of the City Manager
DELEGATING TO THE EXECUTIVE DIRECTOR OF THE LIBRARY,
RECREATION & CULTURAL SERVICES DEPARTMENT AUTHORITY
UNDER SECTION 3.810 OF THE EUGENE CODE, 1971, REGARDING
PATRON USER FEE (PUF).
The City Manager of the City of Eugene finds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002,
the City Manager is designated as the administrative head of the City, and is specifically
authorized to appoint and remove all employees (except as otherwise provided in the Charter),
and to enforce all ordinances of the City.
B. Section 3.810 of the Eugene Code, 1971, provides that a patron user fee (PUF) be
assessed to each attendee of a ticketed event at the Hult Center for the Performing Arts and the
Cuthbert Amphitheater. Subsections (3)(c) and (3)(d) of Section 3.810 the Eugene Code, 1971,
provide that admission established by the City Manager or designee to be complimentary
admission, and events determined by the City Manager or designee to be resident company youth
educational events, are exempt from the PUF.
C. I find that it would be more efficient and in the public interest to delegate to the
Executive Director of the Library, Recreation & Cultural Services Department my authority
under subsections (3)(c) and (3)(d) of Section 3.810 of the Eugene Code, 1971.
NOW, THERFORE,
The City Manager of the City of Eugene Orders and Directs that:
1. The Executive Director of the Library, Recreation & Cultural Services
Department of the City of Eugene is granted the authority to act as my designee under
subsections (3)(c) and (3)(d) of Section 3.810 of the Eugene Code, 1971.
2. The delegation of authority contained in this Order shall be construed to extend to
and include any person(s) "acting in capacity" (AIC) for the Executive Director of the Library,
Recreation & Cultural Services Department.
