order.
1.PUBLIC HEARING:
An Ordinance Adopting Amended Hazardous Substance Tracking Instructions for
Reports Due Beginning April 1, 2013, and Removing Three Hazardous Substances
from the List of Reportable Chemicals.
Deb Frisch supported the proposed changes to this ordinance.
2.PUBLIC HEARING:
An Ordinance Concerning Used Merchandise Dealer Provisions and Amending
Sections 4.989 and 4.990 of the Eugene Code, 1971.
Deb Frisch opposed the suggested changes.
David Nelkin generally supported the ordinance, but offered four suggested edits.
3.PUBLIC HEARING:
An Ordinance Continuing to Allow Tent Camping at Vehicle Campsites by Amending
Section 5 of Ordinance 20484 to Extend the Sunset Date to December 31, 2014.
Deb Frisch supported tent camping, and an end to all homelessness.
4. PUBLIC HEARING:
An Ordinance Concerning Unruly Gatherings; Adding Sections 4.670 and 4.672 to the
Eugene Code, 1971; Repealing Section 4.775 of that Code; and Amending Sections 4.990
and 4.996 of that Code.

Stacee Curtis saw valid points in ordinance, but suggested some changes.

Low-Income Rental Housing Property Tax Exemption – River Road
Donald Sherry opposed the development and tax exemption.
Robert Ackerman opposed the development and tax exemption.
John Rudy opposed the development noting it is out of character with the neighborhood.
Carleen Reilly opposed the development and tax exemption.
Andrew Brand, Evergreen Development, supported the project.

Her Honor, Mayor Piercy called the November 21, 2012, work session of the Eugene City Council
to order.
A.WORK SESSION: Homeless Winter Strategies
The council discussed challenges, options and resources related to homelessness in
Eugene. Three focus areas were discussed:
1.Temporary shelter – possible locations and options – MASH style tent was taken off
the table as a possible short-term solution for shelter. Can the Egan Center be
expanded?
2.Use of funds: Is hiring a coordinator the best use of funds? $35,000 is a lot of money,
and it could be used for emergency shelter.
3.Public Bathrooms and bathroom use for Occupy Medical on the weekends.
MOTION AND VOTE:
Councilor Zelenka, seconded by Councilor Farr, moved to authorize the City Manager to
spend up to $225,000 on all six identified strategies plus a bathroom for the Occupy
Medical Clinic through the winter, plus expansion of the emergency cold weather
shelter.
Councilor Clark offered a friendly amendment to add the words “Marginal beginning
working capital.” PASSED: 7:0.
Mayor Piercy asked the council to consider asking the Human Rights Commission (HRC) for
input on forming a committee to address ongoing homeless issues. Councilor Pryor added
that he’d like to see the Human Services Commission (HSC) involved as well as a more
comprehensive way to address community concerns around homelessness.
MOTION AND VOTE:
Councilor Farr, seconded by Councilor Zelenka, moved to ask the HRC, in coordination
with the HSC, take the issue up at its December meeting. PASSED: 7:0.
B.WORK SESSION: City Hall
Mike Penwell, Kristie Hammitt and Jason Dedrick gave a PowerPoint presentation to the
council regarding City Hall options.

Highlights of the discussion included:
EWEB site is still an option.
EWEB site would create a civic space near the river yet close to downtown.
It’s important to keep an eye on the future.
Next steps: Identify values and support consolidation now, where possible.
A survey to gather more information would be helpful.

Her Honor, Mayor Piercy called the November 26, 2012, work session of the Eugene City Council to
order.
A. Committee Reports and Items of Interest from Mayor, City Council, and City Manager
Mayor Piercy, the councilors and the City Manager reported on the various committees they
represent and other items of interest.
Mayor Piercy said that interim vacancies on the City’s boards, committees and commissions were
being filled in an ad hoc fashion. She asked if a councilor would craft a motion for these occurrences
which would establish a uniform process, and present the motion at the Wednesday, Nov. 28, work
session. Councilor Brown agreed to do so.
B. WORK SESSION: Financial Strategy
Finance Director Sue Cutsogeorge presented a Powerpoint on a six-year financial strategy for the
City involving the need to cut expenses and/or increase revenues. The Mayor and council
discussed the need to either look at cutting City programs or to find new sources of revenue – or
both.
Councilor Syrett requested a list of companies that had moved outside the urban growth boundary.

Councilor Brown, seconded by Councilor Farr, moved to approve the Consent Calendar.
PASSED: 7:0.

