COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Chris Pryor, George
Poling, Alan Zelenka, Claire Syrett, Mike Clark
Her Honor, Mayor Piercy called the November 19, 2012, Public Hearing of the Eugene City Council to
order.
1. PUBLIC HEARING:
An Ordinance Adopting Amended Hazardous Substance Tracking Instructions for
Reports Due Beginning April 1, 2013, and Removing Three Hazardous Substances
from the List of Reportable Chemicals.
Deb Frisch supported the proposed changes to this ordinance.
2. PUBLIC HEARING:
An Ordinance Concerning Used Merchandise Dealer Provisions and Amending
Sections 4.989 and 4.990 of the Eugene Code, 1971.
Deb Frisch opposed the suggested changes.
David Nelkin generally supported the ordinance, but offered four suggested edits.
3. PUBLIC HEARING:
An Ordinance Continuing to Allow Tent Camping at Vehicle Campsites by Amending
Section 5 of Ordinance 20484 to Extend the Sunset Date to December 31, 2014.
• Deb Frisch supported tent camping, and an end to all homelessness.
4. PUBLIC HEARING:
An Ordinance Concerning Unruly Gatherings; Adding Sections 4.670 and 4.672 to the
Eugene Code, 1971; Repealing Section 4.775 of that Code; and Amending Sections 4.990
and 4.996 of that Code.
Peter O'Day supported the ordinance.
Lindsey Adkisson supported the ordinance.
Mark Harris supported the ordinance.
Jacob Daniels, Creswell resident, opposed the ordinance.
William Spurling supported the ordinance.
Deb Frisch supported the ordinance.

Scott Smith opposed the ordinance.
Diane Longcore supported the ordinance.
Jesse Lohrke opposed the ordinance.
Mary Jaeger supported the ordinance.
Malcolm Wilson supported the ordinance.
Paul Cauthorn opposed the ordinance as both a landlord and resident.
Max Liebreich opposed the ordinance as both a landlord and resident.
Ashley Penington said she would like students to find better options.
Sophie Tomczyk supported the ordinance.
Antonia DeMicheal opposed the ordinance, as it doesn't teach students to be responsible.
Lindy Mabuya opposed the ordinance mainly for financial reasons.
Emma Newman opposed the ordinance saying student costs are already too high.
Kevin Sullivan opposed the ordinance.
Alexandra Flores - Quilty opposed the ordinance citing safety as a primary concern.
Tammy Young supported the ordinance and wants respect, integrity and peace.
Lamar Wise opposed the ordinance, citing student expenses and overall cost concerns.
Eugene Drix opposed the ordinance.
Jennifer Summers supported the ordinance.
Stacee Curtis saw valid points in ordinance, but suggested some changes.
Laura Hinman opposed the ordinance, citing safety as a primary concern.
Bill Aspegren supported the ordinance.
Carolyn Jacobs supported the ordinance.
Al Couper supported the ordinance but noted the problem is complex.
Marsha Shankman supported the ordinance.
Camilla Bayliss supported the ordinance.
Chase Salazar opposed the ordinance.
Mariah Kohles supported the ordinance.
Dennis Casady opposed the ordinance; as a landlord, he felt it is unfair.
Deborah Healey supported the ordinance, with some edits and changes.
Tim Shinabarger supported the ordinance.
John Rowell supported the ordinance.
David Sonnichsen supported the ordinance.
Laurene Larson supported the ordinance.
Ken Kato supported the ordinance citing safety as a first priority.
Mike Russo supported the ordinance.
Shannon Millington supported the ordinance.
Kay Rose supported the ordinance.
Dan Neal - Neutral on Ord., wants 2 changes made that he feels are punitive
Andrew Becker opposed the ordinance.
Mike Westervelt supported the ordinance and safety in the neighborhood.
Susan Jakabosky supported the ordinance and safety in the neighborhood.
Andrew Stewart -Cook supported the ordinance.
Mayor Piercy closed the public hearing and opened the public forum.

5. PUBLIC FORUM:
Low - Income Rental Housing Property Tax Exemption - River Road
Donald Sherry opposed the development and tax exemption.
Robert Ackerman opposed the development and tax exemption.
John Rudy opposed the development noting it is out of character with the neighborhood.
Carleen Reilly opposed the development and tax exemption.
Andrew Brand, Evergreen Development, supported the project.
The meeting adjourned at 10:12 pm.
