ISSUE STATEMENT
This is an action item to appoint a member to the Lane Workforce Partnership (LWP)
BACKGROUND
The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the
Lane Workforce Partnership Board of Directors, be comprised of a majority of members from
businesses. Business representation must be owners of businesses, chief executives, or operating
officers of business or employers with optimum policy- making or hiring authority; represent
businesses with employment opportunities that reflect the employment opportunities of the
local area, and are appointed from among individuals nominated by local business
organizations, such as the Eugene Chamber and business trade associations.
The Lane Workforce Partnership, formerly known as the Southern Willamette Private Industry
Council, is dedicated to assisting employers recruit and retain employees and to help individuals
find employment and to progress in their careers.
Current membership includes 15 members, including one elected official and seven business
representatives. The business representatives are recommended by the Eugene Area Chamber of
Commerce to the Mayor, who nominates candidates who are then confirmed by the City Council.
The term for this position will begin immediately upon appointment on January 14, 2013 and
will expire December 31, 2016.
RELATED CITY POLICIES
The boards, committees and commissions serve as advisory bodies to the City Council in the
development of various City policies.
COUNCIL OPTIONS
The City Council can vote to approve the nominee; request additional information or background
on the nominee and delay the vote, or reject the nominee and reopen the recruitment.

CITY MANAGER'S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the council.
SUGGESTED MOTION
There are four positions on the Lane Workforce Partnership board of directors for which
reappointment has been requested. The Mayor recommends the following:
Move to reappoint Bob Halligan David Hauser Jerry Stiltner and Diane Wile v to the Lane
Workforce Partnership board of directors for terms beginning January 1, 2013, and ending on
December 31, 2016.

The Lane Workforce Partnership board of directors has the following four members requiring
reappointment: Bob Halligan, Director of Manufacturing at Willamette Valley Company; David
Hauser, President of Eugene Chamber of Commerce; Jerry Stiltner, Business Manager of Personnel
Source, Inc.; and Diane Wiley, Director of Riverfront Research Park.
Bob Halligan is Board President and is on the Executive Committee and Industry Sectors Committee.
Jerry Stiltner and Dave Hauser serve on the Industry Sectors Committee. Diane Wiley serves on the
board's Communications Committee.

We are requesting the Eugene City Council reappoint Bob Halligan, David Hauser, Jerry Stiltner and
Diane Wiley to serve on the Lane Workforce Partnership board of directors from January 1, 2013 through
December 31, 2015.
