ISSUE STATEMENT
The purpose of the May 10, 2006, workshop is to introduce the City Hall Space Requirements
Program, discuss renovation or replacement options for City Hall, and preview the second
community forum. Feedback from the May 25, 2006, community forum will be brought back to
council at the June 28, 2006, work session, including a request for specific direction regarding
renovation vs. replacement options for the existing City Hall building.
BACKGROUND
Initial staffing and space needs projections were presented to the council at the May 26, 2006,
work session. These space needs projections were used to build diagrams for the purpose of
illustrating five Police consolidation options related to a City Hall Complex. Three of the Police
consolidation options were adopted by the council for use in ongoing planning efforts related to
the City Hall Complex. See Attachment A for a complete council action history related to the
City Hall Complex.
RELATED CITY POLICIES
The City Hall Complex master planning and public participation process relates to the council
goals of an effective, accountable municipal government, a safe community, and sustainable
community growth and change. In addition, the City Hall Complex Action Plan identifies key
issues that must be addressed as the action plan moves forward.
COUNCIL OPTIONS
The council is asked to provide general direction on the renovation vs. replacement options for
the existing City Hall building, including input on the specific criteria used to generate those
options. While it is not anticipated that any formal motions will be introduced during this
workshop, there will be opportunities to modify, add to, or delete the criteria used to develop the
renovation vs. replacement options and provide input on how the cost information is generated
for each option.

COUNCIL ACTION HISTORY ON THE CITY HALL COMPLEX
On May 25, 2005, council approved the City Hall Complex Priority Issue Action Plan which
identified the major policy issues to be addressed, the overall description of project phasing, the
nature of work to be accomplished, resource needs and proposed project outcomes. The first
phase of the action plan is identified as the Policy Advisement Phase which will culminate with
the council workshop. Council approved the allocation of up to $50,000 from the Facility Re-
placement Reserve to implement Phase One of the action plan.
On September 12, 2005, a public hearing was held to give the citizens of Eugene an opportunity
to offer suggestions on a master planning process related to City Hall and associated City facili-
ties, and identify issues to be addressed as the City plans for its future downtown facilities needs.
On November 23, 2005, nine project values were adopted by the council to serve as a basis for
future decision making:
1.Exercise fiscal responsibility
2.Produce government efficiency
3.Be user-friendly
4.Embody environmental stewardship
5.Enhance downtown
6.Inspire civic pride
7.Maximize use of City Hall public spaces by the public and access to government and its
representatives
8.Strive for simplicity
9.Plan for the future
In addition, position statements on the four issues with the highest degree of consensus were
adopted by council during the work session:
1.Incorporate meaningful sustainable design goals.
2.Utilize a long-term planning horizon of 25 years.
3.Consolidate City services to the greatest practical extent.
4.Develop the project in consideration of the Downtown Plan while not limiting location
choices to 8th Avenue.
At the December 14, 2005 work session, council directed the City Manager to proceed with
phase 2—the Development Plan Phase—of the City Hall Complex Action Plan for $1,135,000.
This phase includes the technical work and public input required to generate an overall Devel-
opment Plan. This is also the phase in which the major policy issues identified in phase one will
be resolved.
On March 8, 2006, the consultant team facilitated a council workshop marking the beginning of
the Development Plan Phase of this project. The purpose of the workshop was to discuss pre-
liminary space needs assumptions, facility implications relative to police service delivery op-
tions, proposed site evaluation criteria, and emerging issues from citizen interviews, as well as to
preview the first Community Forum. Results from this workshop provided the basis for the
Forum.

On March 23, 2006, the first of four Community Forums was held for the purpose of generating
public input to inform the City Council’s decision-making process on issues related to the City
Hall Complex Master Plan. Nearly 100 people participated. The program included an introduc-
tory presentation regarding key issues, and small group exercises—which led into large group
discussions—to facilitate a discussion of the questions posed regarding the project values and
police consolidation options. A summary report of the forum is available on-line at

At the April 26, 2006 work session, council adopted three Police consolidation options for use in
ongoing City Hall Complex planning efforts.
