The suspension would provide time <br />for the council to evaluate the program and determine whether changes should be made. <br /> <br /> <br />BACKGROUND <br />On January 30, 2013, the council approved the following motion: <br /> <br /> Direct the City Manager to prepare and schedule a public hearing on an ordinance <br /> suspending the MUPTE program until after the City Council completes a review of the <br /> MUPTE program to determine whether changes should be made. <br /> <br />The MUPTE program is enabled by state legislation and designed to encourage higher <br />density housing and redevelopment in the core of the city and along transit corridors. The <br />program provides a 10-year property tax exemption on qualified new multi-unit <br />housing investments that occur within a specific, targeted area, meet program <br />requirements, and are reviewed and approved by the City Council. During the exemption <br />period, property owners still pay taxes on the assessed value of the land and any commercial <br />portions of the project, except those commercial improvements deemed a public benefit and <br />included in the exemption. (The current MUPTE boundary map is included in Attachment B. <br />The MUPTE ordinance and Administrative Order used to review MUPTE applications are <br />included in Attachments C and D). <br /> <br />The following is a brief summary of recent council actions related to MUPTE: <br /> <br /> <br />2008 – The council adopted an ordinance amending the MUPTE boundary to include <br /> <br />the Trainsong area. <br /> <br />2008 – The council established the public benefit scoring system currently used for <br /> <br />evaluating applications. <br /> <br />S:\CMO\2013 Council Agendas\M130225\S1302254.doc <br /> <br />
