AN ORDINANCE PROVIDING FOR WITHDRAWAL OF TERRITORIES
FROM THE RIVER ROAD WATER DISTRICT AND THE RIVER ROAD
PARK AND RECREATION DISTRICT, AND FROM THE SANTA
CLARA WATER DISTRICT.
The City Council of the City of Eugene finds that:
A. Resolution No. 4785 adopted on January 26,2004, proposed withdrawal from the
River Road Water District, the River Road Parks and Recreation District, and the Santa Clara
Water District ("the Districts"), the parts of the Districts annexed to the City as described therein.
B. The Resolution set February 23, 2004, at 8:00 P.M., Pacific Time, in the Council
Chambers, City Hall, in Eugene, Oregon, as the time and place for hearing objections to the
withdrawals, and directed that notice of the time and place of the hearing be published once each
week for two successive weeks prior to the hearing and that the notice be posted in four public
places in the City for the same period. The Notice has been so published in the Register Guard
and posted in four public places in the City of Eugene, Oregon.
C. The City is willing to assume the liabilities and indebtedness previously
contracted by the Districts proportionate to the parts of the Districts that have been annexed to
the City upon the effective date of the withdrawals.
D. The withdrawals of the annexed territories from the Districts are consistent with
the fundamental principles and applicable policies of the Eugene-Springfield Metropolitan Area
General Plan, and other adopted City policies, and it is in the best interest of the City that the
territories be withdrawn.
NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The territory in Lane County, Oregon, annexed to the City of Eugene on April
28, 2003, by Notice of the Lane County Local Government Boundary Commission dated
October 29,2003, as bounded and described as follows:
Tax Lot 5100, Assessor's Map 17-04-23-12, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, north of Horn Lane, east of Lake Drive, west of Oak
Drive, and more particularly described on Exhibit A attached
hereto and incorporated herein by reference (Stevens/Stahl, EC
ED 03-10)

District, effective July 1, 2004.
Section 2. The territory in Lane County, Oregon, annexed to the City of Eugene on June
23,2003, by Notice of the Lane County Local Government Boundary Commission dated August
29, 2003, as bounded and described as follows:
Tax Lot 6000, Assessor's Map 17-04-24-22, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, south of Horn Lane, west of Hodson Lane, and more
particularly described on Exhibit B attached hereto and
incorporated herein by reference (Tchack, EC ED 03-29)
is hereby withdrawn from the River Road Water District and River Road Parks & Recreation
District, effective July 1, 2004.
Section 3. The territory in Lane County, Oregon, annexed to the City of Eugene on June
16, 2003, by Notice of the Lane County Local Government Boundary Commission dated
October 30,2003, as bounded and described as follows:
Tax Lot 1800 and a portion of 1900, Assessor's Map 17-04-24-21,
located in the River Road region of north Eugene, south of
Beltline Road, east of River Road, north of Sandra Lane, south of
Greenleaf Avenue, and more particularly described on Exhibit C
attached hereto and incorporated herein by reference

is hereby withdrawn from the River Road Water District and River Road Parks & Recreation
District, effective July 1, 2004.
Section 4. The territory in Lane County, Oregon, annexed to the City of Eugene on
August 12,2003, by Notice of the Lane County Local Government Boundary Commission dated
October 28, 2003, as bounded and described as follows:
Tax Lot 11 00, Assessor's Map 17-04-24-32, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, south of Elkay Drive, north of Sunnyside Drive, and
more particularly described on Exhibit D attached hereto and

is hereby withdrawn from the River Road Water District and River Road Parks & Recreation
District, effective July 1, 2004.

November 14, 2003, by Notice of the Lane County Local Government Boundary Commission
dated November 17,2003, as bounded and described as follows:
