Her Honor Mayor Kitty Piercy called the September 24, 2012, Regular Meeting of the Eugene City
Council to order.
1. APPROVAL OF CONSENT CALENDAR
Prior to approval of the consent calendar, Kevin Matthews spoke about the EWEB downtown master
plan. He urged the City to talk about this at a conceptual level to avoid going directly into the details that
may bog down the process.
Items A and B were pulled from the Consent Calendar.
Regarding the action to initiate Land Use Code amendments to enable consideration of the
Eugene Water & Electric Board Riverfront Master Plan, it was noted that this item was on the calendar
simply to allow the process to move on to the next step
Councilor Brown, seconded by Councilor Farr, moved to initiate amendments to the land use
code to enable the Planning Commission and City Council to consider EWEB's master plan
proposal. The motion passed, 6:1, Councilor Taylor opposed.
Regarding the approval of the Tentative Working Agenda, Councilor Taylor asked why the City Hall
discussion and action were not listed in the tentative agenda. City Manager Ruiz said his intent was to
schedule the item before the end of 2012.
Councilor Brown, seconded by Councilor Farr, moved to approve the Tentative Working Agenda.
The motion passed, 7:0,
2. PUBLIC FORUM
• Gerry Gaydos, Ward 2, spoke in favor of EmX, supporting businesses along W. I I th Avenue.
• Chris Potter, Ward 8, supported EmX, citing strong support for the project along W. I I th .
• Matthew Hollander, Ward 8, supported West Eugene EmX, citing environmental reasons.
• Angela San Filippo, Ward 1, supported West Eugene EmX, noting area is underserved.
• Kate Miller, Ward 3, supported West Eugene EmX expansion.
• J. Ingrid Kessler supported West Eugene EmX.
• Sue Prichard, Ward 3, Better Eugene /Springfield Transit, supported West Eugene EmX.
Alex Page, supported EmX noting he doesn't own a car and relies on public transporation.
• Mia Nelson, 1000 Friends, expressed concern about a district wide vote and supported the EmX.

• Laura Potter, Ward 8, Better Eugene /Springfield Transit, supported West Eugene EmX.
• Ashley Miller, Ward 5, BEST board member, supported West EmX for a variety of reasons.
• Jennifer Self, supported EmX extension, saying she relies on EmX to get to and from work.
• Toby Barwood, Ward 1, supported EmX extension, citing better choices for a better future.
• Hannah Klausman, Ward 1, supported the EmX extension.
• Jason Lugo, Ward 7, supported West Eugene EmX.
• Ian Foster, Ward 1, BEST board member, supported West Eugene EmX.
• Greg Rikhoff, Ward 1, representing University of Oregon, supported West Eugene EmX.
• Larry Reed, supported West Eugene EmX, and expressed hope that the issue doesn't go to vote.
• Joshua Skov, Ward 1, advisor to BEST, supported West Eugene EmX.
• Jean Stacey, spoke about the Downtown Public Safety Zone.
• Paul Leitman, Ward 1, supported West Eugene EmX.
• Joe McAndrew, UO, asked the council to support the West Eugene EmX.
• Michael Duncan, Ward 1, supported the West EmX extension.
• Douglas Bovee, Ward 1, supports EmX, noting BRT moves people quickly and efficiently.
• Juan Carlos Valle, Ward 2, supported EmX for a variety of reasons.
• Anne Kelvin, Ward 1, supported Opportunity Village.
• Julie Daniel supported EmX, citing broad -based support for EmX in Eugene and Springfield.
• Edem Gomez, Ward 2, supported the West Eugene EmX expansion for businesses.
• Geoff Ostrove supported extension of West Eugene EmX.
• Stacy Ludington, supported EmX.
• Don Kahle, Ward 2, Vice President of BEST, asked council to think about the future.
• Carlos Barrera, BEST member, supported EmX expansion.
• Terry Beyer, State Representative, BEST board of directors, noted benefits of EmX.
• Jon Belcher talked about CLUTAC and supported the West Eugene EmX extension.
• Bill Randall, Planning Commission and CLUTAC member, supported the EmX extension.
• Sasha Luftig, Ward 1, Sustainability Commission, supported the West Eugene EmX.
• Jessica Bloomfield, shared environmental impacts of West Eugene EmX and supported the project.
• Carleen Reilly, River Road Comm. Org., supported EmX, and opposed coal trains.
• John Monroe, Ward 1, spoke about the DPSZ, noting the lack of data from EPD.
• Alley Valkyrie related a story of a disabled man named Richard Kurtz.
• Rosie Pryor, Ward 8, supported the EmX, saying it is part of a regional transportation system.
• Joe Tyndall said winter is coming and the council needs to act to address the homeless.
• Tom Snyder spoke about EWEB Plaza, saying it should remain in public ownership for life.
• Bob Macherione opposed both the downtown exclusion zone and West Eugene EmX.
• Lorraine Kerwood, Ward 1, BEST advisory committee, supported West Eugene EmX.
• Sabra Marcroft, Ward 7, asked the council to think about selective enforcement.
• Charles Hibberd said the DPSZ feels un- American and opposed the EmX extension.
• Dave Hauser, Ward 5, Chamber of Commerce, supported EmX for business and economy.
• Rob Zako, Board member of BEST, supported EmX West Eugene extension.
