EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Action: Request for Contingency Funds for Police Audit <br /> <br />Meeting Date: September 27, 2004 Agenda Item Number: 4 <br />Department: City Manager's Office Staff Contact: Dennis Taylor <br />www. cl. eugene, or. us Contact Telephone Number: 682-5010 <br /> <br />ISSUE STATEMENT <br />The City Manager intends to have the International City Managers Association (ICMA) and the Police <br />Executive Research Forum (PERF) review police operations, especially as they relate to officer hiring, <br />training, supervision, and internal investigations. This is a request for contingency funds for that work. <br /> <br />BACKGROUND <br />The City Manager plans to seek an outside professional source for a performance audit of certain <br />policies and procedures within the Eugene Police Department (EPD). Both ICMA and PERF offer <br />consulting and auditing services and both organizations have extensive experience in conducting such <br />reviews and audits. The scope of this audit will include a comprehensive review of EPD's recruitment, <br />screening, and hiring policies and practices; training and internal affairs practices and procedures; and <br />supervision and management relative to these topical areas by PERF. ICMA's portion of the review will <br />focus on police governance, police-community relations, management oversight, and human resources <br />management. The two organizations will coordinate their efforts to provide the City with appropriate <br />recommendations based on these reviews. <br /> <br />The current Contingency Fund balance is $220,000. If this expenditure is approved by the council, the <br />remaining balance will be $112,000 (Attachment A). <br /> <br />RELATED CITY POLICIES <br />There are no city policies inherent in the consideration of contingency requests. The authorization for <br />use of contingency funds comes from the City Council. <br /> <br />COUNCIL OPTIONS <br />The City Council may approve this contingency request, or the City Council could reject this request for <br />contingency funds. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends approval of the motion to authorize the expenditure of $108,000 for the <br />purpose of conducting an external review of relevant police department policies and procedures. <br /> <br /> L:\CMO\2004 Council Agendas\M041011 \S0410114.doc <br /> <br /> <br />
