<br />RESOLUTION NO. 4564 <br /> <br />A RESOLUTION ENDORSING LANE COUNTY'S W ASTESHED GOAL <br />OF 45 PERCENT RECOVERY FOR THE YEAR 2000. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. In order to ensure compliance with the 1991 Oregon Recycling Act, in April, 1992 the City <br />Council amended provisions of the Eugene Code, 1971 concerning recycling collection, and the City <br />Manager implemented progressive rates that encouraged recycling. The 1991 Act set 1995 recovery <br />rate goals for county wastesheds, including a 30 percent rate for Lane County, with a statewide goal for <br />the year 2000 of 50 percent. <br /> <br />B. Lane County was established as a waste shed by the 1991 Act, and the 1995 recovery goal <br />of30 percent was accomplished through public and private efforts to increase recycling opportunities, <br />with the most recent recovery rate calculated from 1996 data being 39 percent. As Lane County's <br />largest city, the waste prevention efforts of the City of Eugene were integral to meeting the recovery <br />goal. <br /> <br />C. The Omnibus Recycling Bill adopted by House Bill 3456 of the 1997 Oregon Legislature <br />modified and expanded the list of recycling program measures among which local governments choose <br />to meet recovery goals. The Bill also requires waste sheds to adopt new recovery goals by July 1, 1998. <br />Lane County has adopted a year 2000 goal of 45 percent and has requested endorsement of this goal by <br />the City of Eugene and other cities with populations greater than 4,000. <br /> <br />D. The 1997 Bill also provides waste sheds the opportunity to earn credit toward their recovery <br />rate for implementing education programs in the areas of waste reduction, composting, and reuse. <br />Elements of such programs are already substantially in place due to efforts of the City's Solid Waste <br />and Recycling Program, the County's Waste Management Division, and some private and nonprofit <br />companies based in this region. <br /> <br />Now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. Based on the above findings, which are adopted herein, the City Council hereby <br />endorses the Lane County goal of a 45 percent waste recovery by the year 2000. <br /> <br />Section 2.
