City Hall Update
The Mayor adjourns the meeting of the Eugene City Council and convenes a meeting of the
Eugene Urban Renewal Agency.

C. EXECUTIVE SESSION
Pursuant to ORS 192.660(2)(e)
Mayor:
The Eugene Urban Renewal Agency will now meet in Executive
Session to consider real property transactions. The Executive Session is
held pursuant to ORS 192.660(2)(e).
Representatives of the news media and designated staff shall be allowed to
attend the executive session. All other members of the audience are asked
to leave the room. Representatives of the news media are specifically
directed not to report on any of the deliberations during the executive
session, except to state the general subject of the session as previously
announced. No decision will be made in executive session. At the end of
the executive session, we may return to open session and welcome the
audience back into the room.

1.PUBLIC FORUM
Mayor:
The Public Forum is an opportunity for individuals to speak to the City
Council on any city-related issues except for those items which have already been
heard by a Hearings Official or are on tonight’s agenda as a public hearing.
Each person will have three minutes to speak. When you come to the podium, please
give your name, city of residence, and, for Eugene residents, your ward if known. The
timer and lights indicate the time you have to speak. A yellow light will come on when
you have 15 seconds to complete your comments. The red light indicates the end of
three minutes.
Mayor closes Public Forum and asks for comments from the City Council.

(Note: Time permitting, action on the Consent Calendar may be taken at
the 5:30 p.m. work session.)

West Eugene Enterprise Zone Boundary Amendment
City Council President:
I move to adopt Resolution 5072, authorizing application to
the State of Oregon for a West Eugene Enterprise Zone boundary amendment.

4.ACTION:
An Ordinance Encouraging the Use of Reusable Bags, Banning Single-Use Plastic
Carryout Bags, and Adding Sections 6.850, 6.855, 6.860, and 6.865 to the Eugene
Code, 1971
City Council President:
I move to adopt Council Bill 5078, an ordinance concerning a
ban on plastic bag use.

5.ACTION:
Transport of Coal for Export through Eugene
City Council President:
I move to adopt Resolution 5065 opposing the transport of
coal for export through Eugene.
