ISSUE STATEMENT
The Eugene City Council is scheduled to hold a public hearing on May 8, 2006, regarding an ordinance

to change the name of the 3/4 Connector (also known as 3/4 Avenue) to Shelton McMurphey Blvd.

as recommended by the Planning Commission. The 3/4 Connector is a public street segment that runs
rdth
from the intersection of Lincoln Street and West 3 Avenue to the intersection of East 4 Avenue and
Pearl Street (see attached map). City Council action on the ordinance is scheduled for June 12, 2006.
BACKGROUND
The council initiated a street name change at its work session meeting of December 12, 2005, and
directed staff to initiate the proceedings to re-name the 3rd/4th Connector to Shelton Boulevard. The
request was initiated by the council based upon a request by the Shelton-McMurphey-Johnson House
Board members; the council did not discuss the merits of the proposed street name at that time. The
Shelton-McMurphey-Johnson House is a historic landmark located on the flanks of Skinner Butte Park
north of the 3rd/4th Connector.
On March 14, 2006, the Eugene Planning Commission held a public hearing on the proposed street
name change. After weighing the written and oral testimony (see attachments), the commission voted
unanimously (6:0) to recommend that in the best interest of the City, the street should not be named
Shelton Boulevard. It also unanimously (6:0) recommended that the street be renamed to Shelton
McMurphey Blvd. (abbreviation for Boulevard). The commission’s record indicates discussion of
possible alternative names and variations of suffixes. The commission also noted in its recommendation
that “Boulevard” be abbreviated to reduce the number of characters in the street name. Please refer to
the attached Planning Commission minutes of March 14, 2006. Findings of consistency with the
proposed street name change criteria are found in Exhibit B of the Ordinance.
The Board of Directors for the Shelton-McMurphey-Johnson House and the Whiteaker Community
Council have submitted letters in support of the Planning Commission’s recommendation (see attached
testimony). Staff supports the Planning Commission’s recommendation, as it implements a policy

action item listed in the Whiteaker Plan (see attachment), and the street name Shelton McMurphey Blvd.
is supported by staff from the interjurisdictional Road Naming Committee.
Staff review of comments regarding alternate street names discussed by the commission is provided in
Attachment D. These names were reviewed by the Road Naming Committee, a committee of
interjurisdictional staff that reviews new street names in Lane County. The committee consists of staff
from the 9-1-1 Emergency Communications Center, Eugene Police Department, United States Postal
Service, City of Eugene Public Works Department, Lane County Land Management, and planners from
other Lane County cities. Also attached are Suggested Road Naming Guidelines for Lane County,
Oregon in the Staff Report to the Planning Commission.
Staff review comments note that use of Shelton Boulevard could cause confusion and adversely affect
the provision of key urban services to properties located along the street because Shelton Avenue is an
existing street name in southwest Eugene. The use of the street name Shelton McMurphey Blvd. would
be acceptable since McMurphey is not in use as a street name.
Public testimony received since the Planning Commission’s public hearing has been received from the
Whiteaker Community Council on April 24, 2006, which supports the use of Shelton McMurphey Blvd.

On April 10, 2006, testimony was received from the Oregon Social Learning Center (OSLC), 160 E. 4
Avenue, one of the affected properties. OSLC does not oppose the street name request, but OSLC
renewed its previous request, dated December 15, 2005, to the City Manager, for reimbursement to
cover the cost ($185) of changing its building address sign. Staff responded that public monies

associated with street projects cannot be spent on private property. Project funding for the 3/4
Connector street improvements came from assessments and systems development charges and such
funding sources cannot be used for private property improvements. Staff would also note that the City,
U.S. Post Office, and the 9-1-1 emergency center will implement the street name change over a one-year
transition period, minimizing the inconvenience and confusion by recognizing both old and new
addresses during that time.

The street name change will affect three property addresses. As noted above, OSLC, 160 E. 4 Avenue,

does not oppose the street name change proposal. Down To Earth Distributors Inc., 150 West 4
Avenue, has not provided testimony to-date on the proposal, and the property owner (Virginia

Mercereau) and one resident (Veronica Moyer) of the apartment building located at 1 West 4 Avenue
have objected to the proposed street name change.
RELATED CITY POLICIES
Oregon Revised Statutes (ORS 227.120) provides the procedure and criterion for renaming streets.
Consistent with that procedure, the Eugene Code provides the following criterion for a Street Name
Change application:
EC 9.8485 Street Name Change Approval Criteria: The planning commission shall recommend, and
the city council shall approve an application for a street name change upon determining that a
proposed renaming is in the best interest of the city.
The subject street is within the boundaries of the Whiteaker Plan. The plan recommends re-naming the

COUNCIL OPTIONS
At its June 12, 2006, meeting, the council has the following options:
1. Adopt the ordinance approving the street name change.
2. Adopt a resolution rejecting the Eugene Planning Commission’s recommendation and not change the
name of the street.
3. Adopt a resolution rejecting the Eugene Planning Commission’s recommendation and amend the
ordinance to choose a different street name consistent with the list of other potentially acceptable
names identified by the Planning Commission.
CITY MANAGER’S RECOMMENDATION
Staff recommends City Council adoption of the attached ordinance changing the street name of the

AN ORDINANCE CONCERNING THE CHANGE OF STREET
NAME OF THE 3rd/4th CONNECTOR WHICH EXTENDS
EAST FROM LINCOLN STREET TO PEARL STREET
WITHIN THE CITY OF EUGENE, TO SHEL TON
McMURPHEY BOULEVARD.
The City Council of the City of Eugene finds that:
A. On December 12,2005, the City Council passed a motion by a unanimous vote to
initiate the processing of a street name change application to change the name of the 3rd/4th
Connector, also known as 3rd/4th Avenue, to Shelton Boulevard.
B. ORS 227.120 and Eugene Code (EC) Sections 9.8475 through 9.8490 set forth the
procedures for considering a street name change, which includes a Type IV review process requiring
the Planning Commission to hold a public hearing according to the quasi-judicial procedures of state
law and those set out in EC 9.7065 through 9.7095, and to make a recommendation to the City
Council to approve, approve with modifications, or deny the application.
C. On February 10,2006, notice of a public hearing to be held by the Eugene Planning
Commission was mailed to property owners and occupants within 300 feet of the 3rd/4th Connector,
to the Whiteaker Community Council, the affected Eugene neighborhood association, and to persons
who requested notice. Notice was also posted and freestanding signs were installed pursuant to EC
9.7415.
D. On March 14, 2006, the Eugene Planning Commission held a public hearing on the
proposed street name change, and following the public hearing, the Planning Commission
unanimously recommended that the City Council change the name of the 3rd/4th Connector to Shelton
McMurphey Boulevard. The Planning Commission recommended against the use of Shelton
Boulevard as a street name.
E. On April 21, 2006 notice of the City Council public hearing on the proposed
ordinance was mailed to all parties who submitted written or oral testimony and to parties who
requested notice of the Planning Commission decision, pursuant to EC 9.7440. On April 23, 2006
notice of City Council public hearing was published in the Register-Guard as required by Section 28
of the Eugene Charter of2002, and On May 1,2006, notice of the City Council public hearing on the
proposed ordinance was published in the Register Guard, as required by EC 9.7440(3).
F. On May 8, 2006, the City Council held a public hearing on the proposed street name
change, and is now ready to take action.

G. Evidence exists within the record and the findings attached hereto establishing that
the proposal meets the requirements of Chapter 9 of the Eugene Code, 1971, and the requirements of
applicable state and local law.
NOW, THEREFORE
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. In accordance with the Eugene Planning Commission recommendation, the street
name of the 3rd/4th Connector that extends east from Lincoln Street to Pearl Street within the city of
Eugene, as shown on Exhibit A attached hereto, is hereby changed to "Shelton McMurphey
Boulevard."
Section 2. The above findings, and the findings set forth in Exhibit B attached hereto are
adopted in support of this Ordinance.
Section 3. The City Manager is directed to cause appropriate signs to be installed indicating
that the 3rd/4th Connector, as described in Section 1 above, is now Shelton McMurphey Boulevard.
Section 4. Certified copies of this Ordinance shall be filed with the Lane County Recorder,
the Lane County Assessor, and the Lane County Surveyor.
Section 5. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is
for any reason held invalid or unconstitutional by a court of competent jurisdiction, such portion
shall be deemed a separate, distinct and independent provision and such holding shall not affect the
validity of the remaining portions thereof.

Findings of Consistency with
Street Name Change Criteria
Section 9.8485 of the Eugene Code (EC) provides the sole criterion for evaluating a proposed
street name change, stating:
EC 9.8485 Street Name Chan2e Avvroval Criteria. The planning
commission shall recommend, and the city council shall approve an application
for a street name change upon determining that a proposed renaming is in the
best interest of the city.
Based on Planning Commission's recommendation, the records ofthe public hearings before
both the Planning Commission and the City Council, including the citizen testimony presented at
those hearings, the City Council finds that it is in the best interest of the City to honor the memory of
Dr. Thomas Winthrop Shelton and his extended family including Robert and Alberta (granddaughter
of Dr. Shelton) McMurphey by changing the name of the 3rd/4th Connector (also known as 3rd/4th
Avenue) to Shelton McMurphey Blvd. The Shelton and McMurphey families lived in the adjacent
Shelton-McMurphey-Johnson House and contributed to the civic and commercial progress of
Eugene.
The City Council further finds that the provision of key public services to residents and
businesses located along the street will not be adversely affected by the proposed street name change.
The U. S. Post Office and 9-1-1 emergency center have indicated their support for the proposed
street name change. The City, the U.S. Post Office and the 9-1-1 emergency center will implement
the street name change over a one-year period. The City Council finds that this implementation of
the street name change over a one-year transition period will minimize inconvenience and confusion
to residents, businesses and the general public.

Planning Commission's recommendation that the street name of the 3rd/4th Connector that extends
east from Lincoln Street to Pearl Street within the city of Eugene be changed to "Shelton
McMurphey Boulevard."
Section 2. The City Recorder is requested to forward a copy of this Resolution to the Eugene
Planning Commission, to those persons who have requested notice, and to persons who presented
oral and written testimony at the public hearings before the Planning Commission and City Council.
Section 3. This Resolution shall become effective immediately upon its adoption.

