Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans,
Chris Pryor, Claire Syrett.
Council President Poling opened the April 10, 2013 City Council work session. He noted that Mayor Piercy
was in Washington DC on the annual United Front trip.
A. WORK SESSION: An Ordinance Adopting Hazardous Substance User Fees for the Fiscal Year
Commencing July 1, 2013.
Joann Eppli, Toxics Right -To -Know program manager, provided some background and referenced a
memorandum she had sent to the council the week prior, which provided information and addressed
their concerns. In response to questions, she acknowledged the ongoing struggles related to State
requirements, specifically the inequity of the fee structure for small and large businesses in Eugene.
Several councilors requested that this item be added to the Intergovernmental Relations Committee's
agenda.
MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to adopt
Council Bill 5090 adopting hazardous substance user fees for the fiscal year commencing
July 1, 2013. PASSED 7:1; Councilor Clark opposed.
The meeting adjourned at 12:15 pm.
