COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Chris Pryor, George Poling, Alan
Zelenka, Claire Syrett
COUNCILORS ABSENT: Mike Clark
Her Honor, Mayor Piercy called the November 13, 2012, work session of the Eugene City Council to
order.
A. WORK SESSION: Opportunity Eugene Discussion Follow -Up and Panel Discussion.
Planning and Development staff, Michael Wisth and Sarah Medary introduced the
panel of four speakers:
Susan Ban - Executive Director, ShelterCare
Terry McDonald - Executive Director, St. Vincent de Paul of Lane County
Tom Mulhern - Executive Director, Catholic Community Services of Lane County
Dan Bryant - Pastor, First Christian Church; Opportunity Village representative
The panelists discussed where assistance is needed most, which program areas and
people could benefit the most, and what the most immediate needs are. The following
needs were identified:
Expand car camping program
Provide storage for personal belongings of homeless people
Provide sheltered area for people to `be safe and sleep'
Assist with homelessness prevention
Assist with rapid re- housing efforts
Provide emergency housing for families
Staff indicated they would return to the council in the next few weeks with more
detailed information about each of the potential homeless camp sites, including
permitted uses, zoning, access to services such as water and electric, proximity to
transportation, etc.
The work session adjourned at 7:03 pm.
