COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Mike Clark, Chris Pryor, George
Poling, Alan Zelenka, Andrea Ortiz
City Council President George Brown called the October 17, 2012, work session of the Eugene City
Council to order.
A: WORK SESSION: OPPORTUNITY EUGENE DISCUSSION
City Manager Jon Ruiz provided background on the topic and shared historical data, route information,
transportation options and long -term guiding documents and plans
MOTION:
Councilor Brown, seconded by Councilor Ortiz, moved to direct the City Manager to return on
October 31 with a list of potential sites that could be leased to a non - profit, to establish a pilot
project for temporary, transitional housing shelters for approximately 30 adults and their
accompanying children. The list should include City - controlled properties that are one acre or
larger. The list should also:
a) indicate if there are buildings on site that could be utilized;
b) indicate access to public transportation and bike paths;
c) indicate whether the site has utilities or not; and
d) include properties that are underutilized and not routinely used for community events
MOTION TO TABLE:
Councilor Clark, seconded by Councilor Poling, moved to table until the council could hear
staff's presentation. PASSED 7:1 (Taylor opposed)
MOTION:
Councilor Brown, seconded by Councilor Ortiz, moved to direct the City manager to return on
October 31 with an explanation of the legal requirements for establishing a pilot program for
unhoused families with children as referenced in motion # 1. The information should address
state and local ordinances, codes, zoning laws and all other legal requirements.
A friendly to add the words "potential risks" was accepted by the maker and seconder.
MOTION TO TABLE:
Councilor Ortiz, seconded by Councilor Poling, moved to table the motion until after the
council's discussion. PASSED 8:0.
Community Programs Analyst Michael Wisth provided information through a PowerPoint presentation.

MOTION:
Councilor Clark, seconded by Councilor Poling, moved that council approve the policy
framework for the council to use in evaluating and proposing possible options for addressing
homeless issues.
Mayor Piercy arrived at the meeting at 12:15 p.m.
MOTION and ACTION:
Councilor Clark, seconded by Councilor Poling, moved to amend policy #4 to say "promote and
protect" neighborhood livability. FAILED 4:5 (Brown, Ortiz, Taylor and Zelenka opposed;
Mayor broke tie in opposition)
MOTION TO TABLE:
Councilor Zelenka, seconded by Councilor Ortiz, moved to table the decision until after the
conversation. PASSED 5:3 (Clark, Farr, and Taylor opposed)
MOTION and ACTION:
Councilor Ortiz, seconded by Councilor Zelenka, moved to direct the City Manager to schedule a
public hearing on the amendment allowing tents to be defined as vehicles for the purpose of legal
car camping. PASSED 8:0
MOTION TO UN- TABLE:
Councilor Zelenka, seconded by Councilor Brown, moved to un -table Councilor Brown's first
motion. PASSED 8:0
MOTION TO AMEND:
Councilor Farr, seconded by Councilor Clark, moved to amend to add "include conditions that
could potentially preclude a site, as well as information about the number of residential properties
within a certain distance from the site. PASSED 7:1 (Ortiz opposed)
A friendly to remove the reference to parks was accepted.
VOTE ON MAIN MOTION AS AMENDED (Councilor Brown's first motion)
PASSED 7:1 (Clark opposed)
Councilor Clark left the meeting at 1:18 p.m.
MOTION TO UN- TABLE:
Councilor Zelenka, seconded by Councilor Ortiz, moved to un -table Councilor Brown's second
motion. PASSED 7:0.
VOTE ON MAIN MOTION (Councilor Brown's second motion):
PASSED 7:0
MOTION AND ACTION:
Councilor Pryor, seconded by Councilor Farr, moved to direct the City Manager to return to
council on October 31 for a work session on proposed winter strategies and, following council
action on those strategies, to schedule subsequent work sessions to address the following topics:
a) options to support, improved and potentially expand existing services;
b) potential new initiatives including a possible village on both City and private sites; and
c) work on the remaining five items included on the Opportunity Eugene Task Force
PASSED 7:0.

MOTION:
Councilor Taylor moved to un -table Councilor Clark's motion. The motion died for lack of a
second.
Mayor Piercy presented a quilt from the Lutheran ladies of Emmaus Luther Church, which was given to
her during a Eugene@ 150 birthday celebration at Skinner's cabin.
