Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Her Honor Mayor Piercy called the February 25, 2013, regular meeting of the Eugene City Council
to order.
1. PUBLIC FORUM
(Councilor Pryor arrived at 8:16 p.m.)
Dennis Gregory — Spoke about traffic concerns in his neighborhood.
Madeline Smith — Supported a modification of the sleeping ban to accommodate the homeless.
Barbara Prentice — Voiced frustration about the pace of the sleeping ban discussion.
Jean Stacey — Said the cost of bigotry and injustice is very high; requested money for homeless.
Peg Morton — Said something must be done for homeless; conditions are worsening.
Mariah Leung — Suggested reusing vacant downtown buildings to shelter homeless.
Patty Hine — Supported efforts to assist homeless.
Art Bollman — Suggested that adding benches and bathrooms downtown would benefit all.
Michael Gannon — Spoke about the homeless and impacts of the sleeping ban.
Alley Valkyrie — Warned that City's enforcement policies increase its legal liability.
Ruth Duemler — Advocated for greater efforts to address the needs of the homeless.
Conrad Barney — Expressed his support for efforts to help the homeless.
Sabra Marcroft — Said local leaders should model compassion for all of its citizens.
Kimberly Gladen — Said positive changes are happening downtown, leading to more jobs.
Duncan Rhodes — Spoke about traffic issues in the Whittaker neighborhood.
Michael Carrigan — Said homeless need more help and deserve better treatment.
Joe Tyndall — Spoke about the effects of climate change and the needs of the homeless.
2. CONSENT CALENDAR
A. Approval of City Council Minutes for February 11 and 13, 2013.
B. Approval of Tentative Working Agenda
MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to approve the
items on the Consent Calendar. PASSED 8:0.
3. ACTION: Ratification of Intergovernmental Relations Committee Actions of February 20, 2013
MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to take an
"Oppose /Priority 2" position on HB 2418. PASSED 8:0.

MOTION: Councilor Poling, seconded by Councilor Pryor, moved to take an "Oppose /Priority 2"
position on HB 2677.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Taylor, moved to amend to
"Support/Priority 2." PASSED 5:4; councilors Poling, Evans, Pryor and Clark opposed, Mayor Piercy
broke tie in favor.
VOTE ON MAIN MOTION AS AMENDED: PASSED 5:4; councilors Poling, Evans, Pryor and
Clark opposed, Mayor Piercy broke tie in favor.
MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to ratify the IGR
Committee's unanimous actions on bills at the February 20, 2013 IGR Committee meeting. PASSED 8:0.
4. PUBLIC HEARING: FY 2014 -2019 Draft Capital Improvement Program
Michael Gannon — Spoke about City government.
5. PUBLIC HEARING: Ordinance Suspending Multi -Unit Property Tax Exemption (MUPTE)
Program
Michael Gannon — Said MUPTE is ruining the city.
Laura Potter — Supported MUPTE, noting it is an important tool to help meet City's goals.
Sue Prichard — Supported MUPTE; it will help achieve compact urban development.
Sarah Bennett — Said compact urban development is critical to city's future as envisioned.
Hugh Prichard — Supported MUPTE and suggested requiring better financial performance measures.
Pat Walsh — Opposed the suspension of the MUPTE program, noting its importance to meeting goals.
Mia Nelson — Said redevelopment is needed to achieve desired density goals; supported MUPTE.
Todd Edman — Said incentives are needed to achieve vision and goals; supported MUPTE.
Scott Sanders — Said revisions to MUPTE may be needed, but opposed suspension of program.
Ed McMahon — Said MUPTE addresses an important Envision Eugene pillar.
Jeannine Parisi — Said MUPTE is needed for effective redevelopment of EWEB property.
The meeting adjourned at 9:55 p.m.
