ISSUE STATEMENT
This is an action item to ratify the recommendations of the Intergovernmental Relations (IGR)
Committee meeting of July 18, 2012.
BACKGROUND
As a matter of procedure, the City Council is routinely asked to ratify the actions taken by the
Intergovernmental Relations (IGR) Committee. This is done by submitting the minutes of each
committee meeting to the council.
RELATED CITY POLICIES
Ratification of IGR Committee actions is the making or affirming of the City of Eugene’s policy with
respect to federal and state legislative issues or such other matters as may come to the council from the
committee.
COUNCIL OPTIONS
The council may ratify or decline to ratify the IGR Committee’s actions as set forth in the minutes of the
committee's meeting.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends ratification of the IGR Committee's actions as set forth in the minutes of
the committee's meeting.
SUGGESTED MOTION
Move to ratify the IGR Committee's actions as set forth in the minutes of the July 18, 2012 IGR meeting.

PRESENT: Betty Taylor, George Poling, Mike Clark, members; Mayor Kitty Piercy; Keli Osborn,
Jessica Mumme, City Manager's Office.
ABSENT: None.
1. Call to Order and Review Agenda
Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order.
2. League of Oregon Cities, Legislative Priority Setting
Ms. Mumme provided members new information obtained from the League of Oregon Cities (LOC) on
Tuesday. The LOC Board of Directors is placing a land use suite and a property tax suite on the legislative
agenda for the 2013 legislative session.
The IGR Committee voted unanimously to recommend six items to the LOC. In brief, these are:
Item A: The Jobs/Economic Development Initiative that supports funding for industrial site
development.
Item D: Restore equity in our property tax system by resetting assessed value to real market value
when a property is sold or constructed.
Item F: Reform the court fines system in a manner that recognizes the value of both state and local
courts.
Item G: Amend the public contracting code to remove costly requirements that do not aid in the
delivery of public improvements and defend against any new requirements that do not serve the
public interest.
Item K: Pass legislation renewing the 9-1-1 tax.
Item Q: Recapitalize the Special Public Works Fund, Water Wastewater Fund. Water Conservation,
Reuse and Storage Grant Program, and Clean Water State Revolving Fund.
Ms. Taylor, seconded by Mr. Poling, moved to adopt the Intergovernmental Relations
Committee’s six recommendations (Items A, D, F, G, K, and Q) to the 2013 League of
Oregon Cities legislative recommendations list. The motion passed, 3:0.
3. Items from Members & Staff
Ms. Mumme announced the day and time for this year’s City Hall Day. The cities of Eugene and Springfield
will hold City Hall Day on Tuesday, September 18 at 10 a.m. in the Bascom-Tykeson Room at the

downtown Eugene Public Library. Invitations would be sent out this week to our local legislative delegation,
and to Mayors, City Councilors, and other interested parties.
Ms. Osborn discussed the Bloomberg Philanthropies Mayors Challenge – a competition to generate
innovative ideas among cities with populations of 30,000 and up. Staff has started the inquiry process, but
full details will not be available until August about whether this constitutes an award or a grant, and whether
any matching amount would be required. Staff will keep the IGR Committee apprised, particularly if a
decision is made to pursue the opportunity.
Mr. Poling adjourned the meeting at 11:47 a.m.
