<br />proposed local improvement district was published in the Register-Guard, a newspaper <br />of general circulation in the City and the Highway 99 North industrial area on May 15, 1997. <br />The hearing was postponed, and the City Engineer sent notice of the rescheduled public <br />hearing (June 12, 1997) by first-class mail to owners of property in the contemplated <br />improvement district as allowed by EC 7.165(2). <br />F. As the Council's designee the Hearings Official conducted the public hearing <br />required by EC 7.166 on June 12, 1997, at which time he considered the City Engineer's <br />report, and the testimony and evidence offered at the public hearing. <br />G. The City Engineer has called for bids on the proposed improvement and <br />based thereon has determined the estimated total cost of the proposed improvement to be <br />$1.1 million of which $711 thousand shall be assessed to, and borne by, the specially <br />benefitted property as provided in EC 7.170 and 7.175. <br />H. The proposed improvements shall be in compliance with, and in furtherance <br />of, the plans and specifications prepared by the City Engineer in accordance with <br />provisions of Chapter 7 of the Eugene Code, 1971, and applicable policies of the City of <br />Eugene. <br />I. Because the proposed local improvement district is located outside the City's <br />corporate limits, the full faith and credit of the City shall not be pledged to pay the short- <br />term or long-term debt incurred by the City for the construction of the sanitary sewers <br />authorized herein except upon the Council's express approval, which approval is not <br />granted in this resolution. <br /> <br />Resolution - 3 <br />
