COUNCILOR ABSENT: George Poling, Betty Taylor
Her Honor, Mayor Piercy called the November 28, 2012, work session of the Eugene City Council
to order.
A. WORK SESSION: On -Site Management for Multi -Unit Rental Housing
Sarah Medary introduced the item. Nan Lawrence gave a Power Point presentation of
comparable models in other cities across the United States to manage of multi -unit properties.
Council discussion included:
1. Property sizes, number of tenants and number of units can vary greatly; whatever
program is chosen needs to equitably establish behavioral and maintenance guidelines
for all participants.
2. Management options can vary from live -in to on -call to on -site but not live -in with set
hours. Concerns about out -of -state and absentee landlord were also noted.
3. Multi -unit properties can include rentals, condos, student housing, senior housing,
affordable housing, and others.
4. Councilors requested a copy of the University of Oregon's Good Neighbor Agreement.
S. This issue has some connection to the Social Host Ordinance that can be highlighted and
integrated into this process.
6. Off- Campus Student Code of Conduct was discussed. The City may ask UO to enforce this
to a greater degree or at least assist with problem student behaviors.
7. Staff will bring back answers to questions and provide more information at a future
meeting.
B. WORK SESSION: Sustainability Commission Work Plan and Annual Report
Babe O'Sullivan provided an overview of the Sustainability Commissions' accomplishments
over the past year as well as areas that could use improvement or may need attention in the
coming year.
Accomplishments:
• Triple Bottom Line (TBL) work on the EmX bus system
• Envision Eugene Work, Pedestrian and Bicycle Master Plan and Food Initiatives
• Capstone Project Work
• Coal Trains

Areas to improve:
• Better collaboration with the Human Rights Commission (HRC) and the Neighborhood
Leaders Council (NLC.)
• Education and Outreach
• More focus on economic and social equity issues
FY13 Work Plan:
Ms. O'Sullivan introduced Kathi Jaworski as Commission Chair and Steve Newcomb as Vice
Chair. Ms. Jaworski recapped some of the items on the FY13 Work Plan.
Highlights:
• Leveraging existing opportunities
• Continued work on Envision Eugene
• Transportation investments
• Regional collaboration
Implementation Concerns:
• Staff capacity
• Budget limitations
Other work plan items:
• Triple Bottom Line
• 20- minute neighborhoods
• Internal climate plan
• EmX future lines
• Sustainability practices
• Carbon Fee
• Regional collaboration and planning
MOTION AND VOTE:
Councilor Brown, seconded by Councilor Farr, moved to approve the Sustainability
Commission FY13 work plan. PASSED: 5:0 (Councilor Clark absent for vote).
The meeting adjourned at 1:25 pm.