Re: Support for renaming of 3rd/4th Connector (SC 06-1)
Whiteaker Community Council is in support of an ordinance to change the name of
the 3rd/4th Connector (also known as "3rd/4th Avenue") to "Shelton McMurphey
Boulevard."
At our general meeting on February 8, 2006, we discussed the proposal to rename
the 3rd/4th Connector to "Shelton Boulevard" and reviewed the applicable part of
the Whiteaker Plan, the adopted plan related to the site. Following a unanimous
vote, the general meeting asked the board to submit an official comment for
Whiteaker Community Council. Upon learning that "Shelton McMurphey
Boulevard" had become the proposed name, our board meeting on March 15
confirmed our official support for this name as well.
At our meeting on February 8, we agreed that an historic name that relates to the
area's 19th Century history is fitting, and we support this name change honoring
two of the earliest residents of what is now Whiteaker neighborhood. While we
recognize the inconvenience and expense for those whose addresses will change,
we believe this name change is in the best interest of the city.
As chair of this neighborhood association, I am also reporting that I have not been
contacted by anyone following the public notice that opinions may be stated to
one's neighborhood association.

Greetings,
I am the great-granddaughter of Alberta Shelton McMurphey. My father, William Shelton
Roberts, lived with his grandmother at 303 Willamette while attending the University of Oregon in
the very late 1930s, before enlisting in the Navy in the fall of 1941. I have also served as a
docent at the Shelton-McMurphey-Johnson House since it has been under the purview of the
City of Eugene, until I moved to Corvallis in 1994 where I teach Philosophy at Oregon State
University. I am and remain a Duck, a fourth generation Duck, lest one think I've converted
following more than 17 years of teaching at OSU. My son is a 5th generation Duck
I urge you to reconsider any temptation to name the street below the house as _ Boulevard,
regardless of what precedes it. "Boulevard" is far to weighty and pompous name for the
modest street. Although the Shelton McMurphey clan were (and are) accomplished among
their peers, there was never any attempt to "lord it over" anyone else. The idea of a "boulevard"
so named goes against the ethos of the Shelton McMurphey clan. I am also unclear why one
appends the name of "McMurphey" to the street since it likely came into existence, I assume,
when Dr. Shelton built the house.
My recommendation and desire is that the street be named "Shelton Lane" or something along
this line, simple, unassuming yet historically accurate. Thank you for your attention to this
request.

Dear Kent,
Thanks for notice of the City Council Hearing May 8.
You might recall my earlier support of use of "Shelton" for the 3rdj4th Connector and interest in
"Avenue" (especially since it fit with your rationale), and my comments about other nomenclature,
especially "Boulevard", which sounds very inappropriate to each Shelton and McMurphey
descendant we've been able to consult.
I don't yet know if I can alter a long-planned work absence in order to speak at the Hearing. Nor
has timing permitted me to send a written statement to the City Manager's Office by the
deadline. I would hope that my comments sent to you herewith
can be relayed and can have as much effect.
The only report of the Planning Commission Hearing which reached me said that "Shelton" could
not be used alone because "another street in Eugene is named Shelton" (perhaps a reference to
Sheldon Way?). I suppose that "Thomas Shelton Avenue", or "T.W. Shelton Avenue" (using the
name by which my great-grandfather was known publicly), would be alternatives.
In any case, we are concerned by the heaviness of the name Shelton McMurphey Boulevard, and
by multiple confusions for citizens which use of two surnames (including one which, record and
experience show, is misspelled about half the time) would invite.
My main purpose in appearing -- or in writing -- would be to reason and plead, on behalf of the
descendants, for nomenclature other than "Boulevard".
As an excample of our unanimous reactions, I spoke most recently with Jan McMurphey, another
great-grandchild of the Sheltons, grandchild of the McMurpheys -- telling her, without expressing
anyone's opinion, the recommeded name "Shelton McMurphey Boulevard". She said, "'Boulevard'
stood out immediately as too much", and then I told her that several descendants had said it
sounded pretentious for that site. "Pretentious indeed", she agreed.
As for use of two surnames in a street name, she said, "Well, I've never heard of such a thing...".
I will provide her address and phone number, if they are wanted, as she asked me to.
Communicating only bye-mail about this process, I have not learned who proposed use of
"Boulevard" with its connotations of grandness, world capitals, and commerce or rows of great
residences -- a term all of us have instinctively felt is misfitting for what was historically an access
lane.
Pretense was uncharacteristic of the Sheltons, the McMurpheys -- or indeed the Johnsons (we well
knew Eva, who deeded the house to the public).
It is not right, we feel, to backtrack in time and change today's impression of how the route, or
people who accessed small warehouses or their home from it, were, over 125 years.

Ladies and Gentlemen:
I have been invited to comment on the name proposed for a short segment of
road at the base of Skinner Butte which, in accord with the Whiteaker
Neighborhood Plan, is scheduled for improvement.
As a former National Register Coordinator for the Oregon State Historic
Preservation Office and a frequent visitor to Eugene, I am acquainted with
the historic property fronting on the road segment. The
Shelton-McMurphey-Johnson House, as the property is known today, was listed
in the National Register of Historic Places in 1984.
It is my understanding from a briefing by Planning Division staff that the
name for the connector street recommended by the Planning Commission
following a public hearing on March 14 is "Shelton McMurphey Boulevard." In
consideration of emergency first-response services, Eugene's street-naming
guidelines understandably discourage duplicative names and hyphenated names.
Since Shelton Avenue is established elsewhere, the dilemma was resolved by
adding the additional family name of McMurphey but without the hyphen that
would be required for precision in assigning contracted family surnames as
an administrative name.
My concerns with regard to the proposed solution are similar to those which
may have been expressed by living descendants of the historical family. 1)
The original developer of the property fronting the railroad and road
corridor, Dr. Thomas Shelton, is prominent enough to merit recognition in
his own right. 2) A contraction of family names without a clarifying hyphen
could lead to misinterpretation of the words as the given and surnames of a
non-existent Shelton McMurphey. The term "boulevard" for a five-block-long
connector, even an improved connector of such limited extent, is an inapt

As the "3d_4th Connector" road Improvement project nears completion, effortS to find a suitable name are
building.
Shelton-McI\1urpney-Joho!';on Association representative, Ray Wiley, has asked for our support of an
historical name for the road: "MCMurphey Way".
Recently, the 5MJ Association changed their preference to "Shelton Boulevard", apparently the original
name of their access road (now 3rd) off Pearl.
We appreciate the historical significance of this area, the beauty of the old house, and the dedication of
the SMJ Association. While we would prefer not to change our address, we have chosen not to oppose
the SMJ name proposal; we will not submit a competing name: "4th Avenue".
With that choice comes the expense of transitioning from our current address to a new one. As a
private, non-profrt:, family research organization, this strains project budgets. We are a mUlti-prOject
organization of approximately 25 separate projects of various si;:es, some With their own letterhead,
business cards and other addressed materials. Reprinting and associated costs will affect each project to
Some extent. We will absorb these costs over a period of time and do not request relief from the City for
this purpose.

It was nice talking to you on the phone in April, and this is a written response to your inquiry into the
possibility of the City absorbing the sign replacement costs for Oregon Social Learning Center ($185)
from the 3rd/4th Connector project budget.
The budget for the street improvement project comes from street assessments to abutting property
owners and from systems development charges. Appropriate expenditures for these types of funds are
defined in Eugene Code for assessments, and in State law for systems development charges. I have
conferred with Public Works Department staff who report that such an expenditure of assessment or
system development charges for the OSLC sign replacement would not be consistent with the policies
and regulations regarding the use of such funds. Public Works Department staff also has concerns
about the precedent of using City funds to pay for, or help off-set, the private costs to a private
business due to a street name change, and staff notes that the street improvement and the street
renaming are two separate projects. Planning Division staff notes that the City, U.S. Post Office, and
the 911 emergency center will implement the street name change over a one-year transition period by
recognizing both old and new addresses so as to minimize the cost and inconvenience of the transition.
Planning Division staff will include your letter of funding request to the City Council in regards to the
public hearing for the proposed street name change to be held May 8, 2006, City Hall Council
Chambers, 777 Pearl Street. The council's meeting begins at 7:30 p.m. and will have other items on
the agenda. Please consult the City website for more information on the Council's agenda:

Staff Review of Alternative Street Names
As reflected in the March 14, 2006 minutes, the Planning Commission noted the following street
names would be acceptable to the Commission:
· Thomas Shelton
· Doctor Shelton
· Shelton Family
· Alberta Shelton
· Use of either Drive or Blvd.
The Planning Commission's recommendation, Shelton McMurphey Blvd. and the alternative street
names were referred to an interjurisdictional Road Naming Committee that reviews proposed street
names for new subdivisions. The committee consists of staff from 9-1-1 Emergency
Communications Center, the Eugene Police Department, United States Postal Service, City of
Eugene Public Works Department, Lane County Land Management, and planners from other Lane
County cities; refer to Suggested Road Naming Guidelines Lane County, Oregon.
The committee concurred that Shelton McMurphey Blvd. is an acceptable street name.
Most committee members recommended Thomas Shelton because it was shorter and easier to
pronounce than Shelton McMurphey. However, Planning Division staff notes that both Thomas
and Alberta and Shelton are existing street names. Thus, the use of two duplicative names in each
street name, Thomas Shelton, or Alberta Shelton, is not as differentiated from existing street names
as using Shelton McMurphey which provides the use of a unique street name, McMurphey. Neither
McMurphey, nor MacMurphy, are in use as a street name.
Regarding the alternate street name, Doctor Shelton, the committee did not recommend the use of
Doctor Shelton because the public may easily shorten Doctor to "Dr." which can be confused with
the abbreviation for Drive (Dr.).
A public comment received after the Planning Commission public hearing requested the use of T W
Shelton, referring to Thomas Winthrop Shelton's initials. The committee did not recommend the
use of T W Shelton because the public may easily shorten and drop the initials "T W" when
referring to the street name. Such confusion can be especially problematic during emergency phone
calls when clarity in communication is essential for a prompt response to various locations within
the 9-1-1 emergency service area.

Mr. Kullby stated that the commission would hold a public hearing regarding a street name
change promoted by Shelton-McMurphey-Johnson House board members, which resulted in a
City Council motion to initiate renaming the 3rd/4th Street Connector to Shelton Boulevard. He
distributed additional testimony received since preparation of the staff report. The additional
testimony consisted ofletters from Tom Harding, Albert Poston, Darryl Larson, Robert Hart and
Hahn Neimand in favor of the name change. He noted that the packet of testimony also included
background information on the Shelton and McMurphey families and historical information about
street names in the vicinity of the house.
Mr. Kullby advised the committee that while it might receive testimony during the hearing about
other alternative street names, the Commission it should be judicious in its consideration and take
into account the amount of planning and consideration of names that had already occurred either
through the Whiteaker Plan process or through the Road Naming Committee. He noted that the
City Council motion to initiate the street name change to Shelton Boulevard did not include an
extensive discussion of possible street names. He said that staff hoped that following the public
hearing, the Commission would take action on a recommendation to forward to the council.
Mr. Hledik said there appeared to be a contradiction in the staff report about whether the council
supported the name Shelton Boulevard. Mr. Kullby said his intent was to indicate in the staff
report that there was not a lot of discussion. Mr. Nystrom said the Council motion was to initiate
the renaming process with Shelton Boulevard in mind but there was no discussion about the
merits of that name and that choosing that name in the final decision was not a foregone
conclusion.

