Her Honor, Mayor Piercy called the November 13, 2012, regular meeting of the Eugene City Council to order.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
Recreation Programmer Patty Prather introduced Michael Pence, who led those in
attendance in the Pledge of Allegiance to the Flag.
2. CEREMONIAL MATTERS
Terry McDonald, executive director of St. Vincent De Paul Society of Lane County,
presented Mayor Piercy with the Green Window Award in recognition of the City's
years of dedication to green practices and policies.
3. PUBLIC FORUM
John Brown voiced concern about stormwater and pollutants that go into the river.
Deb Frisch supported Occupy Medical work and noted a need for bathrooms.
Juan Carlos Valle supported Resolution 5073 on immigrant immigration
Ibrahim Mubarak, Portland, supported self - governed homeless camps.
Lisa Fay, Portland, supported the rights of homeless people to be safe and secure.
Sue Sierralupe supported Occupy Medical and bathrooms for the homeless.
Thatcher Jones, Portland, supported homeless camps that are safe, and inexpensive.
Chris Ellingson, Portland, supported homeless camps like those in Portland.
Bob Bussel supported the Immigrant Integration resolution.
Brad Gibson, Portland, supported Dignity Village and Opportunity Eugene.
TorrySluder, Portland, supported homeless camps which improve safety for all.
Amber Dunks, Portland, supported R2D2 and other homeless camps.
James Chastain supported efforts to help the homeless and safe camps.
Ptery Lieght supported the homeless and their need to be safe so they can become stable.
Mark Hubbell supported the homeless, citing liability, responsibility, and safety.
Claudia "Mamachewy," Portland, supported homeless efforts and safe camps.
Leo Rhodes, homeless advocate, supported safe, community-built camps.
Maritza Herrera supported the Immigrant Integration Statement of Principles.
Thomas Ruck supported the Courthouse Garden and asked for a replacement site.

Jerry Smith supported protections for homeless individuals.
Ken Neubeck supported the Immigrant Integration Statement of Principles.
Chris Nunes supported the Immigrant Integration Statement of Principles.
Toni Gyatso supported the Immigrant Integration Statement of Principles.
Michael Carrigan supported Opportunity Village and Immigrant Integration resolution.
Thomas Walker supported the Courthouse Garden and asked for a replacement site.
Jaime Perez supported the Courthouse Garden and asked for a replacement site.
Karen Edmonds supported the statement of principles for integrating immigrants.
Lee Deveau supported homeless people, citing the need for safety and a place to sleep.
Wilfredo Duran supported the statement of principles for integrating immigrants.
Alley Valkyrie wants public bathrooms available downtown for homeless people.
Art Rios, Sr. supported homeless people and advocated for their safety and security.
Bob Cassidy supported homeless people and urged the council to find a shelter.
Aaron Davis supported the homeless and safety and honor among people.
Joanna Bernstein supported the statement of principles for integrating immigrants.
Greg Evans, Lane Transit District, supported Resolution 5073 on immigrant integration.
Lisa Arkin, Beyond Toxics, supported statement of principles for integrating immigrants.
4. CONSENT CALENDAR
A. Approval of Tentative Working Agenda
B. Appointment to Lane Workforce Partnership Board
Councilor Brown pulled item "A" from the Consent Calendar.
MOTION AND VOTE: Councilor Brown, seconded by Farr, moved to approve Item B
on the consent calendar. PASSED: 7:0.
Item A: Approval of Tentative Working Agenda
Councilor Brown noted that several people had expressed concerns about the Santa
Clara /River Road new housing development project and asked if a public hearing
could be scheduled on this item soon. City Manager reported that a public forum on
this issue was being scheduled on November 19, 2012.
MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr, moved to approve
item A on the consent calendar. PASSED: 7:0.
5. ACTION: Resolution Supporting Immigrant Integration Statement of Principles
MOTION AND VOTE: Councilor Brown, seconded by Farr, moved to adopt
Resolution 5073 in support of a Statement of Principles for immigrant integration.
PASSED: 7:0.
6. ACTION: Oregon Department of Transportation State Transportation Improvement
Program Funding 2015 -2018
Transportation Planning Manager Rob Inerfeld introduced the item and explained the changes
in the STIP process.

MOTION AND VOTE: Councilor Brown, seconded by Farr, moved to approve the provided
list of 2015 -2018 STIP priorities for projects within the City of Eugene, and direct staff and
the council's MPC and Lane Act representatives to use this list as a guide when representing
the City at TPC, MPC and Lane ACT meetings regarding STIP funding. PASSED: 7:0.
The meeting adjourned at 9:45 pm.
