Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. A.Approval of City Council Minutes -February 25, 2013, Meeting - February 27, 2013, Work Session B. Approval of Tentative Working Agenda City Council President: I move to approve the items on the Consent Calendar. Roll Call Vote 3.PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Adopting Hazardous Substance User Fees for the Fiscal Year Commencing July 1, 2013 Manager: Introduces topic, presents background information. Mayor opens the public hearing: Those wishing to speak during the Public Hearing must submit a completed “Request to Speak” form to the information desk, prior to the beginning of the Public Hearing. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known; you will have three minutes to comment. There are lights on the podium; the yellow light indicates you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor: Closes the public hearing. Mayor: Asks for questions or comments from the City Council. Mayor: Does any councilor object to taking action tonight? If yes: Schedule action for a future meeting. If no: City Council President: I move to adopt Council Bill 5090, an ordinance adopting hazardous substance user fees for the fiscal year commencing July 1, 2013. Roll Call Vote 4.ACTION: FY 2014-2019 Capital Improvement Program City Council President:I move to adopt the FY 2014-2019 Capital Improvement Program as recommended by the Budget Committee.