Mr. Hledik asked if the other street with the name Shelton was in honor of Dr. Shelton and if the
City had standards for using the terms "boulevard" and "avenue." Mr. Nystrom said he did not
know if Shelton Avenue was named for Dr. Shelton and the City did not have specific standards,
but generally speaking boulevard would suggest a larger, more substantial street.
Mr. Belcher announced an ex parte contact with Mark Harris, a Lane Community College
instructor. Mr. Belcher said he contacted Mr. Harris to research whether Dr. Shelton had been
involved with any organizations that could present problems with the street naming. He said
there was no evidence of any such associations. He thought the term "boulevard" was pretentious
for the street in question.
Mr. Hudspeth asked if the City had received any feedback from Shelton-McMurphey-Johnson
board members regarding other options for the street name. Mr. Kullby said board members were
most interested in the use of an historic name for the street, and board members were prepared to
testify at the hearing and could respond to questions. Mr. Flock pointed out that the initial
request from Shelton-McMurphey-Johnson House had proposed the name McMurphey Way.
Ms. Colbath asked what constituted a "way" and was it considered smaller than an avenue. Mr.
Nystrom said that the terms were not regulated but the general public's perception was probably
that a hierarchy would place "boulevard" above "avenue" and "way." Mr. Flock noted that the
letter from Tom Harding commented on his perception of the hierarchy and the differences
between street types in regards to the historic significance of the term "boulevard."

Ms. Colbath convened the meeting of the Eugene Planning Commission and stated the purpose of the
public hearing. She explained the action being considered was quasi-judicial and described public
hearing procedure.
Ms. Colbath called for disclosures of conflicts of interest, ex parte contacts, biases, abstentions or
challenges to impartiality pursuant to Eugene Code (Ee) 9.7065 Ouasi-Judicial Hearings.
Mr. Belcher announced an ex parte contact with Mark Harris, a Lane Community College instructor and
expert on the early history of Eugene with regard to racial issues, to research whether Dr. Shelton had
been involved with any organizations that could present problems with the proposed street naming. He
said there was no evidence of any such negative associations.
Ms. Colbath announced that she used the street every day on the way to her office at 4th Avenue and
Lincoln Street.
Mr. Hledik announced that he had driven down the road to obtain a sense of it before the hearing.
Mr. Belcher said he was familiar with the street and the site.
Mr. Kullby stated that the City Council had initiated a street name change proposal to rename the 3rd/4th
Connector Street, also known as 3rd/4th Avenue, to Shelton Boulevard. He said City staff had prepared
the application with Shelton Boulevard as the proposed name and provided public notice as required. He
said testimony received in response to the public notice was provided in the staff report and testimony
received after the staff report was prepared had been distributed to the Commission and were available
for public review. He said the Commission would consider testimony and would make a recommenda-

tion to the City Council based on EC 9.8485, Street Name Change Approval Criteria which states: The
Planning Commission shall recommend, and the City Council shall approve, an application for a street
name change upon determining that a proposed renaming is in the best interest of the City.
Ms. Colbath stated that testimony and evidence presented must be directed toward the specific approval
criteria and failure to raise an issue with sufficient specificity to allow the Planning Commission and
parties to respond would preclude appeal on that issue.
Ms. Colbath opened the public hearing and noted that speakers would be allowed three minutes each.
She called for testimony.
Ray Wiley, 2100 Shields Avenue, Eugene, spoke as a member ofthe Shelton-McMurphey-Johnson
House Board and said he had been involved in the street renaming issue for a number of years. He
emphasized that Shelton-McMurphey-Johnson House Board members wanted to recognize Dr. Shelton as
a significant member of the community during the last half of the 19th century. He provided a short
biography of Dr. Shelton and his family and described his achievements and contributions to the
community. He explained the history of the Skinner Butte site, Dr. Shelton's acquisition of the property
and construction of a home.
Ms. Colbath determined there was consensus to extend Mr. Wiley's testimony time to six minutes.
Mr. Wiley said the original road to the summit of the butte was named Shelton Boulevard. He said the
recent improvements of the 3rd/4th Connector to one of the finest boulevards in Eugene at the heart of the
historic district made it fitting that one of the City's most significant pioneers be honored by naming the
street Shelton Boulevard. He pointed out that the City had almost two dozen boulevards that ranged from
a narrow one-block long street to major streets such as Franklin Boulevard. He said the 3rd/4th Connector
was very distinguished with landscaping and planted islands and deserves to be named a boulevard.
Mr. Hledik asked if the Shelton-McMurphey-Johnson Board would be opposed to incorporating or
substituting the McMurphey name. Mr. Wiley replied that the board initially selected McMurphey Way
as a name because of information that a Shelton Avenue already existed. He said that subsequent
research had revealed at least 115 duplicate names in the City. For instance, the word "Bailey" is used in
at least five different street names in Eugene, he said. He said the board preferred Shelton Boulevard,
particularly since that name had existed on the butte for over 70 years and might have existed at the time
that Shelton Avenue was named. Mr. Wiley submitted his testimony into the record.
Hahn Neimand, 1535 Ranchwood Drive, Eugene, president of the Shelton-McMurphey-Johnson House
Board, thanked the Commission for considering naming the street for Dr. Shelton. She said that Dr.
Shelton and his wife lived in the house for just a few years before his death, and his daughter Alberta
married Mr. McMurphey shortly thereafter. She said they raised their family in the house and were
prominent in civic affairs. She said that Dr. Johnson had purchased the house in the 1950s and
eventually donated it to Lane County, which ultimately gave the house to the City. She said the Board
discussed the McMurphey name but wanted to honor Dr. Shelton. She acknowledged that the Commis-
sion's choice would be difficult and if it was not possible to honor Dr. Shelton she noted that the
McMurphey family had actually resided in the house for the longest period of time. She said Shelton-
McMurphey is an historic alternative name that could be considered.

testified in support of recognizing prominent early Eugenean, Dr. Thomas Shelton, by renaming the
street. He said that Eugene had a rich history of recognizing historic figures and the historical society
felt that Dr. Shelton was one of those people deserving of such recognition.
In response to a question from Mr. Hledik, Mr. Hart said he did not know if Shelton Avenue had been
named in honor of Dr. Shelton.
There being no one else wishing to testify, Ms. Colbath closed the public hearing and called for questions
from the Commission.
Mr. Lawless asked for further explanation ofthe problem of duplicating street names, which he
understood was primarily a public safety issue. Mr. Kullby replied that the application had been referred
to a variety of other agencies such as fire, police and the Road Naming Committee. He said the reason
for not duplicating street names was to deliver City services in an efficient manner, particularly
emergency services. He said the naming conventions and guidelines were established to prevent
duplication of street names, to prevent street names that sounded very similar to existing street names so
as to avoid confusion with existing street names.
Mr. Solin, speaking for police, fire and other emergency responders, said that the City of Eugene
operated Central Lane 9-1-1 Communications Center, which was the public safety answering point for
the majority of this portion of Lane County, not just the City. He explained how locations were
identified when calls came into the center and the need to expedite that identification and reduce
confusion to avoid dispatching emergency responders to the wrong location. He said that was the
primary reason for formation of the Road Naming Committee to review proposed street names through-
out Lane County.
Mr. Lawless asked if the 9-1-1 center's technology allowed for reverse identification of the caller's
location. Mr. Solin said that was possible if the caller was using a land line but not if the caller was
using a cell phone. He said even when a land line was used it needed to be correctly registered into the
system in order to provide accurate information and when the street's name was duplicated elsewhere in
Lane County that made it more difficult.
Mr. Belcher asked if it would be better not to use the name Shelton at all because it already exists for
another street. Mr. Solin said that 9-1-1 staff felt that the combined name Shelton McMurphey would be
acceptable; but that a hyphen should not be used.
Ms. Colbath asked if "Dr." could be used at the beginning ofthe street name. Mr. Kullby said that wa~
problematic because it could be confused with the abbreviation for "drive."
Ms. Colbath, seeing no other questions, closed the record and called for deliberation and action on the
matter.
Mr. Belcher said it appeared there were two separate questions: Should the street be renamed and if so,
what should the new name be both in terms of the proper name at the beginning and type of street at the
end. He suggested the questions be addressed in that order.

Mr. Belcher said that the Commission had received letters from two individuals requesting that the name
change not proceed because of concerns about the inconvenience of having to change letterheads and
stamps. He said given that the name Shelton was originally associated with the street, that both the
Shelton and McMurphey families seemed deserving of recognition and that most of the residents along
the street did not oppose the renaming he was supportive of the proposal to rename.
Mr. Lawless said he was in favor of renaming the street.
Mr. Hledik said with respect to the City code regarding street name change approval criteria he did not
think it was in the best interest of the City to impose cost or confusion on residents or businesses or
duplicate street names; however, the road had historic value and a name rather than a number was a more
symbolic way to recognize the road and its historic significance, and the renaming of the street was noted
in the Whiteaker neighborhood plan. He was inclined to support a name change.
Ms. Colbath called for a straw vote on enacting a name change from 3rd/4th Connector to something else.
She announced that the straw vote was unanimous and called for discussion of the name itself.
Mr. Lawless appreciated and liked the clarity of naming the street for a single individual. However, in
recognition of public safety needs he was inclined to combine the Shelton and McMurphey family names
into the street name.
Mr. Hudspeth agreed with Mr. Lawless about combining the names and was in support of Shelton
McMurphey Avenue as a name.
Mr. Hledik stated that he was also in support of combining Shelton and McMurphey and was leaning
toward boulevard. He said initially he thought the street was not "boulevardesque" enough but after
hearing testimony about the different types of streets that were named boulevards and the fact that there
was a road named Shelton Boulevard on old maps of the Skinner's Butte swayed his opinion toward
retaining the boulevard nomenclature.
Mr. Belcher commented that while the name of the house was Shelton-McMurphey-Johnson, in the
interests of clarity he would support Shelton McMurphey over Shelton McMurphey Johnson as a street
name.
Ms. Colbath stated that she supported Shelton McMurphey because Shelton Me Murphey Johnson was
over the number of characters allowed for a street name and she wanted to recognize the relationship
between the Shelton and McMurphey families.
Mr. Belcher clarified that the name Shelton Me Murphey would not include a hyphen.
Mr. Carroll expressed a concern because the house was named Shelton-McMurphey-Johnson House and
he thought the inconsistency of not including Johnson in the street name was a slight problem. He did
not want to exclude the Johnson family offhand. He remarked that the commission might not need to
pick a specific name to recommend to the Council and could perhaps choose two names and prioritize
them or inform the council about the discussion of options. He gave examples such as Shelton Family
Way, Drive or Boulevard. He noted that Alberta Shelton was the first lady cyclist in Eugene and
mentioned the name Alberta Shelton for the street as a possiblity.

