ISSUE STATEMENT
On October 17, 2012, City staff met with the council to discuss the recommendations of the Opportunity
Eugene Task Force and related strategies to address homelessness. The council directed the City
Manager to return on October 31, 2012, to discuss winter strategies and sites for new homelessness
initiatives.
BACKGROUND
The council previously considered recommendations of the Opportunity Eugene Task Force and related
strategies to address homelessness. Following the October 17, 2012, work session, staff is to return to
the council with the following:
1)Strategies to manage homelessness for the 2012 winter season.
Staff will consult with local service providers to strategize for activities related to assisting the
homeless through the winter season. Staff will report these strategies along with the expected
project-related costs of any new activities to the council.
2)A list of City-owned sites, one-acre or greater in size. This list will not include parks. The list
will include the following information:
Proximity to residences
o
Neighborhood
o
Zoning
o
Availability or utilities (water, electric and sewer)
o
Proximity to transit
o
Existence of buildings on site
o
Known development/habitation concerns
o
Dependent upon the size of the list, other information may include regulatory processes for development
of a homeless camp or homelessness initiative.
CITY MANAGER’S RECOMMENDATION
None at this time. Recommendations will be presented at the work session on October 31, 2012.
