of the policies set forth in Administrative Rule R-5.046 and meets the criteria for approval set <br />forth in R -5.040-F. Failure to establish the zone would create a hardship for the area's residents <br />and would contribute to traffic congestion in the area. <br />On the basis of these findings, I order that: <br />1. Notwithstanding any other Administrative Order to the contrary, the area depicted <br />on the map attached hereto and incorporated herein as Exhibit A, and as described specifically <br />below, is hereby established as residential permit parking Zone B. <br />High Street: East Side from E. 18th Avenue to E. 13th Avenue <br />E. 14th Avenue: North Side from High Street to Mill Street <br />Mill Street: West Side from E. 14th Avenue to E. 13th Alley <br />E. 13th Alley: South Side from Mill Street to Patterson Street <br />Patterson Street: West Side from E. 13th Avenue to E. 18th Avenue <br />E. 18th Avenue: North Side from Patterson Street to High Street <br />Mill Street: East and West Sides between E. 13th Alley and E. 13th Avenue <br />Ferry Street: East and West Sides between E. 13th Alley and E. 13th Avenue <br />2. The area designated as Zone B on Exhibit A and specifically described in <br />paragraph 1 above, shall allow up to two hours public parking between 7:00 a.m. and 6:00 p.m., <br />Monday through Friday, except legal holidays and except Zone B permitted vehicles. <br />3. Persons residing in or owning residential property within Zone B designated <br />herein may apply for a permit entitling the holder thereof to preferential long-term parking <br />within the designated zone. Permit fees shall be established in accordance with Section 2.020 <br />and Chapter 5 of the Eugene Code, 1971. Permit sales shall be processed on a first come, first <br />serve basis and shall not exceed 50% of the existing on -street parking spaces. <br />4. Homeowners are eligible for an annual residential permit. For purposes of <br />residential permit parking, "homeowner" means: <br />(a) An owner/occupant who (1) is an owner of record of the property <br />as shown on the most recent Lane County Assessor's tax roll, and (2) occupies a <br />dwelling on the property for a minimum of 6 months of each calendar year; or <br />(b) A person who does not own the property but has resided at the <br />address associated with the property for more than four years. <br />Administrative Order -- Page 2 of 3 <br />