Ms. Colbath clarified that Alberta Shelton was Dr. Shelton's daughter and became Mrs. McMurphey.
Mr. Belcher asked if there was a limit to the number of characters in a street name. Mr. Nystrom said the
limit was 20 characters.
Mr. Carroll asked if the word "doctor" could be spelled out instead of abbreviated. Mr. Flock pointed
out the road naming guidelines in the agenda packet confirmed that the limit was 20 characters. With
respect to the use of "doctor," Mr. Solin thought that would also lead to some confusion with emergency
calls.
Mr. Carroll agreed it was important to pay attention to safety issues in order to proceed with orderly
development and the best interests of the City. He remained cognizant that the existing Shelton Drive
was quite short and while he wanted to limit safety conflicts he wanted to honor the intention of the
Council and the Shelton-McMurphey-Johnson Board.
Mr. Belcher said that Shelton McMurphey was 16 characters and asked if that would limit the street
designation to "way." Mr. Nystrom said that there would not be a problem if boulevard was abbreviated.
Mr. Hledik suggested Thomas Shelton as an alternative. Mr. Kullby said staff research had determined
there were already a number of streets with Thomas in the name.
Mr. Lawless said he sensed that Shelton McMurphey Boulevard was gaining favor as a name and asked
if any commissioners had an alternative they wished to offer for discussion.
Mr. Belcher said he was tom between the historic nature of the word "boulevard" and his perception that
the street was not a boulevard. He could live with boulevard but would be happier with another suffix.
He said that Shelton McMurphey was at the top of his list.
Ms. Colbath observed that there appeared to be consensus on Shelton McMurphey and it remained to
determine the suffix.
Mr. Belcher said that while he preferred Shelton McMurphey he was not opposed to submitting a
prioritized list for consideration by the council as suggested by Mr. Carroll.
Mr. Lawless stated that he had a preference for "boulevard" because of the reference to the original
Shelton Boulevard and a desire to link the present and past together as much as possible.
Mr. Belcher suggested separating the questions of a proper name and suffix.
Ms. Colbath called for a straw vote on the name Shelton McMurphey as the top priority. She announced
that the straw vote was unanimous.
Mr. Carroll commented that it was not necessary to prioritize the names but rather make it clear in the
report to the council that other names were considered.
Mr. Nystrom asked the commission to consider whether Mr. Carroll's suggestion needed to be part of a
motion and noted that the Council would see the Commission's minutes. He also suggested that if the
commission was moving away from the council's original proposal that could be cited in the motion

along with the preferred alternatives.
Ms. Colbath asked for suffix proposals and clarified that Shelton McMurphey was not hyphenated.
Mr. Hledik suggested boulevard as the suffix for previously stated reasons.
Ms. Colbath said there had been some testimony from descendants commenting that boulevard might be
too magnanimous but given information about the range of sizes in boulevards throughout the City she
had no consternation about moving forward with boulevard.
Mr. Belcher said that boulevard was the historic name and there was value in retaining that history even
with the change from Shelton to Shelton McMurphey, but there was a nationally recognized hierarchy of
road names and while not codified it was understandable. He did not perceive the street as a boulevard
and while he could accept boulevard, he preferred the term "road."
Mr. Hledik said that road suggested the County's road system and as an alternative, "drive" would be
more appropriate.
Mr. Belcher accepted Mr. Hledik's suggestion.
Mr. Hudspeth agreed with Mr. Lawless and preferred boulevard for historic purposes. He was in favor of
Shelton McMurphey Boulevard.
Ms. Colbath called for a straw vote on "boulevard" and "drive." She determined that five Commission-
ers were in favor of boulevard and one Commissioner was in favor of drive. She asked for staffs
recommendation on how to proceed. Mr. Nystrom recommended that if other names would be consid-
ered, but not prioritized, that should not be included in a formal motion and let the record of the minutes
reflect that discussion for the Council's consideration.
Mr. Lawless moved, seconded by Mr. Hudspeth, that based on the oral and writ-
ten testimony, the available evidence in the record and the Commission's discus-
sion in regards to the criteria of approval, EC 9.8485 regarding what is in the
best interest of the City of Eugene, the Commission recommends to the City
Council against the renaming of the 3rd/4th Connector to Shelton Boulevard and
recommends that the street be renamed to Shelton McMurphey Blvd. (abbrevia-
tion for boulevard) and that the Commission's record indicate the discussion of
other names and variations of suffixes. The motion passed unanimously, 6:0.
Ms. Colbath expressed amazement that the original street was an all-weather road. She noted that
boulevard was recommended in the motion and drive was a secondary possibility for a suffix and called
for any additional suggestion for proper names.
Mr. Carroll suggested the following names: Doctor Shelton Boulevard or Drive, Shelton Family
Boulevard or Drive and Alberta Shelton Boulevard or Drive. He understood that Doctor Shelton was
questionable and Shelton McMurphey might also be if common usage shortened it or someone was cut
off in the middle of an emergency call but thought that Doctor Shelton got to the heart of the testimony
presented and was a unique name in itself.

Ms. Colbath determined that there was no support for forwarding McMurphey Way as an alternative and
asked ifthe commission wished to forward all three ofMr. Carroll's suggestions.
Mr. Belcher said Mr. Carroll's suggestions could be forwarded as alternative names for the council to
consider.
Mr. Nystrom said the staff report to the council would reflect the commission's discussion of alterna-
tives, including Shelton McMurphey Drive.
Mr. Belcher stressed that the staff report should indicate alternatives were advocated for, but not
considered as the first name choice.
Ms. Colbath adjourned the meeting at 6:55 p.m.

Approximately six years ago, the SMJ Board started to look at the possibility of naming
the street that runs east to west in front of the house with a name that would be historic to
tie it to the House. At the time, we were told that tIle only way that could happen would
be for all of the property owners along the street to agree on a name. The manager of the
apartment complex to the west of the House was contacted. Since the name of their
complex is "One West Fourth Apartments", they wanted to keep their current address.
So, in our mind, that killed the idea.
Some time after that, We folli1d otif that the City planned to brit1g that street up to local
standards with a major redesign, a.nd also that the Whiteaker Reflfiert1eftt Plan had
proposed many yeats ago giving the street an histonc name tied to the house. This raised
our interest in again pursuing an historic name. We talked with several councilors and
Public Works staff; they seemed to be very supportive of our desire. We preferred the
name ""Shelton Way", but someone told us that we couldn't use a name similar to another
in the City. Since there was already a very short street in SW Eugene named "Shelton
Ave.", we switched to McMurphey Way. A letter was sent to Mayor Torrey and the City
Councilors on September 23, 2003 requesting that name. At the time, we were given
assurance that would happen when the new construction was completed.
When the new street was nearing completion, Public Works staff asked us, what name did
we want for the street. We told them McMurphey Way. Later we were told by Mary
Walston, that we would have go tP.1"ough some kind of formal process, she wasn't sure
what, but we should talk with Gab Flock in Planning. I had a meeting soon after with Gab;
the most significant thing to come out of that meeting was that no one was sure whether the
street had ever been officially named. He said if that was the case, it would much easier to
fiame it. I called the surveyof, DOM Stetfitfi'S office, and they did significant research, and
determined the street had never been officially named, even though they used "3rd_4th
Avenue Connector" on the plat map.
I relayed this information to Gab and Eric Jones in Public Works. Eric told me that Ken
Guzowski had done considerable historic research on streets in that area and had found a
number of old Sanborn maps, but none showed a name for the street in question. There
was one very interesting fmding, two of the maps (1925 & 1962) showed that the street
running behind the SMJ House from 3rd and Pearl St. to the top of Skinner Butte was
named "Shelton Boulevard. After that 1 went to the Lane County Surveyor's office to
see if they had additional infonnation. They gave me a copy of a map of about 1910 by
Mr. Klovdahl that names the same Butte road "Shelton Blvd.". Later I found that when
Dr. Shelton sold a parcel of land (at the butte summit) to the U of 0 in 1988 to build an
observatory, he agreed to construct an all-weather road to the site. That road was
completed about 1892 and we are assuming he named it Shelton Blvd., so there was a
road by that name for at least 70 years. Sometime after 1962, the name was changed to
Skinner Butte Loop (no one seems to know when that occurred). It seems most appropriate
to honor this individual by using the same road name that existed for over 70 years in the
same area in naming our new "Historic District" street.
Doctor Thomas \Vinthtop Shelton deserves this honor for the following reasonS:
He was an early pioneer to the Willamette Valley on the Oregon Trail in 1846
Mr. Shelton graduated from medical school and married Adah Lucas in 1870.
The family was the founder of Monmouth College in Monmouth, Oregon.
In 1873, he established himself as a physician and a pharmacist in Eugene.
In 1883 and 1884, he purchased most of Skinner's DLC north of the O&C Railroad.
He subdivided the land west of the Butte, between Washington & Lincoln, in 1886.
In 1886, he & Charles Lauer established Eugene's fttst water Co. & built a reservoir.
IIl1887, he built on the Butte's south face an elaborate Queen Ann Victorian hoUSe.
Fall 1887, the house was almost ftnished, when one day at midnight it burned down
He decided to try again, work resumed in Apr. ~88, in Oct. Shelton family moved in.
In Sept. 1888, Dr. Shelton sold a parcel of land at the Butte summit to the VoID.
As a part of sale, he agreed to build an all-weather road to the VotU Observatory sift
In 1892, the road from 3rd & Pearl to the summit was completed, and later named.
He was "deeply involved in the social and economic fabric of 19th Century Eugene".

At the time of his death, he owned most (ifnot all) of the land between Lincoln and Pearl
adjacent to what is now called the 3fd/4i11 Connector. Now that this road has been converted
from on alleyway to one of the fmest boulevards in Eugene at the heart of our Historic
District, it is only fitting that we honor one of our most significant pioneers by naming this
new street "Shelton Boulevard".

