A. WORK SESSION: Joint Meeting with Lane Community College Board of Education Lane Community College (LCC) Board members Present: Mary Spilde, Sonya Christian, Pat Albright, Rosie Pryor, Susie Johnston, Gary LeClair, Sharon Stiles, Bob Ackerman, Tony McCown. Mayor Piercy welcomed everyone to the meeting and mentioned how nice it was to have the new LCC building downtown and across the street from the present meeting location in the Bascom/Tykeson Room. Mary Spilde opened the meeting with information about the new LCC building downtown. She noted how important the partnership with the City of Eugene has been for LCC and the community. She talked about the funding and noted it would not have been possible without the "public, public, public, public partnership." She explained why she worded it that way, stating that the ability to leverage funds from several public agencies allowed LCC to bring this dream to reality. She noted that one of the wonderful things about this building is that energy efficiency will be taught to students through their everyday use and occupancy of the building. Ms. Spilde introduced Jenette Kane, director of Continuing Education, who discussed some of the details of the student housing and the components of the new education center. Ms. Kane noted that in addition to student housing, the following will be in the new building: • Small Business Development Center • Energy Management Program • English as a Second Language • General Education Classes • Continuing Education Programs • New Center for Meeting and Learning (in the center of the two "Ls" of the buildings which will hold about 250 people) MINUTES — Eugene City Council September 24, 2012 Page 1 Work Session Greg Morgan and Brad Roulette were introduced. They spoke to the history of the current downtown building and its previous uses, noting one of the biggest issues LCC faces with this building is deferred maintenance. Several re -use options for the current downtown facility were presented, including: 1. Sell property outright 2. Continue to use the building for LCC purposes 3. Lease the building and individual spaces 4. Use for incubator businesses, mixed -use 5. Lease of land and building options on longer -term basis Suggestions from councilors and LCC Board members included: • Use existing building as a youth center • Consider Regional Prosperity Plan and think about ways to incorporate community needs into plans for future uses. • Maintain open communications (ongoing) as the new housing development occurs and as students begin classes in the new building. City Manager Ruiz noted that the Eugene Police will have a sub - station in the new building. Sonya Christian was introduced and provided information about the Master Plan. Ms. Christian talked about the future planning of the main LCC campus site at 30' Avenue, highlighting the following: • Wetlands protection and restoration • UGB discussion — might include Russell Creek Basin • Rezoning Goshen to Industrial. (Increased traffic on I -5 is highly possible if this happens) • Proposed new EMX route from Main Street up McVay Highway to the school • I -5 and 30 Avenue Interchange - critical to reprioritize which road projects are funded. • Glenwood Refinement Plan — could bring new commercial and business opportunities • Oakhill School Long Range Planning - submitted a building permit to add two new buildings on that site. • 40% increase in student enrollment over the past three years has resulted issue with parking and public transportation. The group talked briefly about how to speed up EmX implementation to get more lines in more places. Several people expressed hope of initiating multiple EmX lines at one time. Interim Planning Director Carolyn Burke gave a presentation about Envision Eugene, noting that the Russell Creek Basin area was among the areas discussed during this process. In -depth analysis of all potential growth analysis was done including wetlands, natural resources, potential services, and legal considerations. Councilors and LCC Board members expressed appreciation for the partnerships and collaboration that occurred and continues to occur to enhance the community.
