ISSUE STATEMENT
This item is to acknowledge awards and achievements and inform the public of proclamations signed by
the Mayor. No action is required by the City Council.
BACKGROUND
At its 1997 fall process session, the council agreed to include a monthly agenda item entitled "Ceremonial
Matters." From time to time, the Mayor is asked to sign proclamations or acknowledge awards received,
which serve to encourage and educate the community about important issues and events.
One item is scheduled under Ceremonial Matters:
1. "Breast Cancer Awareness Month" Proclamation

PROCLAMATION
Breast cancer is the most common cancer among women of all ages
and occurs in women whose only identifiable risk factors are being
female and growing older; and
Approximately 46 women are diagnosed with breast cancer each week
and approximately 10 women die of breast cancer each week; and
The five-year survival rate for breast cancer diagnosed at an early
stage is currently 86% and early detection is our best defense as the
cause of breast cancer is not known; and
The American Cancer Society, Northwest Division, is dedicated to
eliminating cancer as a major health problem by preventing cancer,
saving lives, and diminishing suffering from cancer, through
research, education, advocacy, and service,
I, James D. Torrey, Mayor of the City of Eugene, do hereby
proclaim the month of October 2004 to be
Breast Cancer Awareness Month
and encourage all residents of this community to recognize the contributions of the American
Cancer Society and support efforts to raise breast cancer awareness.