Dear Kent Kullby,
I was pleased to receive your name from Ken Guzowski after my inquiry a
couple weeks ago about renaming of the road along the south foot of Skinner Butte.
I learned only last evening from the Shelton-McMurphey-Johnson board minutes
and agenda that a hearing is tomorrow! I am Shelton McMurphey "family
liaison" but we have not been in touch about this issue. I will send them the same
thoughts I write below.
During an impromptu visit to the grounds with Ken in the fall, he mentioned
some proposed names for the improved road, and I asked him for an update after
hearing not long ago that "Shelton Boulevard" was proposed.
I've canvassed other Shelton descendants (a few grandchildren of and a few
great-grandchildren of Robert and Alberta Shelton McMurphey, none of whom has
the Shelton surname), and each, independently, has fully favored use of
"Shelton".
The eldest, Alberta Roberts Tobey (b.1915), who lived in the house for
several years growing up, wrote:
"Grandma [Alberta Shelton McMurphey] would be happy because she would feel
that no name could be as associated as her maiden name."
In addition to factors such as Shelton's Additions to Eugene, his ownership
of the Butte and transfer of some of it to the water utility he cofounded, and
his permission to the University to build an observatory, I remember family
accounts that Dr. and Mrs. Shelton, both interested in botany, ordered
from around the U.S. to plant the then-barren south side of the Butte;
found a contemporary newspaper report that he welcomed the townspeople
their cattle up the Butte to graze -- and eventually built the road to
summit to keep the house gardens from being trampled.

I have been sorry the the story of T.W. Shelton is now so little known, owing
to his death so young so long ago (aged 49, 1893). The Guard account of his
return to Eugene from California, a physician unable to cure his own illness
-- met by friends who carried him to his house -- bulletins the next few days,
till the obituary -- are poignant. His love for the town was certain, and
inspired the civic life of his daughter during the sixty years she lived in the
house.
Mention of the road up the Butte brings up the question of road nomenclature.
It is certainly the farthest thing from a "Boulevard" -- which it was named,
wasn't it?
Each of the descendants feels that "Boulevard" sounds inappropriate for the
Butte-front road, discordant with its site, characteristics, and history. I
wonder whether the idea came up to conform with the existing "Shelton Boulevard"
-- and whether any consideration has been or can be given to changing that
(of which I guess few people are aware) to more accurate nomenclature --
"Shelton Drive", -for-instance, which acknowledges the cattle driving and a common
current meaning of "Drive", that it affords the prospect of scenery or a view?
Most of the family members suggested that "Shelton Road" would sound most
natural and fitting for the connector renaming. I don't know what the City or
other interested parties deem the options to be, but I wonder if these
distinctions may be discussed:
A "Road" is usually outside of a grid of city blocks, a "Street" usually has
sidewalks, an "Avenue" might be lined with statelier buildings, perhaps trees
-- and "Boulevard" usually connotes a major, broad thoroughfare, formally laid
out with trees and belts of turf or flowers, with heavy traffic requiring
stoplights at intersections -- and, especially in world capitals, with which one
associates the term, often has commercial establishments, cafes. . .hence
"boulevardiers"!
We suggest that "Road" sounds pioneer-connected and simple, but ongoingly
useful.
The heretofore narrow, long-unpaved route below the Shelton property of
course brought carriages to an entrance from which they were driven up around its
terraces to the house.
Finally -- with thanks indeed for your time -- I hear it is surmised that
"Dr." might be used in the name, if "Shelton" is chosen -- to avoid confusion
with Sheldon Way. Since Sheldon was also "Dr." (academically), I would rather
wonder why not skip using "Dr." in the present case too. Perhaps since the
Shelton route is at the foot of the Shelton House, any confusion would be
minimized.
I'm sorry we haven't had a chance to speak, or time now for me to
what form you would have liked some of this testimony submitted.

Dear Members of the Planning Commission:
For several months, members of Shelton-McMurphey-Johnson Associates have been in contact
with the city manager, mayor and council in hopes of naming the newly improved 3rd/4th
Connector Street to one that acknowledges the history of the Shelton-McMurphey-Johnson
House and the prominent family that built it.
Led by Building and Grounds Chair, Ray Wiley, the Associates have made some significant
findings regarding the area around the Shelton-McMurphey-Johnson (SMJ) House at 303
Willamette Street (The area's only Victorian House Museum); a City owned treasure built in
1888. Those findings are as follows:
The east-west street in front of the house, that we have been calling the 3rd/4th
Connector has never been officially named by the City. That roadway is very old; it shows
in photographs going back to 1890 when it was called "The Carriage Road" by Dr. and Mrs.
Shelton. The road right-of-way was part of the Southern Pacific RR Reserve (given to them
by Eugene
Skinner) until it was transferred to Eugene on February 6, 1975. After that the City paved
a very narrow strip between Pearl and Lincoln, but never named it. Now it has been brought
up to City Standards, a wide boulevard, with landscaped islands and set back sidewalks,
and antique gooseneck street lamps to match those at our historic renovated train station.
It needs to be given an historic name.
Ken Guzowski has researched old Sanborn Insurance Maps going back to 1890. The most
interesting finding from those maps is that the road that goes up to the top of Skinner
Butte from 3rd and Pearl (running behind the SMJ House) was named Shelton Boulevard on the
1925 and 1962 maps. Then we found an old ca.1910 map of Eugene's Historic District that
also shows that road named Shelton Boulevard. In 1890, Dr. Shelton owned almost all of the
land north of the right of way in question, all the way to the Willamette River. In 1886,
as an owner of the Eugene Water Company, he built the first reservoir in Eugene on the
Butte. In 1888 he sold a small piece of land on the east summit of the Butte to the
University of Oregon, so they could build an observatory. At that time, Dr. Shelton
committed to building an improved gravel road to the summit. That road was completed in
1892 and we surmise that he named it Shelton Boulevard.
In 2003, when the first letter was sent, SMJ Associates were under the impression
that Dr. Shelton's name could not be used for the street name, since there was already a
one-block street in SW Eugene called Shelton Avenue. Further research found a great number
of street multiples, all with different appendages. In fact, the word "Bailey" is used
five times. Without using "Court or Place" multiples, we have found about 115
combinations, with each name in a different area of town.
Dr. Shelton was a true Oregon pioneer, having arrived in this valley the same year that
Eugene Skinner did 1846. He practiced medicine near Monmouth and Salem before he, his wife
and young child moved to Eugene in1873, was one of Eugene's first physicians and also
owned a pharmacy. For 15 years they lived at "Mrs. Underwood's", then in 1888 he built the
"Castle on the Hill". He purchased nearly half of Eugene Skinner's Donation Land Claim
(D.L.C.), owning most of the land between the road right-of-way, in question, and the
river. He subdivided the land between Third and Cheshire, and between Lincoln and
Washington in 1886&1889. With Charles Lauer, he established the Eugene Water Co. (Eugene's
first water utility) in 1886. That year they built the first reservoir on Skinner Butte.
Shelton was known for his public spirit, being greatly involved in the social and economic
life of Eugene during the last quarter of the 19th Century. His impact on the fabric of
early Eugene was comparable to that of that other early pioneer, Eugene Skinner.
It would be a fitting tribute to this truly great Eugene Pioneer to name the street
directly south of the land he once owned for this early community doctor, T. W. Shelton.

Dr. Shelton was a true Oregon pioneer, having arrived in this valley the same year that
Eugene Skinner did 1846. He practiced medicine near Monmouth and Salem before he,
his wife and young child moved to Eugene in1873, was one of Eugene's first physicians
and also owned a pharmacy. For 15 years they lived at "Mrs. Underwood's", then in 1888
he built the "Castle on the Hill". He purchased nearly half of Eugene Skinner's Donation
Land Claim (D.L.C.), owning most of the land between the road right~of~way, in
question, and the river. He subdivided the land between Third and Cheshire, and between
Lincoln and Washington in 1886&1889. With Charles Lauer, he established the Eugene
Water Co. (Eugene's fust water utility) in 1886. That year they built the fust reservoir on
Skinner Butte.
Shelton was known for his public spirit, being greatly involved in the social and
economic life of Eugene during the last quarter of the 19th Century. His impact on the
fabric of early Eugene was comparable to that of that other early pioneer, Eugene
Skinner.
It would be a fitting tribute to this truly great Eugene Pioneer to name the street directly
south of the land he once owned for this early community doctor, T. W. Shelton.

Shelton-McMurphey-JohrisdnHouse Board qfD.irectors that the officially unnamed
street in front of the SMJ House be offic,ially designated Shelton Avenue.' This would
honor one of Eugene's early physiciars and be entirely appropriate to front this National
Register of Historic Places property, as well as grace Skinner Butte Park, and the
historically designated Eugene Depot and Oregon Electric Station.
In our desire to positively shape our community's future it is important to remember our
shared past. Please give serious consideration to officially naming this street after this
significant figure in Eugene's past. Shelton Avenue, or some variant thereof, would be
most appropriate.

daughter, Alberta, grew up here and the
house served as the wedding site when

house in 1950 and deeded it to public

BRIEFING STATEMENT: On March 14, 2006, the Planning Commission will hold a public
hearing on a City-initiated request to rename the 3rd/4th Connector (a.k.a. 3rd/4th Avenue) to Shelton
Boulevard. After hearing public testimony and asking any questions of staff or participants, the
Planning Commission may deliberate and prepare a recommendation to the City Council immediately
following the public hearing, or at the Commission's meeting on March 20,2006.
BACKGROUND: On December 12,2005, the Eugene City Council initiated the proceeding to
consider a change from the existing street name 3rd/4th Connector (a.k.a. 3rd/4th Avenue) to Shelton
Boulevard based upon a request by the Shelton-McMurphey-Johnson House Board members. The
Shelton-McMurphey-Johnson House is located on the flanks of Skinner Butte Park north of the

The 3rd/4th Connector is a public street segment that runs from the
intersection of Lincoln Street and West 3rd Avenue to the intersection of
East 4th Avenue and Pearl Street. The street is located north of the railroad
tracks and south of Skinner Butte Park, see attached map.

Purpose of Staff Report
The Eugene Code requires City staffto investigate the facts bearing on a proposed Street Name Change
and to prepare a staff report to the Planning Commission. The staff report must be printed and available
prior to the public hearing to allow the Planning Commission, affected and interested parties and citizens
an opportunity to learn more about the request and to review the staff analysis of the proposed street
name change. The staff report gives preliminary information, based on evidence submitted prior to
completion of the report, which may be supplemented by testimony and other materials presented at the
public hearing.
Request
At their work session meeting of December 12,2005, the City Council directed staff to initiate the
proceedings for a street name change application to re-name the 3rd/4th Connector (a.k.a. 3rd/4th Avenue)
to Shelton Boulevard. The request was initiated by the City Council based upon a request by the
Shelton-McMurphey-Johnson House Board members. The Shelton-McMurphey-Johnson House is
located on the flanks of Skinner Butte Park north of the 3rd/4th Connector.