Her Honor, Mayor Piercy called the November 26, 2012, regular meeting of the Eugene City Council
to order.
1.PUBLIC FORUM
Debra McGee, Occupy Interfaith, expressed support for her group.
Jason Gray, SLEEPS, expressed support for his group.
Sabra Marcroft, SLEEPS, expressed support for the car camping ordinance extension.
Jean Stacy, spoke in favor of lifting a ban on homeless camping and in support of SLEEPS.
Helen Liguori supported the Task Force on Homelessness recommendations.
Jerry Smith asked that other government bodies participate in helping the homeless.
Tracy Joscelyn, a homeless person, asked that the ban on camping be lifted.
James Robert Mathesen said homelessness was a socio-economic issue of class warfare.
Hedin Manus Brugh asked for a cemetery for the homeless if other demands were not met.
Diane Sciacca asked that the ban on camping be lifted to provide shelter for the homeless.
Alley Valkyrie asked the City to lift the ban on camping before it got sued over the issue.
Michael Carrigan said CALC provides space for a homeless camp and supported lifting the
ban on camping.
John Monroe questioned the projects being funded by the City.
Rick Kintz said as a homeless person in a wheelchair he needs access to electrical outlets.
David Ivan Piccioni read his letter that was recently published in The Register-Guard.
Robin Bloomgarden asked for an end to the camping ban due to the onset of cold weather.
Joe Tyndall thanked the City for agreeing to spend $200,000 on the homeless situation but
felt that it was not enough in terms of “bed years.”
Andrew Brand, Evergreen Housing Development Group, spoke in favor of the property tax
exemption for his housing project.
John Pinkstaff, Evergreen Housing Development Group, supported the City Manager’s
recommendation for his project.
Richard Bauer supported reducing the Evergreen project to two stories in height.
Christopher Logan said Evergreen was an out-of-state developer that was not interested in
being charitable to its residents.
Michael Gannon suggested the ban on camping be lifted by some sort of executive action.

amending the Hazardous Substance Tracking Instructions for reports due beginning
April 1, 2013, and removing three hazardous substances from the List of Reportable
Chemicals. PASSED: 7:0
3.ACTION:

4.ACTION:
An Ordinance Continuing to Allow Tent Camping at Vehicle Campsites by Amending
Section 5 of Ordinance 20484 to Extend the Sunset Date to December 31, 2014
MOTION AND VOTE:
Councilor Brown, seconded by Councilor Farr, moved to adopt Council Bill 5082
extending the sunset date of Ordinance No. 20484 to December 31, 2014. PASSED: 7:0
5.ACTION:
An Ordinance Concerning Sign Standards and Amending Sections 9.0500, 9.6610,
9.6615 and 9.6630 of the Eugene Code, 1971
MOTION AND VOTE:
Councilor Brown, seconded by Councilor Farr, moved to adopt Council Bill 5074, an
ordinance concerning sign standards, including the findings attached to that ordinance as
Exhibit A. PASSED: 7:0
6.ACTION:
A Resolution Approving a Low-Income Rental Housing Property Tax Exemption for the
Property Located Adjacent to 1410 River Road, Eugene, Oregon (Evergreen Housing
Development Group, LLC/ Applicant)
Councilor Brown suggested that the council hold a work session to re-examine the policy
on tax exemptions given to affordable housing projects.

Councilor Brown, seconded by Councilor Farr, moved to adopt a resolution approving
a 20-year low-income rental housing property tax exemption for the property located
adjacent to 1410 River Road, Eugene, Oregon (Assessor’s Property Account Number
1837937). PASSED: 6:1, Clark opposed.

Her Honor, Mayor Piercy called the November 28, 2012, work session of the Eugene City Council
to order.
A. WORK SESSION: On-Site Management for Multi-Unit Rental Housing
Sarah Medary introduced the item. Nan Lawrence gave a Power Point presentation of
comparable models in other cities across the United States to manage of multi-unit properties.
Council discussion included:
1.Property sizes, number of tenants and number of units can vary greatly; whatever
program is chosen needs to equitably establish behavioral and maintenance guidelines
for all participants.
2.Management options can vary from live-in to on-call to on-site but not live-in with set
hours. Concerns about out-of-state and absentee landlord were also noted.
3.Multi-unit properties can include rentals, condos, student housing, senior housing,
affordable housing, and others.
4.Councilors requested a copy of the University of Oregon’s Good Neighbor Agreement.
5.This issue has some connection to the Social Host Ordinance that can be highlighted and
integrated into this process.
6.Off-Campus Student Code of Conduct was discussed. The City may ask UO to enforce this
to a greater degree or at least assist with problem student behaviors.
7.Staff will bring back answers to questions and provide more information at a future
meeting.
B. WORK SESSION: Sustainability Commission Work Plan and Annual Report
Babe O’Sullivan provided an overview of the Sustainability Commissions’ accomplishments
over the past year as well as areas that could use improvement or may need attention in the
coming year.

Envision Eugene Work, Pedestrian and Bicycle Master Plan and Food Initiatives
Capstone Project Work
