This is <br />an opportunity to present the findings of the self-assessment process to our elected officials, as required <br />by APWA. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />Not applicable. <br /> <br />Policy Issues <br />The accreditation process involves critical analysis and improvement of Public Works' programs and <br />services. Its ultimate benefit is to promote effective delivery of projects and services and make <br />information about policies, procedures, and management practices more easily accessible. <br /> <br />Council Goal Action Priority <br />This report on the Public Works accreditation process is directly related to the council goal of Effective, <br />Accountable Municipal Government, a local government that works openly and respectfully with and for <br />everyone in the community. <br /> <br />Other Background Information <br />The Public Works Department embarked on an organized, internal evaluation of its policies, procedures, <br />and management practices in May of 2002. Staff in every division have compared their activities to the <br />management practices provided by the American Public Works Association's Management Practices <br />Manual, Fourth Edition. There are 400 management practices in the manual that apply to the City of <br />Eugene's Public Works Department. <br /> <br />In the manual are nationally recognized "recommended" practices developed by experienced public <br />works professionals -- members of APWA. Most of the recommended management practices call for <br />development of some form of formal, written policy, practice, or procedure. This requirement ensures <br />the agency has clear, concise, recently updated policies, practices, and procedures. An agency with <br />recently updated policies, practices, and procedures is more likely to be well-managed than those that <br />are working on informal practices and undocumented policies or procedures. <br /> <br /> L:\CMO\2004 Council Agendas\M040510\S040510C.doc <br /> <br /> <br />
