission – five are councilor-appointed positions (wards 1, 2, 3, 4, and 6) and two are at-large positions. Appointments and reappointments for the councilor-appointed positions are as follows:  Councilor Brown has reappointed Shawn Boles to the Ward 1 position;  Councilor Taylor has reappointed Howie Bonnett to the Ward 2 position;  Councilor Zelenka has appointed Dawn Lesley to the Ward 3 position;  Councilor Poling has reappointed Kathi Jaworski to the Ward 4 position.  Councilor Farr has not yet announced his appointment to the Ward 6 position. Six applicants were interviewed for the two remaining at-large positions. None received enough votes to have their names placed in nomination. Move to appoint ____________ to Position 4 on the Sustainability Commission to the unexpired term of ending on June 30, 2013. Toxics Board There are two vacancies on the Toxics Board; one is for a “right-to-know advocate” position and one is a “business required to report” position. The two incumbents reapplied and received enough votes for reappointment. Move to reappoint Richard Nicol to Position 3, a business representative on the Toxics Board for a three- year term beginning on July 1, 2012, and ending on June 30, 2015. Whilamut Natural Area Citizen Planning Committee Five eligible candidates applied for five vacancies on the committee. Steve Cooper, chair of the Whilamut Natural Area Citizen Planning Committee, forwarded recommendations to Mayor Piercy on behalf of the committee. Mayor Piercy’s nominations are reflected in the motions below. Move to appoint Aryana Ferguson to Position 3 on the Whilamut Natural Area Citizen Planning Committee to a three-year term beginning July 1, 2012, and ending June 30, 2015. Move to appoint Lucia Hardy to Position 4 on the Whilamut Natural Area Citizen Planning Committee to a three-year term beginning July 1, 2012, and ending June 30, 2015.
