COUNCILORS ABSENT: George Poling, Alan Zelenka Her Honor Mayor Kitty Piercy called the December 4, 2012, meeting of the Eugene City Council to order. 1. Interview Candidates for City Council Ward 6 Interim Appointment The councilors interviewed Tony Brandt and Greg Evans for the anticipated vacancy on the Eugene City Council caused by the pending resignation of Ward 6 City Councilor Pat Farr. The following questions were asked:  Why do you want to be a member of the City Council?  How many hours are you willing to dedicate to your community serving as a City Councilor?  What current positions or obligations would you need to give up to serve on the council?  What do you see as the most pressing needs for the Eugene community and what would be your top priority as a City Councilor?  Please describe instances or examples of times when you saw a need and provided leadership to fill that need. ‐  What committees would you be interested in serving on?  What actions would you advocate to ensure the longterm health (livability) of our community?  Do you see any conflict between the interests of Ward 6 and the interests of the greater community? How would you deal with such a conflict?  Do you favor having a performance auditor?  What do you think should be our top priorities in lobbying the legislature?  Do you have any ideas for generating additional revenue to provide city services?  Is there anything you want to add? Council President Poling opened the April 8, 2013 City Council work session and process session. He noted that Mayor Piercy was in Washington DC on the annual United Front trip. CITY COUNCIL WORK SESSION AND PROCESS SESSION A Committee Reports and items of Interest: Councilors reported on recent activities, projects, and items for committees they represent. Highlights include:  American Airlines to offer daily flights from Eugene to Los Angeles  Integrated service system for human services agencies being developed  Jon Ruiz honored for his work/partnership with LCC to build the downtown campus  LTD working to minimize the impact of EmX project in West Eugene  Discussions are underway on high speed rail. Chief Kerns provided an update about the recent arrests of eight homeless people for illegal camping. He noted that an internal affairs investigation is underway; therefore he could not comment on the details of the arrests. He also provided an update on the investigation of the Property Crimes Unit, noting there would be updates as information became available. B City Council Process Session: Acting City Manager’s Office Division Manager Alana Holmes introduced the item and led the council through the discussion. Public Speaking Time: For public forums, when 30 or more people sign up to speak, should council consider implementing a policy to reduce public speaking time to two minutes per person? Discussion:  Establish threshold so that the decision to limit speaking time doesn’t seem arbitrary.  General agreement that it is difficult to revise prepared remarks on short notice.  Current system of shortening time at Mayor’s discretion seems to work.  Consideration should be given to content of council agenda and time sensitivity of other items.  Suggestion to have 60-minute Public Forum, followed by council business, returning to Public Forum if time permits.  Concerns apply to Public Forum only; maintain three-minute limit for public hearings.  Update literature and processes to inform speakers that shortening the time limit is an option when warranted by large crowds. MINUTES – Eugene City Council April 08, 2013 Page 1 Work Session Adding Additional Council Meetings: Should council consider adding additional meetings to its regular schedule in order to accommodate requests for work sessions? Discussion: Jon Ruiz noted that he and his staff will work with the councilors to the degree possible to accommodate their requests both for adding meetings and noting higher priority items. Several councilors expressed support for keeping the first Monday of each month free. Most agreed that if additional meetings are scheduled, they prefer adding time prior to the monthly Public Hearings night. Boards, Committees and Commissions Recruitment: Changes are being made to the online application system to minimize confusion about recruitments and membership opportunities. Discussion: The council expressed its support for updating the website so that the online application is only available when there are vacancies. The creation of an interested parties list was suggested so that the City could notify those on the list when a recruitment is initiated, Some councilors suggested pursuing new/better/different recruitment methods and strategies to get the word out about recruitment – especially to communities of color, youth, etc. The meeting adjourned at 7:05 pm. He noted tht Mayor Piercy was in Washington DC on the annual United Front trip. 1. CEREMONIAL MATTERS EWEB Commission Chair, John Simpson, presented Councilor Brown with an award for work done by the Metropolitan Wastewater Management Commission (MWMC) to realize savings in energy and electricity use and to promote conservation. 2. PUBLIC FORUM Deb Frisch – Spoke about the lack of progress on homeless issues; addressed proposed fee. Patrice Dotson – Said Eugene is not a human rights city if we criminalize homelessness. Alley Valkyrie – Spoke about the Police Department harassing homeless people. John Monroe – Spoke against the Downtown Guides and asked why money is spent on this. Barbara Prentice – Requested City Council discussion of the arrests of homeless people. Debra McGee – Said arrest of homeless people was terrorism. Joe Tyndall – Noted lack of progress on homeless issues; feels city has the wrong priorities. Jesse Lee Rishel – Spoke of Freemasons and their history in Eugene. Mariah Hawk – Reported she was arrested for sleeping, but she is not a criminal. Winona Rice – Said she was one of eight people arrested for sleeping in public. Anasha Bravo – Said she was arrested for sleeping public; questioned EPD tactics. Mitchell White – Reported that he was injured when he was arrested for public sleeping. Paul Solomon – Sponsors: Asked for support of Housing Services for Offenders Re-entry Program. Kimberly Gladen – Said Downtown looks nice, but shopping centers don't help our community. Sabra Marcroft – Asked the council and others to focus on what really matters to the community. Michael Areia – Spoke about Americans and prosperity; concerned that jobs are going overseas. Drix – Supported change, cooperation and pride in Eugene. Christina Bellini - Concerned about the arrest of homeless people - help protect human rights. 3. CONSENT CALENDAR Councilor Brown pulled items F and H for discussion. MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to approve the items on the Consent Calendar. PASSED 8:0. MINUTES – Eugene City Council April 08, 2013 Page 1 Meeting Item F: Reprogramming of Community Development Block Grant Funds. MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to approve Item F on the Consent Calendar. PASSED 8:0. Item H: A Resolution Authorizing Public Works/Parks and Open Space Staff Application to Oregon Parks and Recreation Department’s Local Government Grant Program for Washington-Jefferson Skatepark and Urban Plaza. MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to approve Item H on the Consent Calendar. PASSED 8:0. 4. PUBLIC HEARING: An Ordinance Requesting that Jurisdiction Over Portions of County Road Nos. 1043, 537, 2269, 2254, 540, 1421, 200, 1529, 131, 307, 388, and 531 be Transferred to the City of Eugene Within a Specified Period of Time. Council President Poling opened the public hearing and, noting that no one had signed up to speak, closed the public hearing. In response to questions, staff explained that the roads being brought into the City are already improved and should have no impact on maintenance demands. Affected property owners likely have already paid assessment fees, so they should not incur more expense as a result of this request. Councilor Poling asked if any of the councilors objected to taking action at this meeting. No objections were expressed. adopt MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor moved to Council Bill 5092, an ordinance requesting that jurisdiction over portions of County roads be transferred to the City of Eugene within a specified period of time. Council President Poling opened the April 10, 2013 City Council work session. He noted that Mayor Piercy was in Washington DC on the annual United Front trip. A.WORK SESSION: An Ordinance Adopting Hazardous Substance User Fees for the Fiscal Year Commencing July 1, 2013. Joann Eppli, Toxics Right-To-Know program manager, provided some background and referenced a memorandum she had sent to the council the week prior, which provided information and addressed their concerns. In response to questions, she acknowledged the ongoing struggles related to State requirements, specifically the inequity of the fee structure for small and large businesses in Eugene. Several councilors requested that this item be added to the Intergovernmental Relations Committee’s agenda. MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to adopt Council Bill 5090 adopting hazardous substance user fees for the fiscal year commencing July 1, 2013.