The initiation of the street name change request was based upon a recommendation from the Shelton-
McMurphey-Johnson House Board members, see attached letter dated December 5, 2005. The street
name change is recommended so as to honor Dr. Thomas Winthrop Shelton. Dr. Shelton was a pioneer

who arrived in Eugene in 1846, was one of the founders of the Eugene Water Company in 1886, and he
had the Shelton-McMurphey-Johnson House (303 Willamette St.) built in 1888. Previously, the
Shelton-McMurphey-Johnson Board members had recommended McMurphey Way, see attached letter
dated November 4,2005. The McMurphey name is related to the Shelton family. The granddaughter of
Dr. and Mrs. Shelton, Alberta Shelton was a member of the first graduating class of the University of
Oregon, and she married Robert McMurphey. Together they lived in the Shelton-McMurphey-Johnson
House. Like Dr. Shelton, Mr. McMurphey was active in civic and commercial affairs having been a
board member of the Eugene Water Works Board, City Park Board, and was the first vice president of
the Eugene Commercial Club in 1902. He helped organize the Willamette Valley Woolen
Manufacturing Company in 1901 and he earned a living in real estate and insurance businesses.
Site Description
The proposed street name change affects the entire 3rd/4th Connector between the intersection of West 3rd
A venue and Lincoln Street; and the intersection of West 4th Avenue and Pearl Street. The street follows
the topography of the flanks of Skinner Butte causing the street to curve from West 3rd Avenue to West
4th A venue. The street was recently improved to City standards with paving, curbs, gutters, street trees,
and sidewalks and was realigned at its intersections with West 3rd and East 4th Avenues (see attached
news release). As shown on attached maps, there are 10 properties that abut the street, but only three
properties have 4th Avenue addresses which would need to be changed. Other properties are either
vacant or are developed with addresses associated with other abutting streets. Staff notes that one
property with a 4th Avenue address is an apartment complex with 56 units (1 West 4th Avenue).
Tvpe IV Street Name Chanee
Oregon Revised Statutes (ORS) provides the procedure for renaming streets. ORS 227.120 states that
the Planning Commission shall recommend to the City Council whether a street should be renamed, if in
the judgment of the commission, such renaming is in the best interest of the City. Consistent with ORS
227.120, the Eugene Code requires that Street Name Changes be processed as a Type IV application
according to procedures specified in EC 9.7400 to 9.7455. The Planning Commission shall conduct a
public hearing according to the quasi-judicial procedures of State law and those set out in Eugene Code
9.7065 to 9.7095. The Planning Commission shall make a recommendation to the City Council whether
to approve, approve with modifications or deny the street name change application. The
recommendation shall be based on the required approval criteria, EC 9.8485 regarding what is in the
best interest of the City.
The City Council will also conduct a public hearing according to the same quasi-judicial procedures
prior to making a decision. The decision of the City Council is final. A party may appeal the decision
to the Oregon Land Use Board of Appeals within 21 days of the decision of the City Council. Appeals
to the Oregon Land Use Board of Appeals are governed by ORS 197.805 to 197.860.
Referrals. Staff Report and Public Hearine Notice
Oil February 1 O~ 2006, the City mailed notice of the proposed street name change to owners and
occupants within 300' of the 3rd/4th Connector, and posted notices and freestanding signs along the street
as required by EC 9.7415. On February 15,2006, the application was referred to the Whiteaker
Community Council neighborhood association, various City departments, utility providers as well as
Fire and Emergency Medical Services, Eugene Police Department (i.e. 9-1-1 Emergency

Communications Center), and the Post Office. Comments from these various agencies will be addressed
in the evaluation below.
Staff has received a few written comments in response to the public notices (see attachments). Two
comments are in support ofthe street name change and were received from the Whiteaker Community
Council neighborhood association and from Imperial Floors business at 355 Lincoln Street. Two
comments object to the street name change. One objection is from the owner of One West 4th
Apartments, a 56-unit apartment complex located at 1 W. 4th Avenue; and one objection is from a
resident of the apartment complex. The basis of the objections raised is the cost and difficulties of
changing the street name including having to change the name of the apartment complex with little
perceived benefit, and objection to the use of staff resources that could be better used on other ways to
improve the street (i.e. street calming). Any additional written comments received after the preparation
of this Staff Report will be brought to the public hearing.
Staff Evaluation
The following criterion from EC 9.8485 shall be applied by the Planning Commission and City Council
in approving or denying a Street Name Change application:
EC 9.8485 Street Name Chane:e Approval Criteria. The planning commission shall
recommend, and the city council shall approve an application for a street name change
upon determining that a proposed renaming is in the best interest of the city.
Based on evidence available as of the completion of this staff report, the following findings are
presented.
As noted above, the sole criterion for evaluating this application is whether the proposed street name
change is in the best interest of the city. When the City Council initiated the street name process, the
Council did not specifically endorse the street name Shelton Boulevard, but endorsed the process of
renaming the street and forwarded the Shelton Boulevard proposal in consideration of the request of the
Shelton-McMurphey-Johnson House Board members. Through this action, it can be concluded that in
principle, the concept of renaming of the 3rd/4th Connector is in the best interest of the city, and final
action of choosing the most appropriate street name should be determined through the review process.
In determining the most appropriate street name for the 3rd/4th Connector, additional information is
provided in this report to the Planning Commission which can be considered in the evaluation of the
criterion (i.e. what is in the best interest of the City). Also, additional comments and information for
consideration may be provided at the public hearing.
Staff notes that based on street name changes that have occurred in the past, service providers like 9-1-1
and the U.S. Post Office can make the necessary changes in their database systems with 30 days prior
notice, and will maintain both street names in their database systems for a period of one year. This will
enable 9-1-1 services to respond to either street name and likewise, the Post Office will provide mail
service to either street name for a period of one year. LCOG, which maintains many of the GIS
computer databases for the region, will be able to accommodate the street name change in their database
systems.

Whiteaker Plan
The subject street is within the boundaries of the Whiteaker Plan. The plan mentions the idea ofre-
naming the street to Shelton-McMurphey Avenue in a suggested action to implement a plan policy (see
attached excerpts from the Whiteaker Plan).
Public Agency Comments
The application was referred to various city departments and utility service providers, including Fire and
Emergency Services Department, the Eugene Police Department (i.e. 9-1-1 Emergency Communications
Center), Public Works Department, Eugene Water and Electric Board and US Post Office
representatives.
Lane Council of Governments (LCOG) currently facilitates coordination with local governments and the
U.S. Postal Service to address the needs of planners, developers, public safety, and U.S. Postal Service
staff when reviewing new road names and proposed road name changes. An inter-jurisdictional Lane
County Road Naming Committee is responsible for reviewing street names proposed in new
subdivisions or for street name change proposals. The committee was formed in response to the
difficulties experienced in providing services within Lane County when street names are identical or are
too similar to each other, or utilize unique formats and punctuation in the street name. The committee
reviewed the proposed street name of Shelton Boulevard and reported objection to the proposed street
name because Shelton Avenue already exists in Eugene. Shelton Avenue is a short street with 8 houses
located between Stansby Way and Hawkins Heights Boulevard in southwest Eugene. The objection is
based upon the fact that duplication of street names like Shelton Boulevard and Shelton A venue would
result in numerous difficulties for a number of service providers including 9-1-1 Emergency Center staff
who must direct emergency services (fire and ambulances) to respond to addresses in ~imes of stress.
The duplication of street names could also cause difficulties and delays in the delivery of special mail or
packages by Post Office, Federal Express, United Parcel Service, etc.
In their letter of December 5, 2005, Shelton-McMurphey-Johnson House Board members note that there
are many other instances where street names are duplicated in the Eugene-Springfield area. Staff notes
that existing inconsistencies should not be a basis for allowing more inconsistencies to the general
policy of not duplicating street names. The LCOG facilitator for the committee notes that although the
committee cannot deny a street name change, the committee recommends to the Planning Commission
that the proposed name Shelton Boulevard not be recommended to the City Council (see attached
referral comments).
As an alternative, the Road Naming Committee and referral staff also considered McMurphey Way and
Shelton-McMurphey Avenue. the Road Naming Committee concurs with the use of McMurphey Way,
and concurs with the use of Shelton McMurphey Avenue without the use of the hyphen (-). No
objections from other referral staff were provided to the proposed street names. Staff notes that the use
of "Avenue" would be consistent with nearby avenues that also run east-west as do-es the 3rd/4th
Connector, while nearby streets run north-south.

Recommendation
Based on the findings contained in this staff report, staff recommends the Planning Commission rename
3rd/4th Connector (a.k.a. 3rd/4th Avenue), and recommends the Planning Commission consider alternative
names for the street in place of Shelton Boulevard, such as Shelton McMurphey Avenue or McMurphey
Way in consideration of policy suggested actions contained in the Whiteaker Plan, and in consideration
of public agency referral comments.

Written Statement for Street Name Change Application
Renaming of 3rd/4th Connector (SC 06-1)
On December 12,2005, the Eugene City Council unanimously passed a motion directing the
City to initiate the required process for renaming the "3rd/4th Connector" to "Shelton
Boulevard". The affected street segment runs from the intersection of3rd Avenue and Lincoln
Street to the intersection of 4th Avenue and Pearl Street, and was recently improved to City
standards. As part of the application materials, this written statement intended to provide basic
information about the proposed street name change. Related maps showing the street segment
proposed for renaming and affected properties along the street are also attached for reference.
A street name change is subject to the procedural requirements of the Type IV application
process at Section 9.7400-9.7455 of the Eugene Code (EC), as well as statutory provisions for
renaming streets. After public notice and referral of the application for comments from affected
service providers and public agencies, City staff will prepare a report on the proposed street
name change to be initially considered at a public hearing before the Eugene Planning
Commission. The Planning Commission will then forward a recommendation to the City
Council, and a second public hearing will be held before Council takes action on the proposed
street name change.
The approval criteria for a street name change, at EC 9.8485, requires that the Planning
Commission shall recommend, and the City Council shall approve an application for a street
name change upon determining that a proposed renaming is in the best interest of the City.
Through the City Council action to initiate this street name change process, it can be concluded
that at least in principle, the concept of renaming the "3rd/4th Connector" is in the best interest of
the City as required by the approval criteria. However, upon referral and public notice of the
proposed street name change, additional information from affected service providers and other
public comments will need to be weighed in the evaluation. In addition to the approval criterion
described above, it is noted that general street name change requirements are further addressed at
EC 9.8475-9.8490 (also see ORS 227.120).
Please also refer to the application file for letters from representatives of the Shelton-
McMurphey-Johnson House requesting and supporting City action for a street name change. A
brief narrative on the approximate history of the 3rd/4tli Connector, excerpts from the adopted
Whiteaker Plan related to the proposed street name, and the City Council minutes reflecting the
motion to initiate a street name change from "3rd/4th Connector" to Shelton Boulevard", are also

