Her Honor Mayor Kitty Piercy called the June 25, 2012, work session of the Eugene City Council to order. Animal Services Update Interim Animal Services Manager Kelly Darnell and Police Lieutenant Jen Bills provided an update on the new service delivery model for animal services, scheduled to begin July 1, 2012. The councilors expressed an interest in frequent progress reports and good communication to the public about the transition. Motion on Cost of Living Adjustment MOTION AND VOTE Council Brown moved, seconded by Councilor Farr, that the City Council and Mayor forego the 2.9 percent cost of living adjustment for FY13 that otherwise would be due under the Eugene Charter. PASSED 8:0 A. EXECUTIVE SESSION Pursuant to ORS 192.660(2)(i) The Eugene City Council met in Executive Session to review and evaluate the performance of an employee. B. WORK SESSION Police Auditor Annual Performance Review The Mayor and councilors each expressed their appreciation for the job Police Auditor Mark Gissiner is doing. Specific suggestions from the councilors included the following: engage with the community more; develop a marketing strategy; assist the University of Oregon to set up an oversight system; meet one-on-one with all councilors; and reach out to a wider audience for feedback on the program’s efficacy. The council discussed compensation for the Police Auditor relative to other department executives. MOTION AND VOTE Councilor Pryor moved, seconded by Councilor Ortiz, to give the Police Auditor a step increase but no Cost of Living Adjustment (COLA). ITEMS OF INTEREST FROM MAYOR, CITY COUNCIL AND CITY MANAGER Mayor Piercy reported on her upcoming One-On-One at the Delta Oaks Market of Choice, meeting the presumptive new University of Oregon President,Michael R. Gottfredson, participating in U.S. Olympic Track and Field Trials ceremonial events, and the “Let’s Move Eugene” event at Amazon Pool. Councilor Zelenka reported on the Sustainability Commission meeting and retreat, and commended the Track and Field trials as a well-run event. Councilor Ortiz reported on the Police Commission’s discussion of budget issues, the Whitaker Community Council meeting, and parking issues related to enterprise zone activity. Councilor Pryor reported he had attended the Track and Field opening ceremony; taken a bike tour of bicycle facilities in Ward 8, and attended the Lane Council of Government meeting which was George Kloeppel’s last as Executive Director. Councilor Poling reported on the Mayor’s One-On-One held in Ward 4, the recent Eugene Police Department promotion ceremony, the Travel lane County Awards Dinner, the opening of Willakenzie Crossing, and the Lane Transit District EmX Steering Committee meeting. Councilor Clark expressed appreciation for the Olympic Trials event, and reported on the Northeast Neighbors meeting at which the attendees discussed the interim use of undeveloped parkland. Councilor Taylor suggested that unused parkland be converted in community gardens, and commended the “Step into Poetry” display in the stairwells of the Overpark. Councilor Taylor asked staff for information about regulations covering vacant houses that aren’t being maintained. Councilor Farr supported the creation of community gardens and announced that he had named Claire Syrett to serve as the Ward 6 appointee to the Sustainability Commission. PUBLIC FORUM (28 participants)  Jerry Smith spoke about the decline of America, climate change and homelessness.  Mary Salinas spoke about issuing disability checks to the homeless.  Bill Rodgers, Common Cause, spoke about the loss of democracy due to the influence of corporate money.  Charlie Swanson asked the council to refer to the voters an advisory question on corporate personhood.  Stan Taylor, We the People, spoke in support of ending constitutional rights for corporations.  David Piccioni, supported the proposed advisory vote and opposed the transport of coal through Eugene.  Frank Vignola, spoke about global warming and its effects on the environment and economy.  Elizabeth Nysson, Center for Biological Diversity, spoke in support of the Clean Air Initiative.  Mike Brinkley, Sierra Club, spoke in support of the Clean Air and Coal Train resolutions.  Pauline Hutson, said it was unfair for taxpayers to pay for cleaning up after the Occupy Eugene camp.  Ruth Duemler supported the climate resolutions, proposed advisory vote, and homeless camp.  Marcus Lanskey spoke about the effects of climate change.  Noah DeWitt supported the resolution opposing the transport of coal through Eugene.  Jere Rosemeyer spoke about global warming and supported the Coal Train resolution.  Joe Tyndall supported the Opportunity Eugene recommendations and opposed police actions downtown.  Joshua Skov supported the Clean Air and Coal Train resolutions.  Laura Hofer supported the Clean Air and Coal Train resolutions.  Tom Bowerman, provided survey data on people’s perceptions about climate change.  Joann Ernst supported the Clean Air and Coal Train resolutions and moving Opportunity Village forward.  Ann Coleman, Oregon Physicians for Social Responsibility, supported the two climate resolutions.  Ashley Miller spoke in support of the Clean Air and Coal Train resolutions.  Gabriel Monroe, Our Children’s Trust, spoke about the need to protect natural resources.  Sharon Webber spoke in support of the Clean Air and Coal train resolutions.  Sally Nunn, Sierra Club, spoke in support of the Clean Air and Coal train resolutions.  Cathleen Corlett spoke against allowing coal trains to transport coal through Eugene.  John Barofsky spoke in favor of renewing the General Obligations bonds for street preservation.  John Flanery spoke to the need for grassroots leadership on global issues such as climate change.  Lisa Arkin, Beyond Toxics, spoke in support of the Clean Air and Coal train resolutions. Councilor requests: Councilor Zelenka indicated he would request a work session to consider referring to the voters an advisory question on corporate personhood. Approval of City Council Minutes Suggested motion: I move to approve the minutes of the April 11, 2012, Work Session, April 18, 2012, Work Session, April 23, 2012, Work Session, April 23, 2012, Regular Meeting, April 25, 2012, Work Session, and May 9, 2012, Work Session. b. Approval of Tentative Working Agenda Suggested motion: I move to approve the items on the Tentative Working Agenda. MOTION AND VOTE Councilor Brown, seconded by Councilor Farr, moved to approve the items on the Consent Calendar. PASSED 8-0 3.PUBLIC HEARING AND ACTION: Resolution 5062 Adopting a Supplemental Budget; Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2011 and Ending June 30, 2012 This item is to conduct a public hearing and take action on the second supplemental budget for fiscal year 2012. This supplemental budget recognizes new revenues and authorizes other changes in legal appropriations. Public Hearing (1 participant)  John Barofsky, Budget Committee, clarified several issues associated with proposed Supplemental Budget. Mayor Piercy determined that no councilor objected to taking immediate action. MOTION AND VOTE Councilor Brown, seconded by Councilor Farr, moved to approve a resolution adopting a supplemental budget; making appropriations for the City of Eugene for the Fiscal Year beginning July 1, 2011, and ending June 30, 2012. PASSED 8:0 Councilor Ortiz acknowledged the efforts of staff in obtaining grant money.
