By Ordinance No. 20181, the City Council adopted the Street Classification Map that <br />designated West 2nd Avenue between Chambers Street and Garfield Street as a Major <br />Collector. <br />3) West 2nd Avenue is a major collector with a posted speed of 30 mph. The street has one 16 - <br />foot eastbound travel lane, one 16 -foot west bound travel lane and a 12 -foot center two-way <br />left turn lane. The curb to curb width is approximately 44 -feet. <br />4) Formal removal of parking and addition of eastbound and westbound bicycle lanes will result <br />in an approximate street cross section of one 11 -foot eastbound lane, one 11 -foot westbound <br />lane, an 11 -foot center turn lane and 5.5 -foot eastbound and westbound bicycle lanes. <br />5) From 2007 to 2015, there were 30 crashes on West 2 n Avenue from Chambers Street to <br />Garfield Street. Twenty-four crashes occurred at the intersection of West 2nd Avenue and <br />Chambers Street resulting in two moderate injuries and twelve minor injuries. Six crashes <br />occurred at the intersection of West 2nd Street and Garfield Street resulting in four moderate <br />injuries. One crash involved a person bicycling at the intersection of West 2nd Avenue and <br />Chambers Street resulting in a minor injury. One crash involved a pedestrian at the intersection <br />of West 2nd Avenue and Chambers Street resulting in a minor injury. <br />6) Removal of parking and installation of bicycle lanes on West 2nd Avenue is consistent with the <br />Eugene Springfield Area Transportation Plan (TransPlan) adopted as amended by Council <br />Ordinance Number 20258 on July 8, 2002. <br />Transportation System Improvements Roadway Policy #l: Mobility and Safety for all <br />Modes states: <br />"Address the mobility and safety needs of motorists, transit users, bicyclists, <br />pedestrians, and the needs of emergency vehicles when planning and constructing <br />roadway system improvements." <br />Transportation System Improvements Bicycle Policy #2: Bikeways on Arterials and <br />Collectors states: <br />"Require bikeways along new and reconstructed arterial and major collector streets." <br />7) Removal of parking and installation of bicycle lanes on West 2nd Avenue is consistent with <br />Objectives 1 and 2 and Policies 1.1, 1.5, 1.6, 1.7, 2.1 and 2.3 of the Eugene Pedestrian and <br />Bicycle Master Plan (PBMP) accepted by Eugene City Council on March 12, 2012. <br />Administrative Order -- Page 2 of 4 <br />