Eugene's Newest Street Has Deep Roots in Local History
A street rich in local history, connecting Lincoln and Pearlstreetson the north side ofthe railroad
tracks in downtown Eugene, is scheduled to reopen on Monday, Dec. 12, as a fully improved roadway.
The badly deteriorated east-west route, which runs from Third Avenue and Pearl Street on the east to
Fourth Avenue and Lincoln Street on the west, has been closed to through traffic for almost four months to
allow the City and its project contractor, Delta Construction Co., to upgrade the street to create safer traveling
conditions for bicyclists, pedestrians and motorists. The $1.8 million Public Works project also realigned the
intersections at each end of the connector to further improve traveling safety.
The finished project includes a 32-foot wide concrete roadway with two travel lanes, landscaped
medians, bicycle lanes, curb and gutter, sidewalks, street lights, street trees, traffic calming, and wastewater
and stormwater drainage systems.
The Whiteaker Area Refinement Plan provided guidelines for the street project, including a
recommendation that the street name recognize the historical significance of the area. Members of the
Shelton-McMurphey-Johnson House, which was bLiilt in 1888 adjacent to the connector street, recently urged
the Eugene City Council to name the road after Dr. T.W. Shelton, a community doctor during Eugene's early
years.
Eugene's newest street is also one of the city's oldest routes. Photos from 1890 show an access path
serving the granaries and lumber yards next to the railroad tracks. The growth of the railroad, the opening of a
"ew train depot in 1908 and the construction of the Oregon Electric Passenger Station and Freight Depot in
1925 added vigor to the north downtown area and the street that served the properties on the north side of the
tr~c~~r. As businesses flourished on the north side of the tracks, the dirt lane evolved into a narrow paved
roadviay. However, over the years, the street and the surrounding area fell into disrepair. Now the area is
being renovated, a~d the improved street leads to the future as much as the past.

Dear Mayor Piercy and City Councilors:
In the past three weeks, we have made some significant findings regarding the area around the Shelton-
McMurphey-Johnson (SMJ) House at 303 Wtllamette Street (The area's only Victorian House Museum); a City
owned treasure built in 1888. Those findings are as follows:
The east -west street in front of the house, that we have been calling the yd / 4th Connector has never
been officially named by the City. That roadway is very old; it shows in photographs going back to 1890 :.when
it was called "The Carriage Road" by Dr. and Mrs. Shelton. The road right-of-way was part of the Southern
Pacific RR Reserve (given to them by Eugene Skinner) until it was transferred to Eugene on February 6, 1975.
After that the City paved a very narrow strip between Pearl and Lincoln, but never named it. Now it has been
brought up to City Standards, a wide boulevard, with landscaped islands and set back sidewalks, and antique
gooseneck street lamps to match those at our historic renovated train station. It needs to be given an historic
name.
Ken Guzowski has researched old Sanborn Insurance Maps going back to 1890. The most interesting
finding from those maps is that the road that goes up to the top of Skinner Butte from yd and Pearl (running
behind the SMJ House) Was named Shelton Boulevard on the 1925 and 1962 maps. Then we found an old
ca.191O map of Eugene's Historic District that also shows that road named Shelton Boulevard. In 1890, Dr.
Shelton owned almost all of the land north of the right of way in question, all the way to the Wtllamette River.
In 1886, as an owner of the Eugene Water Company, he built the first reservoir in Eugene on the Butte. In
1888 he sold a small piece ofland on the east summit of the Butte to the University of Oregon, so they could
build an observatory. At that time, Dr. Shelton committed to building an improved gravel road to the summit.
That road was completed in 1892 and we surmise that he named it Shelton Boulevard.
In 2003, when we wrote the first letter to you, we were under the impression that we could not use
Dr. Shelton's name for the street name, since there was already a one~block street in SW Eugene called Shelton
Avenue. Since then, we have found a great number of street multiples, all with different appendages. In fact, we
found one where the word ''Bailey'' is used five times. Without using "Court or Place" multiples, we have
found about 115 combinations, with each name in a different area of town.
Dr. Shelton was a true Oregon pioneer, having arrived in this valley the same year that Eugene
Skinner did, 1846. He practiced medicine near Monmouth and Salem b~fore he, his wife and young child
moved to Eugene in1873, was one of Eugene's first physicians and also owned a pharmacy. For 15 years they
lived at "Mrs. Underwood's", then in 1888 he built the "Castle on the Hill". He purchased nearly half of
Eugene Skinner'sTIonation Land Claim (D.L.c.), owning most of the land between the road right-of-way, in
question, and the river. He subdivided the land between Third and Cheshire, and between Lincoln and
Washington in 1886&1889. With Charles Lauer, he established the Eugene Water Co. (Eugene's first water
utility) in 1886. That year they built the first reservoir on Skinner Butte.

Shelton was known for his public spirit, being greatly involved in the social and economic life of
Eugene during the last quarter of the 19i1i Century. His impact on the fabric of early Eugene was comparable to
that of that other early pioneer, Eugene Skinner.
It would be a fitting tribute to this truly great Eugene Pioneer to name the street directly south of the
land he once owned for this early community doctor, T. W. Shelton.

Dear Mayor Piercy and City Councilors:
Recently the Shelton-McMurphey-Johnson Associates met to discuss the nearly finished
reconstruction of the 3rd/4th Connector Street. We have a sincere interest in the project as
we feel it will have a positive impact on the SMJ House, increasing the community's
awareness of the House and the public's ability to access the historic site.
'Ve would like tc recommend that J'CU ccnsider that the street directly in fr9nt of
the Shelton-McMurphey-Johnson House be given an historic name. Our suggestion
is to name the street McMurphey Way; since the SMJ House derives part of its
name from the McMurphey family who lived in it for 60 years.
When the Shelton-McMurphey-Johnson House was built in 1888, there was a walkway
from the East Side of Willamette Street, to the north up the south face of Skinner Butte.
That walkway connected to the House. In 1997, when the OSLC parking lot was built,
the walkway was severed, thus eliminating walking access to the SMJ House. Often
visitors comment on how difficult it was to figure out how to access the House, given that
the street address and actual street access do not coincide.
The SMJ Associates felt that now would be the appropriate time to visit the idea of
officially dedicating the street scheduled for reconstruction and renaming it. It would
serve two purposes: 1) more clearly identify where the SMJ House is located and 2)
provide a sense of community history for current and future Eugene residents.
All businesses on the street have been notified of our recommendation and most are
supportive of the name change. All would prefer the street name McMurphey Way to the
"3nf/4th Connector" -

Down to Earth president; Zeph Nan Allen, is strongly in favor of the name change. In
fact, their address of 150 W. 4t1i has also caused much confusion for visitors, customers
and delivery personnel since there is another 4th Avenue on the south side of the tracks.
Max Kessler, 08LC Facility Manager, does not have a problem with the name change,
provided the City allocates some funds for the cost of letterhead and business card
changes.
Michael Watkins, the Manager of 1 West 4th Apartments, contacted the building owner
in California. The owner's first preference is not to change the name of the apartment
complex and street. However, if a change was inevitable -- she would rather have the
name changed to McMurphey Way rather than "the 3rd/4th Connector". Again, letterhead
and change of address costs would be appreciated.
The Ya-Po-Ah Terrace address is 350 Pearl Street, and would not be affected.
We appreciate your time in considering our recommendation. Should the name change
occur, the 8MJ House would be connected to Eugene's Historic District with (according
to the proposed plan) a new walkway from Pearl Street along a street with a meaningful,
historic name.

6. Encourage through truck traffic within the Whiteaker neighborhood to use
designated truck routes and facilities and discourage use of residential streets.
6.1 Improve signing and enforcement of truck routes as well as truck prohibitions.

7. Improve traffic safety for the various modes of transportation either by
implementing measures to separate different modes or to make shared travel lanes

Applicant's proposal for a street name change from 3rd/4th Connector to Shelton Blvd
Lane County has a Roadnaming Committee which is responsible for reviewing new street names.
The committee is made up of representatives from 9-1-1, LCOG, many local jurisdictions
(including City of Eugene), and the U.S. Postal Service. It is an advisory group only, and does
not have the authority to deny a street name; however, it is unusual for a jurisdiction to accept a
road name that the committee has recommended against.
In November 2005, two names were proposed to the Roadnaming Committee for this connector:
Shelton Blvd or McMurphey Way.
Shelton Blvd was recommended against because Shelton Ave already exists in Eugene.
Duplications of road names, even if they have different road types, result in difficulties for road
name and address users, including E9-1-1 (emergency responders), many public agencies,
private companies, the U.S. Postal Service, residents, and the public at large.
McMurphey Way was approved by the committee.
I see that the Eugene City Council initiated the request based on a request by representatives of
Shelton-McMurphey-Johnson House. However, I do not see whether they were made aware of
the recommendations of the committee.
I see no history that Shelton-McMurphey Ave was ever proposed to the committee. Please let
me know if you would like me to submit this name. (Because hyphens are problematic in street
names, approval of this name would likely include the request to change the hyphen to a space.)
If you would like further details on why duplicate road names are problematic, please let me
know.

Suggested Road Naming Guidelines
Lane County, Oregon
Recently, many new road names became problematic for address and road name users.
Developers have proposed road names that are identical or too similar to existing road names in
Lane County. There have also been problems with road names containing road types,
alpha/numeric, etc. This results in difficulties for many public agencies, private companies, the
U.S. Postal Service, E9-1-1, residents, and the public at large.
Lane Council of Governments (LCOG) facilitated a meeting with local governments and the U.S.
Postal Service to create guidelines to accommodate the needs of Planners, Addressing, Public
Safety, and U.S. Postal Service staff when reviewing new road names and proposed road name
changes. The guidelines apply to both public and private road names.
Generally, each jurisdiction involved in reviewing subdivision plats and proposed road name
changes already has an existing review process. In addition to these existing review processes,
it was concluded that it would be beneficial to have the U.S. Postal Service, E9-1-1, and LCOG
review proposed road names. In an effort to reduce the amount of paper involved with this
additional step, correspondence will be sent via e-mail. An e-mail group list has been created
and can be found on the RIS network as *LCOG Roadnames. Another benefit of the group list
is that it may help prohibit identical or too similar road names from being approved by two
different entities simultaneously. Those who send proposed road names to the e-mail group list
should give reply deadlines. Recipients should reply that the proposed road name is acceptable
or unacceptable before the deadline.
Guidelines:
These guidelines do not conflict with any existing regulations within Lane County. Road names
can be checked by using www.rlid.org.This site contains all road names within Lane County
where building permits have been issued.
Do not accept:
. Road names without a valid road type;*
. Road names with post-directionals (ex: Wood lake Way South);
. Road names with pre-directionals contained within the road name field (instead of in
the pre-direction field). Pre-directionals that are attached to another word in the road
name (no space between words) are acceptable (ex: South Ridge Dr is not
acceptable, Southridge Dr acceptable);
. Road names with punctuation (ex: S1. Ives PI, Be-ell PI, or Hooton's Corners Rd);
. Road names with potentially confusing foreign names (ex: Soufreiere Ct);
.. Road names that are alpha/numeric (ex: Bonners Lane 1);
. Road names that sound like existing road names (ex: Cortland/Portland);
. Road names that contain more than 20 characters (ex: Goodpasture Lakes Loop
Rd);
. Road names that contain a road type within the road name (ex: Woodway PI);*
. Road names that contain a sound-alike of a rOCild type within the road name (ex:
Brenelain Ave);*

