CEREMONIAL MATTER Assistant City Manager Sarah Medary was recognized for receiving the Assistant City Manager award from the International City /County Management Association. 2. PUBLIC FORUM • Jeannine Parisi and Merlin Hough honored Andrea Ortiz for her five years of work on the LRAPA Board. • Shawn Boles urged the council to craft a regional response to climate change. • Kelsey Juliana presented books and DVDs to the Mayor and council. • Deb Frisch addressed homeless choices and voiced concern about the lack of progress. • Jim Hale spoke about budget issues. • Carol Berg- Caldwell expressed appreciation for Municipal Court staff and the mall guides. • Helen Ligouri supported efforts to help homeless. • Lotus supported efforts to help the homeless and lifting the camping ban. • Mark Hubbell supported the rights of homeless people. • Tracy Joscelyn thanked the City and agencies for helping the homeless. • Mary Kleeman said she wants to help the homeless. • Michael Carrigan supported the Declaration of Human Rights - Article 25. • Argus read a story about a sailor and related it to homelessness. • Jerry Smith supported SLEEPS, OCCUPY, CALC, and their efforts to help homeless people. • Barbara Prentice supported SLEEPS and OCCUPY, and modification of the camping ban. • Gulistan N.L. Machacek supported help for homelessness, including a camping site. • James Chastain said he wants help for homeless and supported human rights. • John Monroe voiced his anger about the condition of homeless people. • Alley Valkyrie listed cities that have been sued over homelessness issues. • Timothy Rake supported SLEEPS, and helping homeless people. • Barry Dillon offered a Greek lesson about what the name "Eugene" means. • Jean Stacy voiced her anger about homeless people being ignored. • Jane Renfro Smith, Church Women United, supported SLEEPS and help for the homeless. • Hedin Manus Brugh expressed concern about safety of homeless people. • Joe Tyndall supported efforts to help the homeless. • Jason Gray asked for an end to criminalizing homelessness. • Mary Sharon Moore supported the SLEEPS initiative. MINUTES — Eugene City Council December 10, 2012 Page 1 Regular Meeting • Anya Dobrovolski spoke about pedestrian safety, Oregon Crosswalk Law and an ODOT sting. • Eugene Drix said all of us can help solve homelessness. • Alexander Daniell supported Opportunity Eugene and the use of Conestoga Huts. • Michael Gannon wanted to help the homeless and supported lifting the camping ban. • Brad Gibson, Dignity Village, R2D2, said homeless need more help. • Majeska Seese -Green shared a statement about a foreclosure and reuse of property. • Marina Hajek expressed concern about careless, young drivers. 3. PUBLIC FORUM ON CITY HALL • Tim Campbell supported keeping City Hall at 777 Pearl, and people /jobs in downtown core. • Gerry Gaydos supported keeping City Hall at 777 Pearl, noting the value in re -using site. • Mark Johnson supported keeping City Hall at 777 Pearl, creating a vibrant downtown. • Jeannine Parisi supported sharing the EWEB building, but said downtown site good, too. • Jim Hale supported the EWEB site, citing costs of building new. • Sarah Bennett, Downtown Neighbors Association, supported City Hall at 777 Pearl. • Dave Hauser, Chamber of Commerce, supported City Hall at 777 Pearl. • Eric Gunderson supported renovation of City Hall, 777 Pearl, making it new, green, efficient. • Joe Tyndall suggested turning City Hall into a homeless shelter. • Ptery Lieght supported SLEEPS and using City Hall for a shelter. • Eugene Drix supported building with integrity, making it welcoming, by the river. • Sue Prichard supported keeping City Hall at 777 Pearl, noting it was good stewardship. • Otto Poticha supported keeping City Hall at 777 Pearl, creating a signature building. • Bill Whalen supported keeping City Hall at 777 Pearl, where it supports downtown vitality. • Kevin Matthews supported keeping City Hall at 777 Pearl. • Phil Farrington supported keepng City Hall at 777 Pearl, noting it supports downtown. • Sara Palmer supported keeping City Hall on Pearl, and saving the existing building. 4. CONSENT CALENDAR A. Approval of City Council Minutes - November 19, 2012, Public Hearing - November 21, 2012, Work Session - November 26, 2012, Work Session - November 26, 2012, Regular Meeting - November 28, 2012, Work Session B. Approval of Tentative Working Agenda MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr, moved to approve the items on the Consent Calendar. PASSED: 7:0 5. PUBLIC HEARING AND ACTION: Resolution Adopting a Supplemental Budget; Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2012, and Ending June 30, 2013. • John Barofsky noted concerns about Capital transfer reduction of $100K. MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr moved to adopt a resolution adopting a Supplemental Budget; making appropriations for the City of Eugene for the Fiscal Year beginning July 1, 2012, and ending June 30, 2013. PASSED 7:0. MINUTES — Eugene City Council December 10, 2012 Page 2 Regular Meeting Mayor Piercy adjourned the City Council meeting and opened the meeting of the Urban Renewal Agency (URA). 6. PUBLIC HEARING AND ACTION: Resolution Adopting a Supplemental Budget; Making Appropriations for the Urban Renewal Agency of the City of Eugene for the Fiscal Year Beginning July 1, 2012 and Ending June 30, 2013 • John Barofsky noted reasons for issues related to this item. He expressed confidence in City staff while noting the importance of budget issues. MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr, moved to adopt a resolution adopting a Supplemental Budget; making appropriations for the Urban Renewal Agency of the City of Eugene for the Fiscal Year beginning July 1, 2012 and ending June 30, 2013. PASSED: 7:0 The Mayor adjourned the meeting of the URA and reconvened the meeting of the Eugene City Council. 7. WORK SESSION: Homelessness Project Siting Discussion Follow -Up MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Farr, moved to authorize the city manager to take the steps necessary to locate a pilot project for a low -cost micro - housing project for homeless individuals at the city -owned North Garfield site for a period not to exceed October 1, 2014. Those steps shall include at a minimum (a) entering into a lease with a non- profit organization with an ending date for the lease of October 1, 2014; (b) selection of a non- profit provider to operate the pilot project, and (c) consult with the selected non - profit organization as it is preparing its application for a conditional use permit for the site. The lease . shall include but not be limited to terms which (a) require insurance to protect the City against liability, (b) ensure that the site is fully restored at the conclusion of the lease to its present condition, and (c) require a nominal fee for leasing of the site for the short -term period. Not later than March 2014, the city manager shall schedule a work session with the council to: (a) provide a report on the pilot project and any recommendations for improvements if the council authorizes the pilot project to continue after October 1, 2014, and (b) provide the council with one or more alternative sites for the continued pilot project. The Mayor noted that a Conditional Use Permit will take 4 -6 months, but in the interim other things related to the host site can be worked on to prevent additional delays. PASSED 6:1; Councilor Clark opposed. Councilor Brown suggested staff look at Conestoga Huts to use as temporary housing or in place of tents. Council originally didn't include the huts in the City Code definition of a'tent', but upon City Attorney suggestion, the council agreed to hold a public hearing on short notice to change the definition and add Conestoga Huts to the definition. Seeing no concerns from the council, a Public Hearing was scheduled on 12/12/12.
