M. Calkins reported that the Portland attorneys who were <br />approving the Water Board Bond transactions, had expressed ljhe opinion that the <br />City could legally advertise the sale of the proposed bonds prior to the deter- <br />mination of the outcome of the elect'ion. He als 0 advi sed that t,he City would <br />follow the requirements of the registration of voters, and that due publicity <br />should be e;i ve.n to the fac t that only votiers duly regis tere(l thirty days pri or to <br />the coming eleetion would b,e allowed to v'ote. <br /> <br />I <br /> <br />Mr. Calkins also presented .the suggE!.stion of some ga.rages as to the use, of <br />gas buggies) wi jjhout recommendation, as none of the parties had appeared be1'ore <br />the Council. <br /> <br />Mr. Calkins also called the attention 01' the Council to the requirement of <br />the pageant Committee for concessions and cooperation through the City Council <br />in working out the various civic problem~, involved, and a motion was made, and <br />seconded, that the City's relation to the pageant activities be c~rried on through <br />a cOfruni ttee consisting of the i\1ayor and J'udicia.ry Commi ttee. ' <br /> <br />A commu.nication from Mr. Hollingsworth, thanlcing the Council for the <br />writing of Group Insurance in the Aetna Insurance Co. and a,ivising the City that <br />all employees had availed themselves of this insurance, and that the same became <br />effective on A,r>ril 15, was read, and filed. <br /> <br />The request of P.otter & King 1'01' a deed from the City to a certain tract <br />of land now owned by the World War Veteran State Aid Association, was read. It <br />appearing that the title of the City to the land in question was acquired through <br />tax title to p,rotect its own lien for City assessments, and that. the Associ3.tion <br />has paid all tbe City liens, the matter of execut.ing a proper deed from the City <br />was referred to the City Attorney, with 'powel~ to act. <br /> <br />A Resolution as to proper segregation of the General Fund and District <br />Improvement Funds in the bookkeeping Depa.rtments was read, and on motion, duly <br />adopted. <br /> <br />'" ~ ~ <br /> <br />RES 0 L UTI 0 N <br /> <br />Whereas, here tofore, gene ra1 fund war ran t s have been issued by <br /> <br />I <br /> <br />the City of Eugene in payment of inter'est accrued upon District Improvement <br /> <br />warrants issued for the payment of contractors for street improvements, and <br /> <br />Whereas, expenditure of general funds of' the CUy of Eugene in <br /> <br />the paymen t of indebtedness covered by street assessments and should. not <br /> <br />be computed in the buedgetary items of the City of Eugene and should not be <br /> <br />paid from the Ci ty' s general fun,d, <br /> <br />Now Therefore, the City Recorder and the City ~rreasurer are <br /> <br />direc ted to c ompu te the amount 01' the general fund war rant s which have been <br /> <br />issued in pCLyment of District ImprovelT.ent warrant interest and deduct there- <br /> <br />from credits made against the same from collections from street assessments, <br /> <br />and determine the amount of such general fund warrants as are improperly <br /> <br />chargeable t,o the. general fund and that warrants in such an amount of the <br /> <br />general fund. warrants shall be set up in a special account and carried under <br /> <br />their appropriate headings and paid from collections from street improvements. <br /> <br />The request of the University 01' Oregon Associated Students 1'01' the <br />vacation 01' Mill and Ferry Streets from 20th to 24th Avenues, and 21st and 2~rd <br />Avenues from Patterson to Higp.
