(Claire Syrett, arrived at 6:15 pm)
COUNCILORS ABSENT: George Poling
Her Honor, Mayor Piercy called the December 10, 2012, work session of the Eugene City Council to
order.
A. COMMITTEE REPORTS
City Councilors reported on the various committees they represent and other items of interest.
MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr, moved that the policy to
fill vacancies on boards, committees and commissions which occur outside the regular
recruitment period be as follows:
1. The Council shall fill a vacancy on boards, committees and commissions occurring 90 days
or more prior to the end of the term by a candidate from the pool of active applicants for the
board, committee or commission. Such a candidate shall be nominated by the Mayor unless
the Eugene Code provides for a different procedure for nomination.
2. If there are no applicants for the vacant position, the City shall initiate a special recruitment
to solicit applicants for the position.
3. The candidate appointed by the Council shall serve for the balance of the unexpired term.
4. If a vacancy occurs less than 90 days prior to the end of the term, appointment for the
vacant position shall be filled in the next regular recruitment cycle.

Mayor Piercy commented about the Human Rights Day event today where several City staff
members were honored. Mayor Piercy asked City Manager Jon Ruiz to send out the names of
everyone recognized.
B. WORK SESSION: Financial Strategy
City Manager Ruiz, Finance Director Sue Cutsogeorge and Gary Manross introduced the item. Mr.
Ruiz gave a PowerPoint presentation that outlined strategies for addressing the challenge of closing
a $6 million dollar deficit. The Mayor and councilors were asked to consider the information and
let staff know if they wanted a change in the way we are addressing the gap or if they want to
continue the current work being done.
Survey information was shared to show the level of community support for a modest ($10 /month)
fee to avoid cuts in City service. The survey suggested the majority of those polled would be willing
to pay the nominal fee and want this to go to a vote of the community. General support for the
modest revenue measure was expressed. Staff will bring back two ordinances for consideration.

Comments from the survey indicated that the Eugene community supports and wants to continue
funding the following items:
1. Creation of New Jobs
2. Continued Support of Public Safety
3. Human Services - Provide More Homeless Services
Councilor Syrett arrived at 6:15 pm.
Mayor Piercy asked for a motion to provide feedback to staff about the funding proposal.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Pryor, moved to continue
down the path for financial strategy as outlined by the City Manager. PASSED 6:1, Councilor
Clark opposed.
The work session adjourned at 7:02 pm.
