Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Her Honor, Mayor Piercy, opened the February 27, 2013, work session meeting of the Eugene City Council.
A. ACTION: Ordinance Suspending Multi -Unit Property Tax Exemption (MUPTE) Program.
Comments /concerns /suggestions:
• Important to have a date certain for this suspension to sunset: June 2013.
• Some support expressed for keeping the program in place while it's being evaluated.
• Some councilors noted that program should not be used while changes are being considered /made.
• General acknowledgement that this is a review, not elimination, of MUPTE.
• General agreement that all stakeholders should be involved in proposing and evaluating changes.
MOTION: Councilor Poling, seconded by Councilor Pryor, moved not to adopt Council Bill 5091, the
ordinance suspending the MUPTE Program, and to direct the City Manager to come back to council with
proposed revisions no later than July 1, 2013.
SUBSTITUTE MOTION and VOTE: Councilor Brown, seconded by Councilor Taylor, moved to
substitute to adopt an amended ordinance with the title "An ordinance temporarily suspending
multiple unit property tax exemptions under sections 2.945 and 2.947 of the Eugene Code, 1971."
PASSED 5:4; councilors Clark, Poling, Pryor and Evans opposed, Mayor broke the tie in favor.
VOTE ON MAIN MOTION: PASSED 5:4; councilors Clark, Poling, Pryor and Evans opposed, Mayor
broke the tie in favor.
B. WORK SESSION: Arts & Economic Prosperity IV (AEP4)
Renee Grube, Library Recreation and Cultural Services executive director, presented information about
what Eugene is doing related to art and economic prosperity and noted that recent work in this area is
bringing $45 million to the Eugene economy.
The meeting adjourned at 1:20 pm
