ISSUE STATEMENT
The City Manager intends to have the International City Managers Association (ICMA) and the Police
Executive Research Forum (PERF) review police operations, especially as they relate to officer hiring,
training, supervision, and internal investigations. This is a request for contingency funds for that work.
BACKGROUND
The City Manager plans to seek an outside professional source for a performance audit of certain
policies and procedures within the Eugene Police Department (EPD). Both ICMA and PERF offer
consulting and auditing services and both organizations have extensive experience in conducting such
reviews and audits. The scope of this audit will include a comprehensive review of EPD's recruitment,
screening, and hiring policies and practices; training and internal affairs practices and procedures; and
supervision and management relative to these topical areas by PERF. ICMA's portion of the review will
focus on police governance, police-community relations, management oversight, and human resources
management. The two organizations will coordinate their efforts to provide the City with appropriate
recommendations based on these reviews.
The current Contingency Fund balance is $220,000. If this expenditure is approved by the council, the
remaining balance will be $112,000 (Attachment A).
RELATED CITY POLICIES
There are no city policies inherent in the consideration of contingency requests. The authorization for
use of contingency funds comes from the City Council.
COUNCIL OPTIONS
The City Council may approve this contingency request, or the City Council could reject this request for
contingency funds.
CITY MANAGER'S RECOMMENDATION
The City Manager recommends approval of the motion to authorize the expenditure of $108,000 for the
purpose of conducting an external review of relevant police department policies and procedures.

SUGGESTED MOTION
Move to authorize the expenditure of $108,000 for the purpose of hiring an outside professional
organization to conduct an external review of relevant police department policies and procedures.
