ISSUE STATEMENT
The purpose of this work session is to provide the opportunity for the council to make a final site
selection for continued City Hall planning.
BACKGROUND
In July 2012, the City Council heard information resulting from the City Hall Advisory Committee
regarding strategies and discussion points that could assist staff and decision-makers when
considering city hall options. The City Council appointed a council subcommittee to more fully
consider that and other information to assist the full council in selecting the preferred option.
Five meetings of the City Council Subcommittee on City Hall were held between September 19 and
November 19. The council received subcommittee updates in work sessions on October 22,
November 14 and November 21. Councilors Clark, Pryor and Zelenka, and staff reported on
subcommittee discussions and project process, and the council provided feedback and input
regarding the subcommittee process. In these discussions the council expressed strong support
for a public forum on the subject of a new city hall and identified the need for a council workshop
on city hall planning, to provide for a fuller discussion among councilors on project values and
options. There was general agreement that the subcommittee had finished its work.
A council workshop on city hall planning was held on December 4. Public open houses have been
scheduled for December 7 and December 10, both from 4 - 6 p.m., in the Atrium building. A public
forum at the regular City Council meeting on December 10 will provide an opportunity for
members of the public to comment on city hall planning following the open houses. At the
December 12 meeting, staff will report on the public feedback received at the open houses.
COUNCIL OPTIONS
Option 1: Take no further action at this time.
Option 2: Decide that city hall should continue to be located on the current site, and direct staff to
report to the council with plans for the alternatives of rebuilding or replacing the
existing structure.
Option 3: Decide that city hall should be located at the Eugene Water & Electric Board site, and
direct staff to report to the council with plans on how this can be implemented.

CITY MANAGER’S RECOMMENDATION
No City Manager recommendation. City staff believes all three options are viable and will work to
ensure the success of the option chosen by the City Council.
