HomeMy WebLinkAboutCC Minutes - 01/30/2013 Work SessionMINUTES Eugene City Council Harris Hall, 125 East 8th Avenue Eugene, Oregon 97401 January 30, 2013 Noon COUNCILORS PRESENT: George Brown, Betty Taylor, Greg Evans, Mike Clark, Chris Pryor, Alan Zelenka, Claire Syrett, George Poling Her Honor, Mayor Piercy called the January 30, 2013, work session of the Eugene City Council to order. A. WORK SESSION: South Willamette Street Improvement Plan Transportation Planning Engineer Chris Henry introduced project consultant Scott Mansur of DKS Associates who presented a Power Point slide show. Ellen Teninty of Cogito explained the public process underway for the South Willamette project. Issues raised by the council included: o Possible use of a roundabout /roundabouts as traffic impediments for emergency vehicles o Slow down to go faster /calmer interface could encourage greater use o Added capacity on Willamette in keeping with increased urban compactness o Good traffic flow can be more important than speed o Importance of bike parking to encourage bike riding o Elimination of utility poles impeding sidewalks through the installation of underground wiring very costly o Bike routes on streets which run parallel to Willamette B. Board, Committee and Commission Interim Replacement Motion - Clarification City Attorney Glenn Klein asked the council for clarification of a motion made by Councilor Brown on December 10 concerning the selection of interim replacements for board, committee and commission members. The council indicated by head nods that it intended the motion to mean that active applicants meant those applicants who applied during the active recruitment period only. C. WORK SESSION: Multi -Unit Property Tax Exemption (MUPTE) Program City Attorney Klein said that a motion made by Councilor Brown on Jan. 16 had been tabled to this meeting and needed to be voted upon at this meeting. The motion which had been tabled from Jan. 16 was declared by the Mayor to be on the table. The motion on the table, as originally presented by Councilor Brown on Jan. 16: 1 move to direct the City Manager to prepare and schedule a public hearing on an ordinance suspending the Multi -Unit Property Tax Exemption (MUPTE) program until after the City Council completes a review of the MUPTE program to determine whether changes should be made. VOTE: PASSED: 5:3, Pryor, Poling and Clark opposed.
