HomeMy WebLinkAboutAdmin Order 53-13-10ADMINISTRATIVE ORDER NO. 53-13-10 of the Planning & Development Department Executive Director City of Eugene, Oregon DELEGATING EXPENDITURE AUTHORITY, PROCUREMENT CARD AUTHORITY, AND THE AUTHORITY TO EXECUTE CONTRACTS AND CHANGE ORDERS FOR CONTRACTS WITHIN THE PLANNING AND DEVELOPMENT DEPARTMENT AND REPEALING ADMINISTRATIVE ORDER NO. 53-02-02. The Executive Director of the Planning & Development Department finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Municipal Charter of 2002, the City Manager is designated as the administrative head of the City and authorized to make purchases and act as the business agent for the City Council in connection with the sale of real estate and other business and commercial transactions. B. Pursuant to that authority, my appointment as AIC Executive Director of the Planning and Development Department was affirmed by Administrative Order No. 21 -12 -10 issued by the City Manager. C. The City Manager has delegated by Administrative Order (most recently by Administrative Order No. 21- 12 -11) the authority to execute contracts to the Assistant City Manager, to the City Attorney, and to the Executive Directors of City Departments (and to such other department personnel as the Assistant City Manager, City Attorney, and Executive Directors shall designate) expenditure authority, procurement card authority, and the authority to execute contracts and change orders for contracts that do not exceed the amounts indicated for each. D. On June 24, 2002, the Executive Director of the Planning and Development Department issued Administrative Order No. 53 -02 -02 delegating contract authority to positions within that Department. It is necessary to amend that Administrative Order to update the contract authority amounts. NOW, THEREFORE, The Executive Director of the Planning & Development Department orders and directs that: 1. The following positions within the Planning and Development Department have procurement card authorization authority, and the authority to execute contracts and change orders for contracts, not to exceed the following amounts: Administrative Order - Page 1 of 2 Designee / Position Amount Division Manager ................................ ............................... $25,000 (Neighborhood, Housing & Community Development Division) Division Manager ................................ ............................... $25,000 (Building & Permit Services Division) Division Manager ................................ ............................... $25,000 (Planning Division) Financial Manager ............................... ............................... $25,000 (Financial Management Services) Neighborhood Matching Grants Manager .......................... $ 2,000 2. Administrative Order No. 53 -02 -02 is repealed as of the effective date of this Order. Nothing contained in this Administrative Order affects the validity of any actions taken by any of the designees named in this Order pursuant to the previously delegated authority.
