Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans,
Chris Pryor, Claire Syrett
Council President Poling, opened the April 8, 2013 City Council meeting. He noted tht Mayor Piercy was in
Washington DC on the annual United Front trip.
1. CEREMONIAL MATTERS
EWEB Commission Chair, John Simpson, presented Councilor Brown with an award for work
done by the Metropolitan Wastewater Management Commission (MWMC) to realize savings
in energy and electricity use and to promote conservation.
2. PUBLIC FORUM
Deb Frisch - Spoke about the lack of progress on homeless issues; addressed proposed fee.
Patrice Dotson - Said Eugene is not a human rights city if we criminalize homelessness.
Alley Valkyrie - Spoke about the Police Department harassing homeless people.
John Monroe - Spoke against the Downtown Guides and asked why money is spent on this.
Barbara Prentice - Requested City Council discussion of the arrests of homeless people.
Debra McGee - Said arrest of homeless people was terrorism.
Joe Tyndall - Noted lack of progress on homeless issues; feels city has the wrong priorities.
Jesse Lee Rishel - Spoke of Freemasons and their history in Eugene.
Mariah Hawk - Reported she was arrested for sleeping, but she is not a criminal.
Winona Rice - Said she was one of eight people arrested for sleeping in public.
Anasha Bravo - Said she was arrested for sleeping public; questioned EPD tactics.
Mitchell White - Reported that he was injured when he was arrested for public sleeping.
Paul Solomon - Sponsors: Asked for support of Housing Services for Offenders Re -entry Program.
Kimberly Gladen - Said Downtown looks nice, but shopping centers don't help our community.
Sabra Marcroft - Asked the council and others to focus on what really matters to the community.
Michael Areia - Spoke about Americans and prosperity; concerned that jobs are going overseas.
Drix - Supported change, cooperation and pride in Eugene.
Christina Bellini - Concerned about the arrest of homeless people - help protect human rights.
3. CONSENT CALENDAR
Councilor Brown pulled items F and H for discussion.
MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to approve
the items on the Consent Calendar. PASSED 8:0.

Item F: Reprogramming of Community Development Block Grant Funds.
MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to approve
Item F on the Consent Calendar. PASSED 8 :0.
Item H: A Resolution Authorizing Public Works /Parks and Open Space Staff Application to
Oregon Parks and Recreation Department's Local Government Grant Program for
Washington- Jefferson Skatepark and Urban Plaza.
MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to approve
Item H on the Consent Calendar. PASSED 8:0.
4. PUBLIC HEARING:
An Ordinance Requesting that Jurisdiction Over Portions of County Road Nos. 1043, 537,
2269, 2254, 540, 1421, 200, 1529,131, 307, 388, and 531 be Transferred to the City of
Eugene Within a Specified Period of Time.
Council President Poling opened the public hearing and, noting that no one had signed up to
speak, closed the public hearing.
In response to questions, staff explained that the roads being brought into the City are already
improved and should have no impact on maintenance demands. Affected property owners likely
have already paid assessment fees, so they should not incur more expense as a result of this
request.
Councilor Poling asked if any of the councilors objected to taking action at this meeting. No
objections were expressed.
MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor moved to adopt
Council Bill 5092, an ordinance requesting that jurisdiction over portions of County
roads be transferred to the City of Eugene within a specified period of time. PASSED 8:0.
The meeting adjourned at 9:05 pm.
