The Street Committee, by Chairman Lamb, registered a complaint on the
condition of the building located at 8th and Pearl Streets not having proper
drainage facility for carrying off the rain water from the roof. This was referred
to the City Engineer and Building Inspector and they were asked to check~~-
buildings and order proper drainage spouts provided.
The Fire and 7ater Committee, by Chairman Bond, asked for two weeks more time
on the 5th and Fillmore Street light petition.
Chairman Bond then brought up the subject of the bill to the Potter Mfg. Co.
for service rendered in connection with their fire, and stated that inasmuch as
they had paid ~25.00 to the Fire Dept. before the City had billed them, he thought
the bill should be cancelled. The Recorder then pointed out that the $25.00 was
accompanied by a letter statin~ very definitely that the money enclosed w~s for the
entertainment fund of .the Fire boys, and not for the City of Eugene. Chairman
Bond stated that he did not understand that condition at all and suggested that
this be held for another two weeks.
I Coqncilman Bond then reported on the condition existing at the junction of
12th and Oak Streets, in front of the Cockerline residence, to the effect that a
red button or light was needed in order to warn traffic that it was a dead end
street. It w~s moved, seconded and carried that, this light be inserted in the
curb.
Five sidewalk improvement orilinances were read the first time and pa~sed their
second and third readings by title under suspension of the rul e by the unanirnous----.--_
consent of the Council and were placed upon their final passage. The a,y e sand -nays_
were called, Councilmen voting aye 8, nay none, absent none. The Ordinances were
declared passed and numbered 8451, 8452, 8453, 8454, and 8455.
-
On motion duly seconded and carried the Council agreed to give the intersectio
work to the contractor that puts in the adjacent sidewalk.
The Police Committee, by Councilman Simon, reported on thei.r investi[jation on
12 beer applications for renewals and recommended the approval of the group. It
'. was then suggested that these be held up until all renewal applications were in.
Councilman Zumwalt reported a complaint on the keeping of bees in the City, on
Olive Street between 13th and 14th, and would like to have these condemned and
ordered moved outside the City. l\~r . Barrett addressed the Council about the bees,
stating that the were a nuisance and shoul~ not be allowed in the City. Council-
man Hendershott suggested that they get more definite knowledge as to the control
of the bees, and it was finally determined that this be referred to the Judiciary
Committee and City Attorney to report back as to the proper action to take.
Councilman Zumwalt reported that they had not heard froID Mr. Gus Peret about
the bear, but that they had gotten rid of one elk and would give the other two to.
the Salvation Army for Christmas. Councilman Hendershott opened discussion con-
cerning the bear and stated that he certainly could see no reason for getting rid
of the two bears, and wanted to wa~t until Mr. Peret returns before making disposi-
tion. The Mayor pointed out that the Council had once determined to dispose of
I two of the four bears and this should be done as expeditiously as possible. Council -
man Hendershott moved that no disposition be made of the bears until special action
is taken by the Council. Motion was seconded by Councilman Reid, and the ayes and
nays were called. Councilmen voting aye 8, nay none, absent none. Councilman
Lamb stated that his motion to dispose of two bears was because they meeded more
room. Councilman Zumwalt stated th8t two bears were enough. Councilman Simon
suggested that they check into the feasibility of erecting a new bear pen in con-
junction with a natural rock den, which should be much better than the one they now
have. At this time the Recorder read a letter from the Park ~oard asking that the
Council take no further action regar~ing the disposition of animals in the parks
until after they had a meeting.