· Road names that are identical to an existing mailing or incorporated city;
· Road names that are in general confusing, or have unusual spellings (ex: Acres on
Taylor Ave or Hodsdonsdale Ln);
· Road names that contain abbreviated MT (mount/mountain) or ST (saint) without
another word following (ex: Shasta MT Rd not acceptable, MT Shasta Rd is
acceptable). There will be no punctuation but it must contain a valid road type;
· Road names with TRL as a road type. "Trail" in the road name is acceptable with a
valid road type (ex: Deer TRL not acceptable, Deer Trail Rd is acceptable).
Proposed road names that already exist in Lane County will be reviewed on a case-by-case
basis. Because the Master Street Address Guide (MSAG) is maintained at a county-wide level,
it would be less confusing to avoid duplication of road names in Lane County.
Additional guidelines:
Naming cul-de-sacs:
. A new road name is preferable
· For short cul-de-sacs which can be addressed between the lowest and highest
addresses of the "root" road where it connects with the cul-de-sac, it is acceptable to
use the same road name and type as the root road. Do not use a different road
type. (ex: a cul-de-sac off of Teralee Ln should be named either Teralee Ln or an
entirely different road name)

I would certainly think that the City of Eugene would have more important things on
their agenda than to spend time trying to change the name of a street. This is ridiculous.
I have letterhead stationary, return address stickers and stamp, checks and other day- to -
day things that a person would have that will have to be changed.
I would imagine that you all have already made your minds up about the renaming of the
street but just running it past us taxpayers as a legal step.
Why didn't any of you investigate this a bit more thoroughly? A speed bump would have
been nice for this speed-thru-Indianapolis 500. But let me think---wait until a little old
lady or man gets ran over at the pedestrian walk across that all the speeders ignore, and
THEN we can have another meeting and maybe do something else stupid! (like
renaming it.) Suicide Street would really be appropriate.
People in the One West Fourth Street Apartments just happen to live there day and night.
They like to walk their dogs across in the vacant lot. We have pets and older people that
would have appreciated the City Planning Commission having taken this into
consideration before busting loose with a new name for the street.
I say NO to renaming that speedway street. Spend your time on something more
productive for the city. Get cameras installed for this wonderful street and catch the
speeders going 50 and 60 MPH. Then after that is all in place, rename your street to your
heart's content.
A taxpayer that is more concerned about NOT running over a person or animal than
renaming a street.

As an owner of One West Fourth Apartments, located at 1 West Fourth Ave., I want to
go on record as opposing the name change. I can't see that anything is to be gained by
the change, and if the change is made, our property, which is named for the street, will
lose its identity. We would then be faced with a name change! And that's no small task!
Also, our tenants would be inconvenienced by having to notify friends, family, banks,
creditors, employers, etc., if you take this action.
The improvements that have been made to Fourth Avenue are very fine, but not
sufficient reason to make the name change. Renaming Fourth Avenue to Shelton Blvd.,
won't necessarily mean that Mapquest will get it right, either. Really.
Please, resist the temptation to think that a name change will further the progress of
Eugene in this instance! Vote NO!

Whiteaker Community Council is in support of the proposal initiated by the Eugene
City Council to rename the 3rd/4th Connector (also known as "3rd/4th Avenue") to
Shelton Boulevard.
At our general meeting on February 8, 2006, we discussed the proposal and
reviewed the applicable part of the Whiteaker Plan, the adopted plan related to the
site. A vote was taken and there was no objection to the proposed change. The
general meeting asked the board to submit an official comment for Whiteaker
Community Council.
We agreed that an historic name that relates to the area's 19th Century history is
fitting, and we support Shelton Boulevard, in honor of one of the earliest residents
of what is now Whiteaker neighborhood, Dr. T. W. Shelton. While we recognize
the inconvenience and expense for those whose addresses will change, we
believe this name change is in the best interest of the city.
As chair of this neighborhood association, I am also reporting that I have not been
contacted by anyone following the public notice that opinions may be stated to
one's neighborhood association.

On Monday May 8, 2006 at 7;30 p.m. in the City Council Chamber at 777 Pearl Street, Eugene,
Oregon, the Eugene City Council will hold a public hearing to consider the following ordinance:
AN ORDINANCE CONCERNING THE CHANGE OF STREET NAME OF THE 3RD/4TH
CONNECTOR WHICH EXTENDS EAST FROM LINCOLN STREET TO PEARL STREET
WITHIN THE CITY OF EUGENE, TO SHELTON McMURPHEY BOULEVARD
The adoption of the ordinance is concerning the following item:
Street Name Chan2e: 3rd/4th Connector (3rd/4th Avenue) to Shelton McMurohey Boulevard
(File Number SC 06-1)
The City Council will consider a proposal to change the existing street name from "3rd/4th Connector"
(also known as "3rd/4th Avenue") to "Shelton McMurphey Boulevard." The 3rd/4th Connector is a
street located east of Lincoln Street and west of Pearl Street; north of the railroad tracks and south of
Skinner Butte Park. Three pro~erties abutting the street have an address with the existing street name:
160 East 4th Avenue; 1 West 4t Avenue; and 150 West 4th Avenue. .
The proposal would change those addresses to "Shelton McMurphey Boulevard" addresses.
Applicable Criteria
The Eugene City Council shall apply the following approval criteria from the Eugene Code, Section
9.8485, to the proposed street name change:
EC 9.8485 Street Name Change Approval Criteria: The planning commission shall
recommend, and the city council shall approve an application for a street name change upon
determining that a proposed renaming is in the best interest of the city.
Street name change applications are subject to review as a Type IV application pursuant to the Eugene
Code Sections EC 9.7400 through EC 9.7455; and Sections EC 9.7065 through EC 9.7095 (quasi-
judicial hearing procedures).
How to Submit Testimony
Testimony may be submitted in three ways:
1. Send a written statement to the City Council. In accordance with Resolution No. 2641 of
the Common Council ofthe City of Eugene, all written material to be considered by the
Council must be submitted to the City Manager's Office, 777 Pearl Street, Room 105,
Eugene., Oregon 97401, no later than 10:00 a.m. on Wednesday, May 3, 2006.
2. Submit a statement at the hearing; however, the City Council will have less of an
opportunity to read it before taking action.
3. Attend the public hearing and state your concerns. Your spoken testimony will be recorded
in the minutes of the hearing.
All written materials that have been submitted to the Planning Commission concerning this matter
have been forwarded to the City Council.
Testimony and evidence of those testifying should be directed toward the applicable criteria described
above, or other criteria in the applicable plan or land use regulation that the person testifying believes
apply to the decision. The applicable refinement plan for this area is the Whiteaker Plan.
You may also state your opinion to your neighborhood group. This application primarily affects
residents of the Downtown Neighborhood Association and the Whiteaker Community Council
neighborhood group. To contact the neighborhood groups, call the Neighborhood Liaison Office at

The general order of the hearing is ~s follows (it is council policy to limit the time allowed for people
providing oral testimony to 3 minutes):
1. Eugene Mayor will commence the public hearing.
2. The Mayor will ask Councilors to disclose any conflicts of interest, ex parte contacts,
and biases, abstentions or challenges to impartiality submitted pursuant to EC 9.7065.
3. Council will receive a City staff report and Councilors will share any information
learned from site visits.
4. Public testimony from the applicant and others in support of the application.

will hold a public hearing to con
sider the following ordinance:
AN ORDINANCE CONCERNING
THE CHANGE OF STREET NAME
OF THE 3RD/4TH CONNECTOR
WHICH EXTENDS EAST FROM
LINCOLN STREET TO PEARL
STREET WITHIN THE CITY OF
EUGENE, TO . SHELTON McMUR
PHEY BOULEVARD.
The adoption of the ordinance
is concerning the following item:
Street Name Change: 3rd!4th
Connector (3rd/4th Avenue) to
Shelton McMurphey Boulevard
(File Number SC 06-1)
The City Council will consider a
proposal to change the existing
street name from "3rd/ 4th Con
nector" (also know as "3rd!4th
Avenue") to "Shelton McMur
phey Boulevard". The 3rd/4th
Connector is a street located east
of Lincoln Street and west of
Pearl Street; north of the rail
road tracks and south of Skinner
Butte Park. Three properties
abutting the street have an ad
dress with the existing street
name: 160 East 4th Avenue; 1
West 4th Avenue; and 150 West
4th Avenue. The proposal would
change those addresses to "Shel
ton McMurphey Boulevard" ad
dresses.
Applicable Criteria I
The Eugene City Council shall i
apply the following approval cri
teria from the Eugene Code, Sec
tion 9.8485, to the proposed
street name change:

Approval Criteria: The planning
commission shall recommend,
and the city council shall ap
prove an application for a street
name change upon determining
that a proposed renaming is in
the best interest of the city.
Street name c.hange applica-
tions are subject to review as a
Type IV application pursuant to
the Eugene Code Sections EC
9.7400 through EC 9.7455; and
Sections EC 9.7065 through EC
9.7095 (quasi-judicial hearing
procedures).
How to Submit Testimony
Testimony may be submitted in
three ways:
1. Send a written statement to
the City Council. In accordance
with Resolution No. 2641 of the
Common Council of the City of
Eugene, all written material to be
considered by the Council must
be submitted to the City
Manager's Office, 777 Pearl
Street, Room lOS, Eugene,
Oregon 97401, no later than 10:00
a.m. on Wednesday, May 3, 2006.
2. Submit a statement at the
hearing; however, the City
Council will have less of an
opportunity to read it before tak
ing action.
3. Attend the public hearing
and state your concerns. Your
spoken testimony will be
recorded in the minutes of the
hearing.
All written materials that have
been submitted to the Planning
Commission concerning this
matter have been forwarded to
the City Council.
Testimony and evidence of
those testifying should be
directed toward the applicable
criteria described above, or other
criteria in the applicable plan or
land use regulation that the
person testifying believes apply
to the decision. The applicable
refinement plan for this area is
